There are voices that the EU faces a dilemma of effectiveness vs. democracy of the decision-making processes. Therefore, it is necessary to make a compromising system of the EU law that would enable a precise guarantee of the primary freedom and rights and at the same time, the law that is flexible enough to allow a further development of the integrative processes while maintaining an effective decisionmaking process. These conditions are fulfilled by the EU cooperation based on the subsidiarity principle and the partnership principle. One of the subsidiarity most important assumption is the transition of the decision-making situation to the level that is as close to the citizens as it is possible and to the level of the nation state in case of difficulties in competence assignment. Next, the partnership allows the non-public authorities to take part in the decision-making system. But at the same time both principles leave much freedom and competence to the EU structures so that they are able to guarantee the achievement of objectives and tasks of the integration body. What is more, the complexity of decisive processes in the European Union as well as multitude of issues regulated by it has led to a situation in which we can observe a sudden increase in – for example – regional and local authorities involvement, whose importance for the EU is still growing. The article below constitutes a contribution to the discussion about the definitions of the region, its meaning for the European Union’s decisional system and the prospects for the future.
Feministyczna krytyka współczesnych filozoficznych koncepcji sprawiedliwości i równości zwraca uwagę na powtarzający się błąd „przeoczenia” kobiet. Feministki nie zgadzają się z zasadami sprawiedliwości i równości, które odnosić się mają wyłącznie do sfery publicznej. Uważają, że należy dążyć do zmiany struktury rodziny, bo to ona trwale reprodukuje nierówności między kobietami i mężczyznami. Przyjmowane a priori założenie, że rodzina tradycyjna jest ze swej natury sprawiedliwa, jest założeniem niesłusznym, podobnie jak teza, że rodzina jest bytem apolitycznym – przeczy temu m. in. polityczny charakter socjalizacji. Kluczową tezą, wokół której koncentrują się rozważania autorki wyznacza twierdzenie, że współczesna rodzina wymaga wydobycia ze „stanu natury”, z „prywatności” i przeniesienia w świat wartości, ocen, zasad i standardów sfery publicznej. Jest to warunek niezbędny, aby móc mówić o urzeczywistnieniu zasady pełnej sprawiedliwości i równości. W opracowaniu przedstawiono argumenty zarówno zwolenników, jak i przeciwników tradycyjnego kształtu rodziny i podziału obowiązków w jej obrębie. Podjęto również próbę odpowiedzi na pytanie, w jaki sposób zasady partnerstwa mogą skutecznie być realizowane w praktyce poprzez odwołanie się do pozytywnych praktyk, do których należą m. in. umowa małżeńska oraz rozwiązania stosowane w różnych modelach polityki społecznej.
Nowe wyzwania stojące przed samorządem terytorialnym w zakresie gospodarki zasobooszczędnej i niskoemisyjnej obligują władze lokalne do podejmowania wielu nowych inicjatyw na rzecz sprawnego zarządzania terytorium i sterowania procesami jego rozwoju. Kluczowe staje się budowanie i wzmacnianie partnerstwa instytucjonalnego oraz pozyskanie aktywnych i różnorodnych uczestników procesów rozwojowych jednostek terytorialnych dla realizacji zakładanych celów. Okres programowania 2014–2020 stwarza realne szanse na budowanie rzeczywistego partnerstwa w zakresie zrównoważonego rozwoju, szczególnie w obszarach funkcjonalnych jakimi są obszary metropolitalne. Nowym instrumentem polityki rozwoju dedykowanym tym obszarom są Zintegrowane Inwestycje Terytorialne (ZIT). Celem artykułu jest identyfikacja uwarunkowań budowania partnerstwa na rzecz zrównoważonego rozwoju w nowym okresie programowanie oraz szans i zagrożeń. New challenges that are posed to local government in the scope of resource-efficient and low-emission economy oblige local authorities to take a lot of new initiatives for the sake of efficient territorial management and control of the processes of its development. A crucial factor is building and reinforcing institutional partnership and gaining active and diverse participants of the development processes of territorial units in order to accomplish the established goals. The programming period 2014–2020 creates real opportunities to build real partnership in the scope of sustainable development, particularly in the functional areas such as metropolitan areas. A new instrument of the development policy dedicated to these areas is Integrated Territorial Investment (ITI ). The purpose of the article is therefore to identify the conditions of partnership building for the sake of the sustainable development in the new programming period and indicating the opportunities and threats. The case study is Łódź Metropolitan Area.

