The aim of this paper is to present the concept of the turbulent environment of organisations and its influence on employee competencies. The competency set of today’s professionals must adapt to turbulent times. These new environmental changes are exemplified mainly by the computerisation and intellectualisation of work. There are new types of organisational structures, omnipresent uncertainty and hyper-competition – these are what make innovation important. Most importantly, the approach to human capital has changed significantly during the last decade; it is no longer considered an expense, more an investment that will allow a company to profit in future. It is indisputable that the way work is done has changed significantly during the last 50 years, and resulted in changes in today’s model of an employee, who is described as knowledge workers.

Istotnym elementem otoczenia przedsiębiorstwa są zmiany na rynku pracy wywołane imigracją. Zjawisko to dotyczy również przedsiębiorstw w Polsce. Celem artykułu jest odpowiedź na pytania dotyczące wielkości imigracji zarobkowej w Polsce, zawodów wykonywanych przez imigrantów i perspektyw dotyczących wielkości imigracji. Analiza pozwoliła ustalić, że imigracja wynosi ok. 1 mln osób, w większości z Ukrainy. Należy się spodziewać, że w najbliższych latach wielkość migracji z Ukrainy znacząco się nie zmieni.

Changes on the labour market due to immigration are an important element of the business environment. This phenomenon affects companies in Poland as well. The present paper provides an answer to several questions concerning the amount of labour immigration to Poland, the professions immigrants engage in and the predicted amount of labour immigration. The analysis revealed that the number of immigrants, mostly from Ukraine, oscillates around 1 million and that the majority of them perform simple jobs. It is to be expected that in the near term, migration from Ukraine will not change considerably.

Między organizacją a jej otoczeniem zawsze istnieją sprzężenia zwrotne. W odniesieniu do administracji publicznej będą one dotyczyły przede wszystkim spraw, w zakresie których prawo zezwala lub nakazuje jej działać. Publikacja zwraca uwagę na rolę zasobów ludzkich w administracji publicznej i jej otoczeniu, przedstawia także odmienność oraz specyfikę otoczenia administracji publicznej względem innych organizacji i związane z tym skutki. Otoczenie administracji publicznej zostało także ukazane w kontekście współczesnej kategorii socjologicznej — prekariatu.

Between an organisation and its environment, there is always feedback. With regard to public administration it concerns mainly cases in respect of which the law allows or requires it to act. The publication draws attention to the role and relationship of human resources in public administration and its surroundings, it also presents the difference and specificity of the environment of public administration in relation to other organisations and the associated effects. The environment of public administration has also been shown in the context of the contemporary sociological category — precariat.
