The identification of cross-border e-commerce barriers leads to their elimination through relevant institutions and with available methods as soon as possible and in the most efficient way. It leads to full integration and the development of EU integrated internal markets, which produces benefits not only for the economy but most of all for consumers. Consumers, given the chance to choose, could decide which offer is optimal for them without taking risks if deliveries from sellers located in another EU country will be on time or, if they have an appropriate payment card to make transaction. In removing legal and technical barriers which appear in cross-border e-commerce, the consumers’ confidence cannot be ignored. The issues of security and trust regarding cross-border transactions are one of the indicators which have the biggest impact on shopping online in another EU country. This is the reason why efforts to raise consumer awareness and monitoring the current situation of the transactions market across borders of Member States is so important.
The purpose of the paper is to present the influence of legally regulated interchange fee amount on non-cash turnover. The larger number of point of sale terminals has resulted in the increase in a number and amount of non-cash transactions, what minimally enables banks to compensate for the reductions of revenues due to the above mentioned fee.
This paper looks at the role of financial technology (FinTech). So-called FinTech is an innovation that aims to compete with traditional financial methods of delivery of financial services. The article begins with a brief discussion concerning the definition of innovation. Next, the author describes the main types of FinTech companies and segments of services which implement FinTech innovations and technologies. Particular attention is given to the role of companies related to payment cards in Poland, mostly in the process of diffusion and infusion of this payment instrument. It is highlighted that payment card innovations extend the life cycle of the product.
The study explores the factors likely to induce Polish customers to pay by cash, instead of payment cards, for goods and services they are purchasing. The basis of our investigation is microdata obtained in 2020, during the “Payment Habits in Poland in 2020” study, which was conducted by Narodowy Bank Polski (National Bank of Poland) in 2020. The analysis is performed using the two-stage Heckman approach. In the first stage, card adoption factors are analyzed using a probit model; then, in the second stage, the OLS model is employed to analyze the propensity to pay by cash, despite having a payment card. Apart from typical factors affecting the use of different payment methods, e.g., age, income, education, or perceptions about payment methods, we find an important role of two, yet under-investigated factors, namely: the COVID-19 pandemic and spatial aspects. E.g., we find that self-reported change in payment behavior during the pandemic indeed was reflected in diary studies. Furthermore, we show that instances of merchants’ refusal to accept cash significantly impacted payment choices. Moreover, the results indicate significant spatial heterogeneity in payment behavior and that aspects like distance to the nearest ATM impacted cash usage, as more cash is used when ATMs are farther away, illustrating the concept of “cash burns.” Lastly, it has been noticed that during the pandemic, ownership of contactless payment cards significantly reduced cash usage, most probably due to the fear of contracting the disease by physical contact with surfaces (like cash).
A mathematical model of the process of payment for purchases in an online store has been pre-sented. The model belongs to the class of semi-open queueing networks with four phases of exponential servers and Poisson arrivals. The authors describe in detail the derivation of the equations describing the system. Analytic expressions are derived on the basis of the proposed model for the average number of online store customers who have already paid for goods. Practical implementation of the model allows us to determine the number of clients who have added goods to their cart, but have not yet passed through the payment verification system, and thus determine the stream of real customers of the online store.

The paper presents the role of new bank products in the banks' marketing strategy in the field of competition. Banks not only satisfy existing needs but they create new ones as well by launching the products so far absent on the market. This is an important marketing strategy item in acquiring new markets and winning new clients. This strategy is described using the example of credit-debt cards and their systems.
Celem artykułu jest analiza tendencji dotyczących tradycyjnych i nowoczesnych metod budowania sieci bankowej w Polsce. Rozwój technologii, nowoczesnych kanałów dostępu do usług bankowych, jak również propagowanie obrotu bezgotówkowego w Polsce sprzyjają powstawaniu infrastruktury sytemu bankowego nastawionej na ograniczanie kosztów prowadzenia działalności oraz innowacjom finansowym (FinTech). Banki w Polsce i na całym świecie czeka zmiana strategii funkcjonowania na rynku (zwłaszcza w zakresie sprzedaży usług bankowych). Zmieniające się preferencje klientów wymuszają procesy dostosowawcze, które w znaczny sposób wpływają na organizację sieci bankowej. W najbliższym czasie ograniczana będzie liczba własnych oddziałów bankowych i bankomatów. Wynika to przede wszystkim z zapotrzebowania rynku (konsumentów), jak również ograniczania kosztów działalności bankowej. Rozwój rynku kart płatniczych i nowoczesnych form płatności umożliwia bankom dywersyfikację kanałów dystrybucji usług bankowych. Zmieniające się regulacje (m.in. dyrektywa PSDII) stwarzają również szerokie możliwości rozwoju innowacji finansowych oferowanych przez rynek FinTech, który będzie w znacznym stopniu kreował sieć bankową w Polsce w najbliższym czasie.