Nowadays, projects constitute opportunities for scientific development and bring a number of benefits resulting from the research and scientific activities performed by institutions of higher education. Their implementation contributes to the solution of specific problems, enables the undertaking of many initiatives with a wide range of activities, and stimulates international cooperation. On the example of a completed project financed by the PZU Foundation, the article shows the effects of actions undertaken by the Witelon State University of Applied Sciences in Legnica in partnership with the State Pedagogical University of Ivan Franko in Drohobycz and the State Historical and Cultural Reserve "Nahujowice".
Reaktywowanie samorządu terytorialnego w Polsce dało szansę na wzrost aktywności wspólnot lokalnych na arenie międzynarodowej. Przyjęcie rozwiązań prawnych zagwarantowało aktywność międzynarodową jednostek samorządowych poprzez ujednolicone procedury, określone cele i kierunki działania. Swoistym uzupełnieniem są podpisane umowy międzynarodowe i porozumienia dotyczące współpracy transgranicznej i międzyregionalnej, mających umocowanie w traktatach międzypaństwowych. Podstawy prawne dla współpracy międzynarodowej jednostek samorządu terytorialnego zostały określone w Konstytucji Rzeczpospolitej Polskiej z 2 kwietnia 1997 r. Celem głównym artykułu było określenie możliwości współpracy międzynarodowej jednostek samorządu terytorialnego w Polsce. Nastąpiła identyfikacja europejskich dokumentów wspierających współpracę międzynarodową jednostek terytorialnych. Ponadto rozpoznano polskie uwarunkowania prawne w zakresie zawierania porozumień o współpracy i przynależności do międzynarodowych zrzeszeń.

Reactiving the local government in Poland gave an opportunity to increase the activity of local communities in the international area. The adoption of legal solutions guaranteed the international activity of local government untis through standardized procedures, defined goals and directions of action. A specific suplement are signed international agreements and agreements on cross-border and international cooperation, which are anchored in international treaties. The legal basis for international cooperation of local government units was defined in the Constitution of the Republic of Poland of April 2, 1997. The main aim of the article was to define the possibilities of international cooperation of local government units in Poland. European documents supporting international cooperation of territorial units were identified. In addition, Polish legal conditions were identified in the scope of concluding cooperation agreements and belonging to international associations.
Powiązania klastrowe są środowiskiem stymulującym inicjowanie i realizację projektów partnerskich. Artykuł prezentuje wyniki badań przeprowadzonych w II kwartale 2015r wśród 13 aktywnych klastrów w woj. śląskim w zakresie zidentyfikowania najbardziej istotnych zagadnień związanych z gotowością klastrów do zarządzania projektami partnerskimi. Jako główne przeszkody wewnętrzne ograniczające realizację projektów partnerskich w klastrach najczęściej wskazywano na brak aktywności wszystkich członków klastra 85% i brak wystarczających środków finansowych 62%. Jako główne przeszkody zewnętrzne ograniczające realizację projektów partnerskich wskazano brak aktualnie dostępnych źródeł finansowania 100% oraz długi okres zatwierdzania programów unijnych w ramach perspektywy 2014–2020 69%. O doborze partnerów do realizacji projektów decydują w największym stopniu dobre relacje międzyludzkie, jednakże im wyższy stopień złożoności projektu tym częściej członkowie partnerstw dążą do sformalizowania zasad współpracy na piśmie i ustandaryzowania zasad zarządzania projektami. Polityki krajowe i dostępność funduszy strukturalnych na lata 2014–2020 sprzyja rozwojowi inicjatyw klastrowych i tworzenia partnerstw, a inicjatywy klastrowe po fazie inkubacji wykazują się coraz większą świadomością i dojrzałością projektową.

