The aim of this article is to present the principles of the Norwegian pension scheme, which is being reorganized since 1 January 2011 with regard to the acquisition and determination of pension rights and the possibility of combining work with pension in the light of demographic challenges. The phenomenon of an aging population (which is the result of, i.a., rising longevity and declining fertility rate) and the migration processes have become a serious threat to public pension systems of most countries. For this reason, they decided to implement radical reforms in the retirement security of citizens. Among these countries was also Norway, despite the fact that its liberal immigration policy, very high fertility rate and, primarily, the funds collected in the state pension fund seem to protect its pension system, as well as public finances, against the collapse. The choice of the subject was influenced by the growing popularity of Norway as a destination for employment and by the considerable complexity of the Norwegian pension scheme, especially in the ongoing transition period in which the old and new regulations operate simultaneously. This paper is based on the materials collected in the branches of the Norwegian Labour and Welfare Administration (NAV) in Stavanger, statistical data and analyses compiled by Statistics Norway (SSB), as well as the information published by NAV and the Norwegian Ministry of Labour and Social Affairs.

Accession to the European Union (EU) at 1.05.2004 forced the Social Insurance Institution (ZUS) to transfer pensions to persons entitled residing in Member States, which prior to the above mentioned date international agreements, coordination of social security systems not bind our country and for persons residing on the territory of the Poland who have undergone periods of insurance / residence in another Member State facilitated receipt of benefits from foreign insurance institutions. In this article the author attempts to discuss the use of the right to export social security benefifi ts under the provisions of EU regulations by both the social insurance beneficiaries residing in Member States as well as those who live in Poland with insurance systems in other Member States.

Przystąpienie Polski do Unii Europejskiej w dniu 1 maja 2004 r. wymusiło na Zakładzie Ubezpieczeń Społecznych (ZUS) transfer polskich świadczeń emerytalno-rentowych do osób uprawnionych zamieszkałych w państwach członkowskich, z którymi przed tą datą nie wiązały naszego kraju umowy międzynarodowe koordynujące systemy zabezpieczenia społecznego, a osobom zamieszkałym na terytorium Polski, które przebyły okresy ubezpieczenia/zamieszkania w innym państwie członkowskim, ułatwiło pobieranie świadczeń z zagranicznych instytucji ubezpieczeniowych. W artykule autorka podejmuje próbę omówienia korzystania z prawa do eksportu świadczeń z zabezpieczenia społecznego na podstawie postanowień rozporządzeń unijnych zarówno przez świadczeniobiorców ZUS zamieszkałych w państwach członkowskich, jak i osoby zamieszkałe w Polsce z systemów ubezpieczeniowych innych państw członkowskich.

Road accidents are a serious social problem. At present, highly-developed countries believe victims of road traffic should be treated not as a side effect of increased mobility but an important public health issue. The paper presents both the interpretive and quantitative analyses of claims of parties injured in road accidents as well as the current trend in the field of pension benefits.

Wypadki drogowe są poważnym problemem społecznym. Obecnie państwa wysoko rozwinięte przyjęły, że ofiary ruchu drogowego powinny być traktowane nie jako uboczny skutek podwyższonej mobilności, lecz jako istotny problem zdrowia publicznego. W opracowaniu przedstawiono zarówno analizę interpretacyjną i ilościową roszczeń przysługujących osobom poszkodowanym w wypadkach drogowych, jak i aktualną tendencję w obszarze świadczeń rentowych.
