President Trump’s Declarations on Official Development Assistance: A Change of Policy?

For years official development assistance (ODA) has been one of the most important forms of financial assistance provided to developing countries by highly developed countries. Despite the controversy over the effectiveness of assistance, it has become a permanent element of the international aid system. With the election of Donald Trump and one of the key slogans of his campaign – America first – the political climate around official development assistance is changing. The aim of the article is to analyze the role of official development assistance in political declarations of the current president of the United States.

W artykule dokonano analizy oficjalnej pomocy rozwojowej, udzielanej przez Francję krajom Afryki w latach 2001—2012. Pod pojęciem oficjalnej pomocy rozwojowej rozumie się przepływy finansowe kierowane przez instytucje państw dawców do określonej grupy krajów i instytucji wielostronnych w celu wspierania rozwoju i dobrobytu krajów rozwijających się. Celem badania jest zweryfikowanie, czy deklarowane przez donatorów (tu Francję) kryteria udzielania wsparcia finansowego, określone m.in. w Milenijnych Celach Rozwoju (zdefiniowanych na Zgromadzeniu Ogólnym ONZ w 2000 r.), mają pokrycie w wielkości faktycznych przepływów finansowych. Analizie poddano dane na temat wielkości pomocy rozwojowej krajów z lat 2001—2012, w podziale na następujące podgrupy: kraje będące historycznymi koloniami oraz niebędące nimi i kraje posiadające zasoby surowców naturalnych oraz ich nieposiadające. Dla każdej podgrupy oszacowano model panelowy z efektami stałymi. Stwierdzono, że jakkolwiek w sferze postulatów francuskiej polityki zagranicznej podnoszone są głównie kwestie rozwoju i walki z ubóstwem, struktura odbiorców pomocy rozwojowej udzielanej przez Francję jest istotnie uzależniona od wspólnej przeszłości kolonialnej, zasobności w źródła energii (ropa, gaz, uran), poziomu migracji oraz bilateralnej wymiany handlowej.

The paper analyses the official development assistance provided by France to African countries within 2001—2012. The term official development assistance is understood as financial flows directed by the institutions of donor countries to a certain group of countries and multilateral institutions in order to support the progress and prosperity of developing countries. The aim of the study is to verify whether the criteria for granting financial support declared by the donors (in here: France) and determined by the Millennium Development Goals (defined by the UN General Assembly in 2000), are covered by actual financial flows. Data concerning the volume of the development assistance within 2001—2012 were analysed in the following subgroups of countries: the ones which were and were not historical colonies as well as countries with and without natural resources. For each subgroup, a panel model with fixed effects was estimated. It was stated that although mainly the development issues and anti-poverty campaign are postulated by the French foreign policy, the recipients structure of development assistance provided by France is largely dependent on the common colonial past, energy sources potential (oil, gas, uranium), migration level as well as bilateral trade exchange.

Niniejszy tekst jest charakterystyką brytyjskiej pomocy rozwojowej w latach 2000-2015. Autorka rozpoczynając od kwestii teoretycznych przechodzi poprzez definicje i klasyfikację pomocy do zdefiniowania światowych donatorów. Dwuetapowa analiza jasno wskazuje, że Wielka Brytania to jeden z największych globalnych donatorów pomocy. Na mocy niniejszego wniosku budowana jest narracja wokół jej pozycji i priorytetów realizowanej polityki rozwojowej. Analiza sektorowa i geograficzna pokazują, że Wielka Brytania w badanych latach żywo angażowała się w realizację Milenijnych Celów Rozwoju oraz wspierała swój interes polityczny i gospodarczy poprzez wybór konkretnych odbiorców swoich środków zlokalizowanych w trzech obszarach geograficznych. Dzięki takiej konstrukcji tekstu możliwe było zmierzenie z celem jakim było przybliżenie czytelnikowi strategii brytyjskiej pomocy rozwojowej w XXI w.

This paper is short summary of British official development assistance in 2000-2015. The author starts with theoretician issues, definition of ODA and classification and then showing the world biggest donors. Two-stages analysis indicates that the United Kingdom is one of the biggest donor. Under this proposal, a narrative is built around its position and priorities of UK development policy. Analysis of sectors and geographical directions of flows shows that in 2000-2015 British are strongly involved in implementation of Millennium Goals and supported own politician and economics interests due to choosing specific recipients of ODA in three main regions.
