This paper explores the issue of improving NATO’s operational capabilities. The initial sections overview changes that have already been introduced and are expected in the international security environment in the forthcoming years. This perspective is subsequently adopted to identify the present developments in the strategic concepts of NATO with the view to formulation of appropriate operational capabilities of the North Atlantic Treaty.

The aim of this article is to recognize the implications of various types of environmental dynamism for the effects of operational and dynamical capabilities. The research method used is the critical analysis of literature in the field of strategic management. The research findings in the literature, on the operational effects and dynamic capabilities in the context of environmental dynamism were properly structured in the article. There were controversial research findings on environmental dynamism and its determining of the effects of operational and dynamic capabilities. The results indicate that operational and dynamic capabilities have different performance effects in high-dynamic and low-dynamic environments. The discussion on operational effects and dynamic capabilities in different market conditions still requires better theorizing and empirical research on the implications of market dynamism. The recommendations of the managers are directed at the understanding of the nature of the environment, which is crucial for the success of the implementation of new practices in the company.

This article presents the results of research, which set out to clarify the importance and role played by the concept of using A2/AD capabilities in the military strategy of the Russian Federation. Analysis and criticism of the literature were used to solve the research problems. In order to guide the research process, a hypothesis was formulated, assuming that the Russian concept of using A2/AD capabilities is an operationalisation of a broader military strategy for defeating the adversary, as well as an effective deterrence mechanism. The research process established that the Russian concept of using A2/AD capabilities is a theory and operational practice, a broader military strategy of achieving multi-domain superiority over the adversary by conducting strategic offensive operations. Integrating offensive and defensive operational capabilities plays a key role in this concept, which guarantees possession of the strategic initiative and maintenance of dominance in the international security environment and supports the idea of creating Russian spheres of influence. It also prompts NATO states to counter the supremacy of the Russian Federation.

The purpose of this article is to present the operational capabilities of the OSCE in regulating armed conflicts and their application in the former Eastern bloc countries. In order to show the role of the OSCE in the regulation of armed conflicts, OSCE operational capabilities have been structured in a conceptual grid including: OSCE regulatory tools – in the form of missions, field offices and field coordinators; regulatory mechanisms and emergency mechanisms applied in the light of the peaceful pathways of OSCE involvement in the regulatory process. The common feature of operation at each phase is the broadly understood maintenance of stability or achieving stability. There are armed conflicts against which the OSCE has selectively used regulatory activity, omitting certain phases of the conflict, and those against which the application of regulatory tools has not led to lasting stabilisation. The results presented in the paper confirm the correctness of considering the above theories against the background of the conflict cycle concept. Institutional and legal analysis and comparative analysis were used in this paper.

Efficient shaping of international security depends on the activity of numerous entities, particularly on the functioning of organizations such as NATO and the European Union. The article presents the contribution of these unions of democratic states to global peace-building and indicates the desired directions of transformation aimed at developing their power, solidarity and credibility. These are the factors that condition the organizations’ central role in shaping Euro-Atlantic and global security. Attention has been also paid to the need for strengthening cooperation between these organizations, which results from new, complex challenges and threats emerging in the currently very unstable security environment, which could not be dealt with by NATO and even less by the EU on their own. Thanks to close cooperation, the organizations have more possibilities and resources to react to various crisis situations as well as they can achieve the desired effect of synergy. Thus power and effectiveness of the EU and NATO is conditioned by their common and consistent security policy.

The author of the article discusses the armed forces in the process of improvement as an organization by using the available process tools in order to improve their functioning. This is important for the effective design of processes, ensuring proper interaction between them and the use of tools allowing for improvement in the management of these processes, including IT tools.Actions taken in this area – by identifying, synchronizing and optimizing processes – should ensure the expected availability of forces, effective use of resources (personnel and material) and improve the process of managing the vast structure formed by the armed forces. Proper organization of processes in the armed forces, as in other institutions, ensures achievement of the assumed results and promotes their effective and efficient development.

W artykule autor omawia siły zbrojne w procesie doskonalenia jako organizacji poprzez wykorzystywanie dostępnych narzędzi procesowych w celu usprawniania ich funkcjono-wania. Ma to znaczenie dla efektywnego projektowania procesów, zapewnienia właściwej interakcji między nimi oraz wykorzystania narzędzi pozwalających na usprawnienia w zarządzaniu tymi procesami, także narzędziami informatycznymi. Podejmowane w tym zakresie działania – poprzez zidentyfikowanie, zsynchronizowanie i zoptymalizowanie procesów – powinny zapewnić oczekiwaną dostępność sił, efektywność wykorzystania zasobów (osobowych i rzeczowych) oraz usprawnić proces kierowania rozległą strukturą, jaką tworzą siły zbrojne. Prawidłowa organizacja procesów w siłach zbrojnych, podobnie jak w innych instytucjach, zapewnia osiąganie zakładanych rezultatów oraz sprzyja skutecznemu i efektywnemu ich rozwojowi.
