Today, ecological safety is considered as one of the most important elements of non-military type of security. In the aspect of national security, human environment protection is also taken into consideration in the context of national interests. This approach certainly adds importance to the issue of environmental protection. The analysis of basic literature and strategic documents in the scope of national security conducted within the frameworks of this publication showed that environmental protection is treated there as an important interest, surpassing even other important aspects of security, still, it is not a vital national interest which is of the highest importance. On one hand, one can state that the need of environmental protection has been positively appreciated; on the other hand, accepting this hierarchy of national interests may not be satisfactory to some of the authors. It is in contradiction with the settlements of science, and, especially, natural sciences which confirmed a long time ago that the survival of all organisms, including humans, is dependent on a (good) state of the natural environment. Therefore, the question concerning ecological security and the connected environmental protection postulate arises: is it an important or vital national interest? The attempt of answering this (title) question constitutes the research problem of the publication. Its subject is ecological safety from the perspective of sciences of (national) security, humanities and, to some extent, natural sciences – more precisely, biology and, especially, its integral part – ecology. The objective of the publication is showing the issues of ecological security in the aspect of national interests – from the broader and comprehensive perspective. The author of this publication supposes that realization of vital interests is connected with a positive state of the natural environment which determines ecological security and all life processes of the planet. Therefore, referring to the foundations of biology and ecology seems to be unavoidable as all the environmental issues are inseparably connected to these sciences. On this basis, one may assume that ecological security is of greater significance than important interests, inferior to the vital ones. Thus the possibility of recognizing ecological security (natural environment protection) as vital national interest.

Bezpieczeństwo ekologiczne uznawane jest współcześnie za jeden z najważniejszych elementów niemilitarnej odmiany bezpieczeństwa. W aspekcie bezpieczeństwa narodowego ochrona środowiska przyrodniczego człowieka ujmowana jest również w kontekście interesów narodowych. Ujęcie takie z pewnością dowartościowuje problematykę ochrony środowiska. Analiza podstawowej literatury oraz dokumentów strategicznych z zakresu bezpieczeństwa narodowego dokonana w niniejszej publikacji uświadamia, że ochrona środowiska ujmowana jest w nich jako interes ważny, przewyższający nawet inne istotne aspekty bezpieczeństwa, ale jednak nie żywotny interes narodowy, który ma rangę najwyższą. Z jednej strony można stwierdzić, że potrzeba ochrony środowiska została pozytywnie dowartościowana, ale z drugiej strony przyjęcie takiej hierarchii interesów narodowych może też niektórych autorów nie zadowolić. Przeczy ona bowiem ustaleniom nauki, zwłaszcza nauk przyrodniczych, które już dawno temu potwierdziły, że przetrwanie wszelkich organizmów, w tym i ludzkich, uzależnione jest (od dobrego stanu) środowiska przyrodniczego. Zatem pojawia się tutaj pytanie o bezpieczeństwo ekologiczne i związany z nim postulat ochrony środowiska, czy stanowi on (ono) w istocie ważny czy może żywotny interes narodowy? Próba odpowiedzi na to (tytułowe) pytanie, stanowić będzie problematykę badawczą rozpatrywaną w niniejszej publikacji. Jej przedmiotem zaś będzie bezpieczeństwo ekologiczne ujmowane w aspekcie nauk o bezpieczeństwie (narodowym), nauk humanistycznych oraz do pewnego stopnia nauk przyrodniczych, a dokładniej biologii, zwłaszcza zaś stanowiącej jej integralną część – ekologii. Celem publikacji jest ukazanie problematyki bezpieczeństwa ekologicznego w aspekcie interesów narodowych – z perspektywy szerszej i całościowej. Autor niniejszego tekstu przypuszcza, że realizacja interesów żywotnych powiązana jest z pozytywnym stanem środowiska przyrodniczego, które warunkuje bezpieczeństwo ekologiczne, jak i wszelkie procesy życiowe przebiegające na naszej planecie. Nawiązanie zatem do podstaw biologii i ekologii wydaje się być nieuniknione, ponieważ wszelka problematyka środowiskowa jest z naukami tymi nierozerwalnie związana. Na tej podstawie można przyjąć założenie, że bezpieczeństwo ekologiczne przekracza wagę interesów ważnych, ustępujących tym żywotnym. Istnieje zatem możliwość uznania bezpieczeństwa ekologicznego (ochrony środowiska przyrodniczego) za żywotny interes narodowy.

The sensational discovery in 1933 of the perfectly preserved relics of a stronghold from the Hallstatt era (about 2 700 years old), located on a peninsula of Lake Biskupinskie, ensured the international renown of the small village of Biskupin. The excavation site and soon afterwards the first reconstructions attracted numerous tourists already in the interwar period. The number of visitors grew systematically also during the post-war period, and in 2007 reached a total of 300 000, becoming indubitably the reason for the interest in terrains adjoining the Biskupin reservation shown by assorted investors representing the gastronomic and tourist branches. The lack of current spatial development plans means that many of the foreseen investments (especially after 2004) now pose a threat to the maintenance of the historical identity of the reservation (which has been granted the status of a historical monument) and contribute to the devastation of the culturalnatural landscape of Biskupin and its environs. In response to the afore-mentioned threats the Voivodeship Conservator of Historical Monuments for the region of Kujawy and Pomerania and the Archaeological Museum in Biskupin have decided to extend protection to several score hectares of land in direct proximity of the archaeological reservation. Work is also being conducted on the establishment of the Biskupin Cultural Park, which would encompass terrains between the communes of Gasawa and Znin as well as other tourist attractions, such as the castle ruins in Wenecja and the Narrow Gauge Railway Museum.