Cluster networks are stimulating environment to initiate partnership projects. The article presents results of studies conducted in the second quarter of 2015, among the 13 active clusters in Śląskie Voivodship (Poland's NUTS 2 region) to identify the most important issues related to cluster’s preparedness for partnership projects management. As the main internal obstacles limiting partnership projects in clusters most often (85%) pointed the lack of activity of cluster members. and lack of sufficient financial resources (62%). As the main external obstacles limiting partnership projects pointed the lack of currently available sources of founding (100%), and long approval period for EU Programmes within the FP 2014–2020 (69%). About the Partner selection for projects realization decides good relationship however the higher the degree of complexity of the project partnership members aim to formalize the rules of the partnerships in writing and standardize project management principles. National policies and availability of the Structural Funds for 2014-2020 promotes the development of cluster initiatives and partnerships, cluster initiatives after incubation phase show ever greater awareness and maturity for the projects.
The article attempts to indicate the reasons why public public institutions undertake joint initiatives with entities from other sectors. The aim of the article is to present the motives of undertaking cross-sector partnership by public institutions on the example of local government units. The first part of the article will indicate the reasons for cooperation between entities from various sectors and the benefits that may result from such cooperation. It also indicates the types of cooperation that public institutions can undertake in Poland. The final part presents a case study of cross-sector partnership of local government units with a business institution and a non-governmental organization. The goals set for undertaking cooperation and the benefits that this cooperation brought about were defined. The article uses one of the qualitative research methods – a case study.

W artykule podjęto próbę wskazania powodów, dla których jednostki publiczne podejmują wspólne inicjatywy z podmiotami innych sektorów. Jego celem jest prezentacja motywów podejmowania współpracy międzysektorowej przez jednostki publiczne na przykładzie jednostek samorządu terytorialnego. W pierwszej części artykułu wskazane zostaną przesłanki współdziałania podmiotów różnych sektorów oraz korzyści, jakie mogą z takiej współpracy wynikać, a także typy współpracy, jakie mogą podejmować jednostki publiczne w Polsce. W końcowej części zaprezentowano studium przypadku współpracy międzysektorowej jednostek samorządu terytorialnego z instytucją otoczenia biznesu oraz organizacją pozarządową. Zdefiniowano cele, jakimi kierowano się, podejmując współpracę, oraz korzyści, jakie ta współpraca przyniosła. W artykule wykorzystano jedną z metod badań jakościowych studium przypadku.
Przedmiotem artykułu jest rzadko badany problem efektywności funkcjonowania władzy w samorządzie terytorialnym w Polsce. Władza ta ma charakter dwoisty, ponieważ składa się z czynnika społecznego (rada, sejmik) oraz organu wykonawczego (zarządu lub wójta, burmistrza, prezydenta miasta). W pewnej mierze rolę swoistej władzy sprawuje też administracja samorządowa. Celem opracowania jest charakterystyka i ocena wzajemnych relacji między radnymi a jednoosobowym organem wykonawczym w gminie. Autor przedstawia potencjalne sytuacje związków politycznych między tymi stronami, które skutkują różną efektywnością, począwszy od ostrej rywalizacji aż po harmonijną współpracę. Samorząd terytorialny charakteryzuje się pod tym względem licznymi dysfunkcjami. W artykule wykorzystano następujące metody badawcze: analizę literatury przedmiotu i regulacji prawnych oraz analizę opisową i porównawczą. Wiedza na ten temat w polskim piśmiennictwie ekonomicznym jest skromna, a podniesione zagadnienia wymagają bardziej pogłębionych badań, użytecznych z punktu widzenia praktyki samorządowej. Autor sformułował dziewięć wniosków końcowych, mających charakter pragmatyczny. Na podkreślenie zasługuje rys pożądanej sylwetki przywódcy lokalnego oraz ocena efektywności poszczególnych badanych sytuacji w relacjach rada gminy a organ wykonawczy.
One of the basic factors that influence a child’s correct development is the environment where the process of education takes place. The environment is made of the family home and the school zone. Both these elements have to cooperate correctly to make the didactic message consistent and effective. However, educational practice shows that in a number of cases the flow of information between the teachers and the parents is insufficient joint activities are often lacking, along with mutual determination of objectives and tasks implemented in the didactic process. In the article, the authors try to show the problems related to the possibilities of cooperation among teachers of early school education and the environment of parents in various contexts. In the first part of the paper, legal aspects pertaining to the cooperation are described in detail, taking the historical perspective into account, along with legal provisions applicable in Poland and regulating the principles and the range of information provision by the school to the parents. The second part makes references to school practice, presents interesting and untypical examples of activities and solutions conductive to increased level of the parents’ involvement in the educational process. In the final part of the paper, ICT tools which may be used to build the online space of mutual communication and cooperation are described.

