Polska i pozostałe państwa członkowskie UE mają obowiązek dbać o właściwe wykorzystanie środków unijnych oraz dostosowywać do standardów unijnych swój system prawny i instytucjonalny. Regulacją prawną nakładającą na państwa członkowskie obowiązek ochrony interesów finansowych Unii jest Konwencja o ochronie interesów finansowych Wspólnot Europejskich ustanowiona aktem Rady z 26 lipca 1995 r. Polskie prawo podatkowe i prawo karne zostały dostosowane do wymienionej Konwencji. Nielegalne działania podejmowane dla pozyskiwania środków unijnych narażają interesy finansowe Unii Europejskiej na wielomilionowe straty. Stąd bardzo ważna jest współpraca krajowych i unijnych instytucji w zakresie zabezpieczenia interesów finansowych UE. U progu nowego budżetu na lata 2014-2020 warto zatem przyjrzeć się systemowi prawnemu i instytucjonalnemu stworzonemu w celu ochrony polskich i unijnych interesów finansowych.

Poland and other member states protect financial interests of the EU and harmonise their legal and institutional system with the European standards. The Convention on the protection of European Communities' financial interests drawn up by the Council Act of 26 July 1995 has imposed on member states the obligation to take care of EU financial interests. The Polish fiscal and criminal law has been bound with this Convention. Illegal actions undertaken in order to gain EU funds expose the EU financial interests at the multi-million dollar losses. Therefore cooperation between national and European institutions in this area is very important. At the beginning of the new budget for 2014-2020, it is worth looking into the legal and institutional systems created in order to protect the financial interests of the EU and Poland.
