The article presents in a synthetic way the performance budget issue. In addition to the indication of the characteristics of this type of public financial management mechanism, literature studies, which aim was to show the mechanisms of efficiency in the management of budget expenditures, was carried out. The Authors made also an attempt to locate the performance budget issue in the perspective of integration with the euro area and the necessity of meeting the Maastricht criteria.
Abstract Local governments adopt performance budgeting for a number of reasons, identified in many areas of the commune’s operations including service management, work organization, decision-making process and, above all, at every stage of the budget process. Prior research focuses mainly on the effects of performance budgeting implementation such as increased efficiency of financial resources management and increased transparency and openness of the budget and the opportunity to ratio¬nalize the costs of implementing specific tasks or improvements of the allocation of public funds. Using a questionaire, this study contributes by identifying the expectations of local governments related to the implementation of performance budgets in municipalities. A second contribution is in revealing the kinds of documents with which the performance budget should be linked and determining who should be responsible for its implementation in municipalities. The survey was conducted among 45 selected communes which are located in Warmia and Mazury voivodship. The results of the survey show that the greatest expectation in implementing the task budget was the desire to create better financial management in the municipality and to create a clearer budget for management, employees and residents of the municipality. According to the respondents, per¬sons who should be involved in the process of budget preparation in the new task system should be the commune administrator or the treasurer of the commune. Most municipalities, as a means of transferring information about the budget assumptions, propose using a commune’s website and an information board at the commune office.
W artykule omówiono zagadnienia związane z instytucją wydatków publicznych ujętych w budżecie zadaniowym w kontekście postanowień ustawy o odpowiedzialności za naruszenie dyscypliny finansów publicznych. Autor dokonuje ogólnej analizy budżetu zadaniowego, jego celów i cech charakterystycznych, podkreślając, że w polskim porządku prawnym istnieje potrzeba rozwinięcia zakresu przedmiotowego odpowiedzialności za naruszenie dyscypliny finansów publicznych. W aktualnym stanie prawnym utrudnione, a niekiedy nawet niemożliwe jest ukaranie osób odpowiedzialnych za nieprzestrzeganie zasad związanych z dokonywaniem wydatków publicznych ujętych we właściwym budżecie zadaniowym. Celem autora jest ukazanie wpływu braków definicyjnych w ustawie o finansach publicznych, odnoszących się do budżetu zadaniowego, na efektywność egzekwowania odpowiedzialności za naruszenie dyscypliny finansów publicznych. Należy bowiem mieć na uwadze, że ww. rozwiązania prawne mają charakter represyjny i zakazana jest ich wykładnia rozszerzająca. W obowiązującym porządku prawnym brakuje definicji legalnej, m.in. budżetu zadaniowego, budżetowania zadaniowego, wydatku, które to pojęcia mają istotne znaczenie w odniesieniu do omawianych instytucji. W opracowaniu zastosowano różne metody badawcze: prawnoporównawczą, dogmatycznoprawną, analityczną, które zostały wykorzystane w odniesieniu do właściwych merytorycznie aktów prawnych, orzeczeń organów orzekających w sprawach o naruszenie dyscypliny finansów publicznych oraz sądów administracyjnych, a także literatury przedmiotu. W opracowaniu uwzględniono stan prawny obowiązujący na dzień 24 lutego 2017 roku.