Jednym z podstawowych czynników, które mają wpływ na prawidłowy rozwój dziecka jest środowisko, w którym przebiega proces edukacji. Środowisko to współtworzy zarówno dom rodzinny, jak również sfera szkolna. Oba te elementy muszą poprawnie współdziałać, aby przekaz dydaktyczny był spójny i skuteczny. Praktyka edukacyjna pokazuje jednak, że w wielu przypadkach przepływ informacji pomiędzy nauczycielami i rodzicami jest niewystarczający, często brakuje podejmowania wspólnych działań, uzgadniania celów i zadań realizowanych w procesie dydaktycznym. W artykule autorki starają się ukazać problematykę związaną z możliwościami współpracy pomiędzy nauczycielami edukacji wczesnoszkolnej a środowiskiem rodziców w różnych kontekstach. W pierwszej części szczegółowo zostały omówione aspekty prawne dotyczące współpracy, z uwzględnieniem perspektywy historycznej, przedstawiono również obowiązujące w Polsce przepisy prawne regulujące zasady i zakres przekazywania przez szkołę informacji rodzicom. Druga część nawiązuje do praktyki szkolnej, prezentuje ciekawe i nietypowe przykłady działań i rozwiązań sprzyjających zwiększeniu stopnia zaangażowania rodziców w proces edukacyjny. W końcowej części omówione z kolei zostały przykłady narzędzi ICT, które można wykorzystać budując przestrzeń wzajemnej komunikacji i współpracy w sieci.
Syrian refugees have been moved to Scotland through the Person’s Vulnerable Resettlement Scheme, an initiative of the UK Government. Community Learning and Development (CLD) services have been tasked to support the learning needs of these refugees. CLD through its value base and pedagogic approach is well positioned to play an important role in linking up the learners to appropriate opportunities. These opportunities include English classes and family learning with an empowering agenda which supports the development of person and context specific life skills. The interventions have been designed to ensure that refugees can access English language provision and enable them to develop ties with the community in which they have been placed and engage in community activities as active citizens. This article describes the work with Syrian refugees and offers reflections on the challenges entailed in regard to inter-professional work, building positive relations in and between communities and the implications for both refugees and the settled community in Scotland.

Syryjscy uchodźcy zostali umieszczeni w Szkocji w ramach inicjatywy brytyjskiego rządu określanej mianem Modelu Rozmieszczenia Osób Potrzebujących Wsparcia (the Person’s Vulnerable Resettlement Scheme). Instytucje i organizacje w obrębie Edukacji i Rozwoju Społeczności Lokalnych (Community Learning Development – CLD) zostały wyznaczone jako te, które miały wspierać potrzeby edukacyjne uchodźców. Instytucje CLD ze względu na wartości, które stoją u ich podstaw, a także umiejętności pedagogiczne kadry odgrywają ważną rolę w procesie łączenia potrzeb osób uczących się z istniejącymi w tym zakresie możliwościami. Możliwości te obejmują zajęcia z języka angielskiego i naukę rodzinną z programem wsparcia, który wzmacnia rozwój osób w kontekście specyficznych życiowych umiejętności. Interwencje zostały opracowane w celu zapewnienia uchodźcom dostępu do zajęć z języka angielskiego i umożliwienia im rozwijania więzi ze społecznością, w której zostali umieszczeni, i angażowania ich w działalność społeczną jako aktywnych obywateli. W tym artykule opisano pracę z syryjskimi uchodźcami i przedstawiono refleksje na temat wyzwań związanych z interdyscyplinarną pracą, budowaniem pozytywnych relacji w społecznościach i między społecznościami. Wskazano także na implikacje tego typu działań dla uchodźców i osiadłej społeczności w Szkocji.
Today we observe the dynamic changes in relations between the sexes in the family, which appear as a result of economic, cultural, and social transformation, the growth of women’s economic strength, as well as the level of their education, and the development of the ideas of the equal rights of women and men in the labour market and in social life. Hitherto existing research results show that Poles are increasingly in favour of the egalitarian family model and declare their wish to build their relationships based on equality. In the article I will characterise our cultural context, in which the egalitarian relation of a man and a woman in a family is both an educational space of confrontation between the “old” concept of family life, often rooted in Parsons’ concept of the nuclear family, and the “new” one, specific for the socio-cultural breakthrough in Poland. I will also present the involvement of formal education in fixing stereotypical images of family life, which are in opposition to the changes observed in relations between women and men. At the end I will present my own concept of education for equality in the marital relations, as well as the frame of equality between spouses in marital relations as a value of upbringing, which are a response to the needs of contemporary women and men.
Background: Nowadays LSPs face an increasingly competitive environment in which a strategy to focus on existing customers by satisfying and sustaining them has been proved to be more successful than trying to get the small share of customers that have not yet outsourced any logistics activities. To be able to keep and grow the customers, LSPs have to overcome a number of barriers, align with customers and innovate. However, there is still a lack of understanding when, with what type of customers, and how LSPs can effectively leverage customer integration within Innovation Alignment for successful innovation. The purpose of the paper is to: present the concept of logistics innovation and its role in creating customer satisfaction, point a number of barriers to LSPs’ innovativeness, and analyze the role and characteristics of relationship innovation alignment when developing and implementing innovative logistics services. Methods: The research adopts a two-stage effort, with Stage 1 being focus groups with LSPs and their customers, and Stage 2 being a theory-testing survey. Up to now, focus groups, survey development, and survey pre-tests with LSPs senior executives have been completed. Conducting the survey and collecting data is in progress. To illustrate the preliminary findings from the American market, case studies in the European surrounding, describing cooperation between LSPs and their customers on logistics innovations, were prepared. Results: Aligning with a customer when pursuing something new is a crucial success factor in logistics sector, especially when pursuing and developing a radical tailored service innovation. The Innovation Alignment should embrace managerial as well as relational mechanisms. Conclusions: LSPs, compared to other industries, are not very innovative. However, logistics managers should try to overcome barriers and proactively develop and implement logistics service innovations. The preliminary results of the research have already shown that integrating customers into the logistics innovation process could increase their satisfaction and enhance the innovation performance of LSP.

