The discourse on quality in education is permanently present in social sciences. The problem involves outstanding authorities, politicians and specialists in various fields. The article is devoted to the analysis of external evaluation – in terms of meeting purposes attributed to it by the education authorities. The authors attempt to find answers to the following questions: 1. Does the external evaluation procedure enable collection of data giving rise to doing a reliable and comparable evaluation of schools? 2. Can the analysis based on this material help to improve schools and other educational institutions? The results show that the procedure and methodology of external evaluation is not conducive to achieving pedagogical supervision system objectives.

Artykuł przedstawia genezę powołania 24 stycznia 1868 r. Rady Szkolnej Krajowej – nowego organu administracji szkolnej, któremu powierzono zadanie reformy oświaty w zaborze austriackim. Autor prezentuje także pierwszy rok działalności Rady, jej zmagania o zakres kompetencji i kształt przyszłego szkolnictwa budowanego na kanwie dążeń środowisk społecznych do niepodległości i odbudowywania polskości.

The article presents the genesis of the establishment of the National School Council on 24-th January 1868 – the new administrative authority which was entrusted with a task to lead educational reform during the Austrian partition. The author shows the first years of the Council’s activities, its struggles in the pursuit of creating a range of competences and forming the educational system based on social aspirations that were aimed at independence and rebuilding of Polishness. Oświata podlega ciągłym zmianom. Ostatnia reforma związana z likwidacją gimnazjów i wprowadzaniem nowej struktury szkolnej zrodziła konieczność szybkich zmian przepisów i stworzenia nowej sieci szkolnej przez gminy i powiaty. Ustawodawca zwiększył kompetencje kuratora oświaty we współdziałaniu w zakresie tworzenia sieci. Niewątpliwie kompetencje kuratora oświaty, będącego organem administracji rządowej ograniczają niezależność samorządu w podejmowaniu decyzji w tak ważnej społecznie sprawie. Należy potępić zarówno tempo zmian przepisów jak i konieczność dokonywania zmian w sieci w tak krótkim czasie. Podważa to bowiem zaufanie obywatela do państwa i tworzonego w nim prawa.

The local schools authorities represented by chief education officers perform pedagogical supervision and control. They also cooperate with local government units which are responsible for realization of most of the educational tasks. The latest reform of the educational system has considerably broadened the superintendents’ competences in many aspects, for example as regards evaluation of schools networks. Undoubtedly, the competences of the school superintendent limit the independence of local self-governments as far as their deciding about schools is concerned. In essence, the problem concerns the creation of legal solutions that allow universal access to education. One should strive to create a network of schools, which will remain unchanged for many years. The network must ensure a sense of security in the implementation of educational benefits to residents.
