Aim. This article’s goal is to present the discourse concerning paid maternity leaves in the USA in major American media outlets between the years 2014 and 2018. It is an attempt to answer the question whether maternity, caregiving work or family values are contradictory to American work ethic and regulations of the labour market. Methodology. The work is devoted to content analysis of the four most popular American online media, both liberal and conservative. Their content search engines are used to find information and articles on paid maternity leaves and to group them into different categories. Results. Three main categories are distinguished in terms of the content of 302 articles, namely articles with a positive attitude towards paid maternity leaves (248 articles – 82.10%), articles with a negative attitude (20 articles – 6.60%), and neutral articles (34 – 11.30%). In general, Americans see the long-term benefits of paid maternity leaves, but they differ when it comes to the methods of their introduction. Conclusions. There is a conflict between maternity, family values, American work culture, and regulations of the labour market. In American society, individualism, competition, and masculinity of the business culture do not support the values of nurturing and caregiving. Originality. Except for the USA, there is no other country among OECD states which does not provide paid parental leaves for working mothers. Because of the fact that the United States is known to be one of the most developed countries in the world, this information may be considered worth-studying.

The aim of this paper is to analyze four reforms introduced in the Polish family system in the 2010s. The reforms were introduced as an answer to a problem of very low fertility rates, as well as instruments helping women in achieving their work-life balance. The reforms are analyzed here in terms of their (de)genderization effects on Polish mothers and fathers. The use of a genderization-degenderization axis shows that the gendered division of domestic and care work is not challenged by the reforms, but it is rather reinforced by them. It is also doubtful if the reforms will manage to reverse current demographic trends.

The article presents the possibility of combination of leaves connected with parenthood with performance of work. The primary objective of leaves connected with parenthood is providing care and upbringing to children. However, bearing in mind such elements as the Polish employment market and financial position of the parents, the legislator has provided with parent employees with possibility to combine child care with work. An employee on parental leave can undertake work at the enterprise of the employer who awarded the said leave as well as for another employer or undertake a different activity, also education or training. It is important that the undertaken work or other activity cannot exclude the possibility of obtaining the objective of the provided leave, i.e. taking care over the child.

Artykuł przedstawia możliwości łączenia urlopów związanych z rodzicielstwem z wykonywaniem pracy. Zasadniczym celem urlopów związanych z rodzicielstwem jest sprawowanie opieki i wychowanie dzieci. Jednak mając na uwadze m.in. polski rynek pracy oraz sytuację finansową rodziców ustawodawca przewidział dla pracowników – rodziców możliwość łączenia sprawowanej opieki z pracą. Pracownik przebywający na urlopie rodzicielskim i urlopie wychowawczym ma prawo podjąć pracę zarówno u pracodawcy, który udzielił mu takiego urlopu, jak i u innego pracodawcy oraz inną działalność, a także naukę lub szkolenie. Ważne aby podjęta praca lub inna działalność nie wykluczała możliwości realizacji celu udzielonego urlopu, tj. sprawowania opieki nad dzieckiem.

The author aims at providing theoretical and methodological frames for the application of Capability Approach (CA) in social policy research/analysis. She also povides a reconceptualization of the mainstream analytical perspective in comparative social policy in CA ((de)familialization). Furthermore, she describes an example of the study in which she uses CA to systematically compare Nordic and Baltic parental leave systems showing the advantages of using CA in comparative studies.

Autorka prezentuje propozycję osadzenia badań polityki społecznej w podejściu zorientowanym na możliwości (Capability Approach). Ukazuje również w jaki sposób można zreinterpretować za pomocą CA jedną z kluczowych pespektyw badawczych we współczesnych badaniach porównawczych welfare state. Przedstawia ona również przykład empirycznego zastosowania swojej propozycji w badaniu porównawczym systemów urlopów rodzinnych w krajach nordyckich i bałtyckich. Artykuł ma na celu zainspirowanie czytelników do podejmowania dalszych rozważań prezentowanego zagadnienia a także szerszego zastosowania podejścia zorientowanego na realne możliwości w badaniach polityki społecznej w Polsce.