Wstęp: Współcześnie operatorzy logistyczni funkcjonują w bardzo konkurencyjnym środowisku, w którym strategia koncentracji na dotychczasowych klientach, zaspokojeniu ich potrzeb i dzięki temu zatrzymaniu ich, okazuje się być bardziej skuteczna niż próba pozyskania nowych zleceniodawców, którzy nigdy wcześniej nie współpracowali z operatorami logistycznymi. Praktyka pokazuje, iż, dążąc do zatrzymania i zwiększania udziału w kieszeni klienta, operatorzy logistyczni muszą pokonać szereg barier, wejść w sojusz z klientami i stać się innowacyjni. Głównym pytaniem badawczym jest kiedy, z jakiego typu klientami i w jaki sposób operatorzy powinni współpracować, aby osiągnąć sukces innowacyjny. Celem artykułu jest: zaprezentowanie koncepcji innowacji logistycznych oraz ich roli w kreowaniu satysfakcji klienta, wskazanie na liczne bariery na drodze do innowacyjności operatorów logistycznych oraz przeanalizowanie roli i elementów składowych relacyjnego sojuszu innowacyjnego, gdy operator rozwija i wdraża innowacyjne usługi logistyczne. Metody: Badanie składa się z dwóch etapów: fazy pierwszej – zogniskowanych wywiadów z operatorami logistycznymi i ich klientami oraz fazy drugiej – kwestionariusza ankietowego, pozwalającego przetestować model współpracy nad innowacją. Do chwili obecnej przeprowadzono zogniskowane wywiady, przygotowano kwestionariusz ankiety oraz pilotaż ankiety wśród naczelnej kadry kierowniczej wybranych operatorów logistycznych. Zbieranie danych jest w trakcie. Celem zilustrowania wstępnych wyników badań prowadzonych na rynku amerykańskim, opracowano europejskie studia przypadków opisujące współpracę operatorów logistycznych z ich klientami nad innowacją. Wyniki: Sojusz z klientem, gdy firma wypracowuje innowacje jest ważnym czynnikiem sukcesu w usługach logistycznych, zwłaszcza w pracy nad radykalną usługą innowacyjną szytą na miarę potrzeb klienta. Sojusz innowacyjny powinien obejmować zarządcze i relacyjne mechanizmy. Wnioski: Operatorzy logistyczni, w porównaniu do innych branż, są raczej mało innowacyjni. Jednakże menedżer logistyczny powinien spróbować pokonać te bariery i proaktywnie opracować i wdrożyć innowacyjne usługi logistyczne. Wstępne wyniki badań pokazały, że włączenie klientów w proces innowacji logistycznej może spowodować wzrost satysfakcji klienta i poprawić wynik innowacyjny operatora logistycznego.
W Polsce aktualnie obserwuje się intensyfikację migracji, co stanowi wyzwanie dla społeczeństwa. Sytuacja ta stwarza różnorodne dylematy, w tym kluczowy problem stanu kapitału społecznego, zaufania społecznego. Społeczeństwo poszukuje sposobów przezwyciężenia ekonomicznych, politycznych, psychologicznych barier rozwoju kapitału społecznego w sytuacji obecności imigrantów. Te poszukiwania prowadzą do pogłębienia analizy tożsamości narodowej, podstaw tworzenia, odnawiania poczucia „my-wspólnoty”. Rozwój procesu komunikacji międzykulturowej, porozumiewania się przedstawicieli różnych kultur, nosicieli odmiennych tożsamości narodowych, obiektywnie ma charakter złożony. Potrzebne jest zatem przejście od obcowania ze stanu rozważania problemów na poziomie codziennych praktyk, do obcowania na poziomie podstawowych wartości humanistycznych, wyjaśnienia tego, że są one wspólne i tworzenia na tej podstawie bazowej wspólnotowości codziennych praktyk, organizowanych na zasadach partnerstwa. Opisując statystyczny obraz imigracji Ukraińców w Polsce, pokazujemy też cechy tego procesu, do końca nie są one odzwierciedlone w ogólnodostępnych statystykach. Analizujemy bowiem proces rozwoju praktyk rządzących migracją, regulujących ją odgórnie, a także procesy oddolne. Podkreślono rozwój inicjatyw społecznych, aktywności obywatelskiej na rzecz optymalizacji funkcjonowania różnorodności kulturowej wewnątrz społeczeństwa, organizowania systemu praktyk współdziałania „nowych” i „starych” jego członków na rzecz rozwoju społeczeństwa jako całości, wzrostu w nim kapitału społecznego – na poziomie kraju, regionu, każdej organizacji.