The article analyses trends and the level of traditional and modern methods of building a banking network in Poland. The development of technologies, modern access channels to banking services, as well as the promotion of non-cash transactions in Poland favours the development of not only the infrastructure of a banking system focused on reducing operating costs, but also financial innovations (FinTech). Banks both in Poland and globally are waiting for a change in banking market strategy, especially as regards sales of banking services. The changing preferences of bank customers have been brought about by adaptation processes that have a significant impact on the organisation of the banking network. In the near future, the number of bank branches and ATMs will be limited, mainly due to the response to market demand (consumers) as well as the falling costs of banking. The development of the payment card market and modern forms of payment allows banks to diversify the distribution channels of banking services. Changing regulations (including the PSDII directive) also creates broad possibilities for the development of financial innovations offered by the FinTech market. That market will go a long way to expanding the banking network in Poland in the near future.
The article presents the conditions for the acceptance of payment cards by commercial and service entities. The author has set up five research hypotheses that have been verified based on the results of the logistic regression model. The results showed a strong link between the shadow economy and the development of non-cash transactions. Not only the non-cash turnover can affect the reduction of the shadow economy, but there is also an impact in the opposite direction – the occurrence of a large gray area in a given industry is a serious barrier to the development of card acceptance in its environment. This creates a significant threat to the activities of the Non-Cash Payment Support Program, which, due to the resistance of companies, resulting from the very strong impact of the shadow economy, may not be fully successful. Therefore, it is fully justified to introduce legal regulations that will reinforce the activities of this Program and overcome the barrier to starting acceptance of the cards. Apart from the econometric method, the article also uses a literature method, based on national and foreign scientific journals as well as extensive statistical data.

W artykule przedstawiono uwarunkowania akceptacji kart płatniczych przez podmioty handlowo-usługowe. Autorka postawiła pięć hipotez badawczych, które zweryfikowano na podstawie wyników modelu regresji logistycznej. Wyniki wskazały na silne powiązanie szarej strefy i rozwoju obrotu bezgotówkowego. Nie tylko obrót bezgotówkowy może wpływać na redukcję szarej strefy, ale istnieje także odziaływanie w przeciwnym kierunku – występowanie dużej szarej strefy w danej branży stanowi poważną barierę dla rozwoju akceptacji kart w jej otoczeniu. Stwarza to istotne zagrożenie dla działań Programu Wsparcia Obrotu Bezgotówkowego, który ze względu na opór firm, wynikający z bardzo silnego oddziaływania szarej strefy, może nie w pełni osiągnąć sukces. Zatem w pełni uzasadnione jest wprowadzenie regulacji prawnych, które wzmocnią działania tego Programu i przełamią barierę dla rozpoczęcia akceptacji kart. Poza metodą ekonometryczną w artykule zastosowano także metodę literaturową, na podstawie krajowych i zagranicznych czasopism naukowych, a także obszernych danych statystycznych.
The aim of the publication is an attempt to answer the question whether the perpetrators of economic crimes related to payment cards may also be liable as credit fraudsters, i.e. based on art. 297 § 1 or § 2 of Polish Penal Code Payment cards, card types, statistical data on issuing cards and payment transactions have been discussed. Next, the theoretical description of the crime of credit fraud affecting the economic turnover and problems encountered by law enforcement agencies were presented. Finally, the arguments to confirm the thesis were presented.