An intensification of migration is currently being observed in Poland, which is posing a challenge for the society. This situation creates diverse dilemmas, including the crucial problem of the state of the social capital and public trust. The society is seeking ways to overcome the economic, political, psychological barriers to the development of social capital in the presence of immigrants. These searches are leading to a deeper analysis of national identity, the foundations of creating and reviving the sense of “we-community”. The development of the cross-cultural communication process, communication between representatives of different cultures and carriers of different national identities is objectively complex. Therefore, it needs a transition from considering problems at the level of everyday practices to communing at the level of basic humanistic values, to explain that they are common and to create on this basis a basic community of everyday practices organized on the principles of partnership. Describing the statistical image of immigration of Ukrainians to Poland, we also demonstrate the features of this process which are not fully reflected in public statistics. For we analyse the process of development of governing practices that regulate migration from above, as well as bottom-up processes. There are several factors emphasized, namely the development of social initiatives, civic activities for optimizing the functioning of cultural diversity within the society, organizing the system of cooperation practices of its “new” and “old” members for the development of society as a whole, and the social capital growth - at the level of the country, region, and an organization.

W założeniach dialogu JA-Ty przytoczono poglądy Janusza Tarnowskiego, Józefa Tischnera, Jarosława Gary i Martina Bubera. Specyficzny dialog zachodzi w relacji wychowawca- wychowanek .Wymaga on wzajemnej otwartości. Egzemplifikacją ludzkiego dialogu jest ten, który dzieje się między teatralnymi postaciami. Przedmiotem niniejszego tekstu jest analiza kwestii otwartości na inne osoby, na inne sposoby myślenia, czyli problem warunków niezbędnych do zaistnienia twórczego dialogu (w różnych jego odmianach) na teatralnej scenie.

Dialogue as an exchange of thoughts between two people assumes equality and respect of partner views. In the assumptions of the I-YOU dialogue, the views of Janusz Tarnowski, Józef Tischner, Jarosław Gary and Martin Buber were quoted. The specific dialogue takes place in the relationship of the educator-pupil. It requires mutual openness. The exemplification of human dialogue is the one that happens between theatrical figures. The subject of this text is to analyze the issue of openness to other people, to other ways of thinking, that is the problem of the conditions necessary for the creation of a creative dialogue (in its variations) on the theatrical stage.