Celem publikacji jest próba odpowiedzi na pytanie czy sprawcy przestępstw gospodarczych dotyczących kart płatniczych odpowiadać mogą także jako oszuści kredytowi, tj. na podstawie art. 297 § 1 lub § 2 k.k. Omówione zostały karty płatnicze, ich rodzaje kart, dane statystyczne dotyczące wydawania kart i realizowanych transakcji płatniczych. Następnie przedstawiono charakterystykę teoretyczną przestępstwa oszustwa kredytowego godzącego w obrót gospodarczy oraz problemy na jakie trafiają organy ścigania. Na końcu przedstawiono argumenty potwierdzające tezę.
The issue of non-cash transactions in Poland is of particular importance due to the ongoing socio-economic transformation. After the recent statutory reduction in the interchange fee charged to merchants for card payment, the value of non-cash transactions can be significantly increased. This trend has been observed in other countries and the faster development of supporting infrastructure has also been noted. The quality and availability of such infrastructure in Poland is improving, and due to the guidance issued by payment organizations, in two years time the card acceptance network in Poland will be one of the most modern in the world. There are also important social changes - currenlty the most active group using non-cash settlements are young and middle-aged people with tertiary education. The development of education enforces the growing awareness of safety and comfort of the solutions based on non-cash payments. Polish society is using bank services more often and an increasing number of a debit and credit cards is issued. Moreover, Poland is a particulary absorbent market for innovation, therefore the development of mobile payments may be faster than in other countries. Implementation of modern technologies, such as payments using biometric features, will also contribute to the development of non-cash transactions.
The aim of the article is to present the functioning model of the interchange fee and its regulatory reduction process as well as to assess the preliminary impact of this reduction on the Polish card market. The research showed a significant acceleration in the development of POS terminals network and a faster increase in the value of cashless transactions. Furthermore, there has been no significant increase in the fees for customers. Contrary to fears, the regulation has not hampered innovation in the Polish banking sector, but rather has contributed to the development of new payment solutions, including mobile payments. However, in order to assess the full effects of the regulation, a long-term perspective should be applied.

Celem artykułu jest przedstawienie mechanizmu funkcjonowania opłaty interchange i procesu jej regulacyjnego obniżenia oraz dokonanie oceny jego pierwszych skutków dla rynku kart płatniczych w Polsce. Przeprowadzone badania wykazały, że doszło do znaczącego przyspieszenia rozwoju sieci terminali POS akceptujących karty i jednocześnie szybszego wzrostu wartości transakcji bezgotówkowych z użyciem tego instrumentu. Nie zaobserwowano także znaczącego wzrostu opłat dla klientów. Wbrew obawom regulacja ta nie doprowadziła do zahamowania innowacyjności polskiego sektora bankowego, a raczej przyczyniła się do poszukiwania i rozwoju nowych technologii płatniczych, w tym płatności mobilnych. Pełne rezultaty procesu regulacji będą jednak możliwe do oceny w dłuższej perspektywie czasowej.

Global informatization, manifestations of which are characteristic for the past decades, became the basis of the formation of the new model of the economy – digital economy, which became the development strategy of the most developed countries of the world. In Ukraine there is not any consistent tactic of building up a national digital economic business space as yet. Therefore, the purpose of the article was to substantiate theoretically the essence of digital economy and its conceptual reflection in the economic policy of the EU, as well to analyze the status and specific features of the Ukrainian economic system in terms of integration into international digital environment. The research methods are system analysis. Based on a number of scientific sources, it was revealed that the conceptual basis for the development of the digital economy in Europe consists of 5 metrics of the program of digital entrepreneurship: a) digital knowledge and ICT market, b) digital business environment, c) access to finance for businesses, d) digital skills of the labor force and electronic leadership, e) creating supporting entrepreneurial culture. In the course of the study we defined the centres of growth of digital technologies and communication in Ukraine, which can become the basis for further positive changes, at the same time we identified the main obstacles, as well as the lagging industries, because of whose performance the world ratings of Ukraine go down. A conclusion was made about the need to build an efficient national strategy for the development of the digital economy taking into account both positive and negative aspects of the experience of the EU countries. The scientific novelty of the work is in identifying features of the development of information and telecommunication technologies in Ukraine, which are in the uneven "informatization", depending on the industries and sectors of the economy, in the lack of digital strategy of the state, in the inconsistency in regulatory policy and distrust of the population in modern financial instruments. The findings made as the results of the research can be used for differentiation of users of digital information and the development of strategy of their engagement in certain segments. In the future, it is advisable to examine the European experience about the inclusion of objectives concerning the development of the digital economy in the global plan of reformation of the state.

Глобальна інформатизація, прояви якої характерні для останніх десятиліть, стала підґрунтям у формуванні нової моделі економіки – цифрової, яка ввійшла до стратегії розвитку найбільш розвинених країн світу. В Україні поки немає послідовної тактики розбудови національного цифрового економічного бізнес-простору. Саме тому мета статті полягала у теоретичному обґрунтуванні сутності цифрової економіки та її концептуального відтворення в економічній політиці ЄС, а також аналізі стану та специфічних рис української економічної системи з погляду інтеграції до міжнародного цифрового середовища. Методи дослідження – системний аналіз. На основі низки джерел виявлено, що концептуальну основу для розвитку цифрової економіки в Європі складають 5 вимірів програми цифрового підприємництва: а) цифрове знання та ринок ІКТ, б) цифрове бізнес-середовище, в) доступ до фінансів для бізнесу, г) цифрові навички трудової сили та електронне лідерство, в) створення підтримуючої підприємницької культури. У ході дослідження визначено осередки росту цифрових технологій та комунікацій в Україні, які можуть стати фундаментом для подальших позитивних перетворень, водночас ідентифіковано і головні перешкоди, а також відсталі галузі, внаслідок діяльності яких світові рейтинги України падають. Зроблено висновок про необхідність побудови дієвої національної стратегії розвитку цифрової економіки з урахуванням позитивних і негативних аспектів досвіду країн ЄС. Наукова новизна роботи – виявлення ознак розвитку інформаційно-телекомунікаційних технологій в Україні, які полягають у нерівномірності «інформатизації» залежно від галузей та секторів економіки, відсутності цифрової стратегії держави, непослідовності регуляторної політики та недовірі населення новітнім фінансовим інструментам. Contemporary changes involving the computerization of everyday life affect its every sphere. This is especially true of the financial world. Until recently, the basic form of payments were of cash, whereas currently they constitute only a small part of all in trade. Even in everyday shopping, payment cards are already widely used, and traditional money is systematically being replaced by non-cash money. Taking these observations into account, the aim of the study was to identify the pace of changes in consumer attitudes in the use of selected services offered by the banking sector, i.e. the use of ATMs and the use of payment cards. The work was based on quarterly data for the period 2005 Q1 – 2020 Q1 provided by the National Bank of Poland. The analyses examined the rate of changes and their seasonal distribution.The analyzed data show that society uses fewer and fewer cash withdrawals from ATMs, although larger amounts are withdrawn. The fact that ATMs are used less frequently reduces their number. However, the non-cash payments market is constantly developing. This form is characterized by the highest growth dynamics. There are also changes in seasonal behavior. Today, more transactions are made in the second and third quarters. Quite unexpectedly, it was observed that the number of transactions in the fourth quarters was lower than the number of transactions in the second and third quarters. However, the fewest transactions are invariably carried out in the first quarters. Depending on the instrument, the differences amount to two to ten percentage points. In general, research shows that in a stable market, trust in non-cash money grows at the expense of cash. Only a crisis situation – in 2020 it was the declaration of a pandemic – there is a slightly increased interest in cash.

Współcześnie zachodzące zmiany polegające na informatyzacji życia codziennego dotykają każdej jego sfery. W szczególności dotyczy to świata finansów. Jeszcze do niedawna podstawową formą płatności były płatności gotówkowe, aktualnie w obrocie gospodarczym stanowią one tylko niewielką część wszystkich transkacji. Nawet w codziennych zakupach powszechnie wykorzystywane są już karty płatnicze, a pieniądz tradycyjny zostaje systematycznie wypierany przez pieniądz bezgotówkowy. Biorąc pod uwagę te spostrzeżenia, jako cel pracy postawiono rozpoznanie tempa zmian zachowań konsumenckich w zakresie korzystania z wybranych usług oferowanych przez sektor bankowy, tj. korzystania z bankomatów oraz korzystania z kart płatniczych. Pracę oparto na danych kwartalnych z okresu 2005 Q1–2020 Q1 udostępnianych przez Narodowy Bank Polski. W analizach badano tempo zachodzących zmian oraz ich rozkład sezonowy.Z analizowanych danych wynika, że społeczeństwo coraz rzadziej korzysta z wypłaty gotówki z bankomatów, chociaż wypłacane są coraz większe kwoty. Fakt rzadszego korzystania z bankomatów powoduje ograniczenie ich liczby. Natomiast cały czas rozwija się rynek płatności bezgotówkowych. Ta forma charakteryzuje się najwyższą dynamiką wzrostu. Zachodzą także zmiany w zachowaniu sezonowym. Dzisiaj więcej transakcji przeprowadza się w drugich i trzecich kwartałach. Dość nieoczekiwanie zaobserwowano, że liczba transakcji w czwartych kwartałach ustępuje liczbietransakcji z drugich i trzecich kwartałów. Jednak niezmiennie najmniej transakcji przeprowadza się w pierwszych kwartałach. W zależności od instrumentu różnice sięgają dwóch do nawet dziesięciu punktów procentowych. Generalnie z badań wynika, że w sytuacji stabilnego rynku, rośnie zaufanie do pieniądza bezgotówkowego kosztem pieniądza gotówkowego. Jedynie w sytuacji kryzysowej, a w 2020 r. było to ogłoszenie pandemii, następuje nieco zwiększone zainteresowanie pieniądzem gotówkowym.