The aim of that article is to introduce the essence, premises of forming bilateral partnerships between NGOs and business sector and moreover to present the conditions to be fulfilled to make these partnerships’ successful. First part of the article focuses on the key features of intersectional partnership and it describes some strategies which should be taken into deeper consideration by NGOs before getting into partnering relationships with enterprises. Second part is divided into two sections in which initiating cooperation premises are presented and then would –be advantages are described. The last but not least part of the article speaks about conditions which must be met to make the future partnership successful for all its members and partners.

Celem niniejszego artykułu było przedstawienie istoty, przesłanek zawierania i warunków powodzenia bilateralnych partnerstw między organizacjami pozarządowymi (ang. non-governmental organization – NGO) a sektorem biznesu. W części pierwszej artykułu wyjaśniono istotę partnerstwa międzysektorowego, opisano również strategie, którymi mogą kierować się NGO, wchodząc w relacje z przedsiębiorstwami. W części drugiej przedstawiono przesłanki inicjowania tego rodzaju współpracy oraz potencjalne korzyści, jakie niesie ona dla partnerów. Część trzecia zawiera opis warunków, jakie muszą być spełnione, aby przedmiotowe partnerstwo przyniosło oczekiwane rezultaty.
Artykuł stanowi analizę relacji mistrz-uczeń w wymiarze współpracy akademickiej. Podejmujemy próbę diagnozy sytuacji obecnej z perspektywy młodych naukowców oraz identyfikacji dobrych praktyk w postaci działań potencjalnie wspierających dla ich rozwoju. Odwołujemy się m.in. do terminu „obdarzania obopólnego” jako czynnika kluczowego dla rozwoju wzajemnie wzbogacającej relacji. Podjęta w projekcie problematyka stanowi odpowiedź na zmiany zachodzące we współczesnym świecie, a które kształtują potrzebę zweryfikowania i aktualizacji postrzegania definicji mistrza oraz specyfiki jego relacji z uczniem, tak aby odpowiadała aktualnym potrzebom.

The article is an analysis of the master-student relationship in the dimension of academic cooperation. We attempt to diagnose the current situation from the perspective of young scientists and identify good practices in the form of potentially supporting activities for their development. We appeal, among others to the term „mutual sharing” as a key factor for the development of a mutually enriching relationship. The issues raised in the project are a response to changes taking place in the modern world, which shape the need to verify and update the perception of the master’s definition and the specificity of his relationship with the student, so that it corresponds to current needs.
Zmiany zachodzące w społeczeństwie, a zwłaszcza we współczesnej rodzinie, stawiają przed nauczycielem edukacji przedszkolnej coraz bardziej złożone wymagania dotyczące kompetencji. Nauczyciel powinien się odznaczać nie tylko wszechstronną wiedzą w zakresie pedagogiki, na którą składa się dobra znajomość ogólnych zagadnień, psychologii, nauczanego przedmiotu oraz potrzeb rozwojowych i edukacyjnych swoich wychowanków, lecz bardzo istotne dla nauczyciela są także inne umiejętności, takie jak planowanie i prognozowanie działalności, organizowanie procesu nauczania, aktywne uczestnictwo we wdrażaniu zmian w systemie edukacji przedszkolnej. Ważne stają się kompetencje w zakresie komunikacji i współpracy z rodzicami, umiejętności nawiązania dialogu ze współczesną rodziną, umiejętności zaangażowania ich w działalność placówki edukacyjnej, co pozwala rodzicom stać się pełnoprawnymi partnerami nauczycieli. Powyższe kompetencje przyszłych nauczycieli rozwijane są w ramach praktyk oraz w trakcie realizowanego programu studiów. Celem badań jest poznanie opinii studentów – przyszłych nauczycieli – na temat kompetencji, które mają największe znaczenie w zapewnieniu udanego partnerstwa nauczycieli ze współczesnym pokoleniem rodziców. W niniejszej publikacji zastosowane zostały następujące metody badawcze: analiza tekstów naukowych (w celu ukazania kontekstu teoretycznego), pisemne ankietowanie (w celu zebrania danych empirycznych) oraz analiza treści (danych empirycznych). Badaniami objęto 18 studentów – przyszłych nauczycieli edukacji przedszkolnej. Wyniki badań wykazały, że przyszli nauczyciele na pierwszym miejscu stawiają kompetencje pedagogiczne, obejmujące swym zakresem poznanie dziecka, cechy osobowości nauczyciela, które pomagają budować partnertwo ze współczesnym pokoleniem rodziców i wychowankami, wiedzę pedagogiczną oraz system wartości. Natomiast przyszli nauczyciele nie podkreślali kompetencji związanych z organizacją procesu edukacyjnego, czyli umiejętności angażowania rodziców w proces edukacyjny. Niewiele uwagi poświęcono również kompetencjom w zakresie prognozowania i planowania działalności.

The change of society, in particular concerning the generation of contemporary parents, imposes new requirements on pre-school education teachers and their competences. In case of teachers, it is not only pedagogical literacy, consisting of general, psychological knowledge, as well as knowledge about the child that are necessary. The skills of activity planning and organisation, organisation of education process, active involvement in the change of pre-school education system are also required. Moreover, the competences of communication and collaboration with parents, the ability to adapt and find necessary access to parents of the contemporary generation, the ability to involve them into the activities of an educational institution, empower parents to become competent partners of teachers are of appropriate significance. All these skills, although within different scopes, are taught and developed by future pre-school education teachers during their university education and internships. The aim of the study is to reveal, according to the opinion of students – future teachers - which pre-school education teacher competences are the most meaningful in order to ensure a successful partnership with parents of the contemporary generation. The applied research methods are as follows: the analysis of content of scientific information resources (to reveal the theoretical context), questions in writing (to collect empirical data) and content analysis (analysis of empirical data). The scope of qualitative research is 18 informants who agreed to participate in the research. They are students – future pre-school education teachers. The study results showed that the informants mostly emphasise the competence of pedagogical literacy that includes knowledge about the child, personal features of teachers helping to promote partnership relations with parents and students of the contemporary generation, professional expertise and values. The following features were accentuated: patience, self-confidence, benevolence in communication with parents of the contemporary generation with different attitudes and expectations. Future teachers did not focus on the competences of education process organisation, i.e. the ability to organise education process based on human resources – the parents. Thus, parents are not sufficiently involved in the education process. They pay little attention to the competence of activity prediction and planning.
Celem artykułu jest analiza stosunków między NATO a Federacją Rosyjską. Rozważania prowadzone są w ujęciu instytucjonalnym i historyczno-problemowym. Autor charakteryzuje proces tworzenia ram instytucjonalnych dla współpracy między NATO i Rosją, jak również omawia czynniki stanowiące bariery tej współpracy. W związku z tym koncentruje się na najważniejszych kwestiach wspólnego zainteresowania partnerów, takich jak problematyka stabilizowania środowiska bezpieczeństwa, zwalczania terroryzmu międzynarodowego, wykorzystania sił zbrojnych w polityce zagranicznej, procesu rozszerzenia NATO i utrzymania równowagi strategicznej między stronami. Autor sceptycznie podchodzi do możliwości nawiązania trwałego partnerstwa między NATO i Rosją. Wskazuje on różnicę między okresem lat 90. XX w., kiedy widoczna była słabość i uległość Rosji wobec NATO, a początkiem XXI w., kiedy następuje próba odbudowy mocarstwowości Rosji w sposób nieakceptowany przez NATO.

The aim of the article is to analyze the relationship between NATO and the Russian Federation. Deliberations are conducted within the institutional and historical-problematic approach. The author characterizes the institutional framework for cooperation between NATO and Russia, as well as discusses the factors which are barriers to this cooperation. Therefore focuses on the most important issues of common interest of partners, such as the problem of stabilizing the security environment, the fight against international terrorism, the use of the armed forces in foreign policy, the process of NATO enlargement and the maintaining of strategic balance between parties. The Author is skeptical about the possibility of establishing a lasting partnership between NATO and Russia. He indicates the difference between the period of the 90s of the twentieth century, when was evident weakness and submission of Russia to NATO and the beginning of the twenty-first century, when is an attempt of rebuilding Russia’s superpower in a manner unacceptable by NATO.
Growing international inter dependencies, weakening of internal and external sovereignty of the state and necessity of joint overcoming of problems and global threats reveals the necessity of creating new rules of global order, based not only on nation states, but also on growing number of international organizations and institutions, regional groupings, communities and local organizations. The globalization of political life fosters rise of number of institutions, organizations and international groupings and development of international law. The cooperation between them should respect the rules of equality, freedom, democracy, partnership, solidarity, respect for cultural diversity and environmental protection.