The paper discusses issues related to the institution of public expenditure in performance budget in the context of the law on liability for violation of public finance discipline. The author analyzes performance budget, its objectives and characteristics, stressing that the Polish legal system there is a need to develop the scope of the liability for violation of public finance discipline. In the current state of the law difficult, and sometimes impossible is to punish those responsible for non-compliance related to making public spending included in the relevant performance budget. The study used different research methods: a comparative legal, dogmatic, analytical, which has been used in relation to the relevant substantive laws, judgments adjudicating bodies in cases of violation of public finance discipline and administrative courts, as well as literature. The study takes into account the legal status on February 24, 2017.
Artykuł został poświęcony analizie efektów funkcjonowania budżetu zadaniowego w Polsce na przykładzie urzędu wojewódzkiego. Skupiono się w nim na możliwości wykorzystania budżetu zadaniowego jako instrumentu poprawy jakości rządzenia ze względu na takie wymiary, jak: demokratyczne państwo prawne, przejrzystość, rozliczalność, efektywność i skuteczność, partycypacja oraz inkluzja społeczna. W artykule poruszono problem zalet i wad budżetu zadaniowego. Uzyskane wyniki pozwoliły na sformułowanie wniosku o wykorzystywaniu budżetu zadaniowego w Polsce jako narzędzia prezentacyjnego, a tylko w umiarkowanym stopniu jako instrumentu zwiększającego efektywność i skuteczność wydatkowania środków publicznych. Natomiast osiągnięcie lepszych efektów jego stosowania będzie możliwe, jeśli zostanie on powiązany z kontrolą zarządczą. Pod względem poprawy jakości rządzenia obecnie budżet zadaniowy spełnia kryterium demokratycznego państwa prawnego i kryterium przejrzystości. Kolejne wymiary dobrego rządzenia będą mogły być osiągane, gdy budżetowanie zadaniowe zostanie wprowadzone jako obligatoryjne narzędzie we wszystkich jednostkach sektora finansów publicznych, co spowoduje większą dbałość o realizację celów określonych w jego ramach.

The paper analyses the effects of the implementation of performance budgeting in Poland, as exemplified by the province governor's office. The author focuses on the possibility of applying the performance budget as an instrument for improving public governance in terms of: democratic rule of law, transparency, accountability, efficiency and effectiveness, participation and social inclusion. The paper also discusses the advantages and disadvantages of performance budgeting. The obtained results lead to the conclusion that performance budgeting in Poland is used as a tool for presentation, and only to a small degree as an instrument for increasing the efficiency and effectiveness of public spending. Greater benefits from performance budgeting will be achieved, if its implementation is associated with management control. As far as improving public governance is concerned, performance budgeting in Poland meets the criteria of the democratic rule of law and transparency. Other dimensions of good governance can be reached through performance budgeting when it is introduced as an obligatory tool in every public entity, which will result in greater attentiveness to the realisation of its objectives.
Performance budget is a tool of modern management in public sector. Implementation of such construction is aimed at improving finance management by linking financial and material aspects of implemented activities with their effects. The paper presents arguments for and against implementation of performance budget at territorial self-government level.
Artykuł omawia problematykę związaną z wdrażaniem budżetu zadaniowego w przypadku konieczności ustalania celów i mierników przez dysponenta części budżetu państwa i podległych mu dysponentów środków budżetowych niższych stopni. Obecnie funkcjonujący model określania celów i wyznaczania mierników został skonfrontowany z propozycją jego zmiany przez planowanie od góry do dołu (top-down).

Budżet zadaniowy jest przedstawiany jako recepta na problemy finansowe jednostek sektora finansów publicznych. Coraz częściej mówi się też o jego wdrażaniu w polskich samorządach. Zdaniem autora artykułu, obecnie nie ma jednak uzasadnienia wprowadzenie budżetu zadaniowego w samorządach – robienie tego na siłę odniesie skutek odwrotny od zamierzonego – obniży efektywność (większe zatrudnienie) oraz wpłynie na zwiększenie biurokracji. Za taką tezą przemawia przede wszystkim innowacyjność i brak jednolitych standardów w zakresie metodologii budżetu zadaniowego. Również doświadczenia krajowe i zagraniczne nie potwierdzają pełnej skuteczności tego narzędzia. W szczególności trudność rodzi właściwe wskazanie mierników i wskaźników wykonywania zaplanowanych zadań. Sytuacji nie ułatwia również obowiązujący stan prawny – na którego podstawie budżet zadaniowy wdrażany dziś funkcjonuje na zasadzie budżetu równoległego. Niemniej warto wprowadzać elementy budżetowania zadaniowego, chociażby jego funkcję prezentacyjną, która pozwoli lepiej zrozumieć ogrom zadań wykonywanych przez polskie samorządy – choć powinno się to odbywać na zasadzie dobrowolności.

Performance budgeting is presented as a remedy for the financial problems in the public finance sector. This is being considered for implementation in Polish local government units. According to the author of the article there is no justification, at the moment, for the introduction of performance budgeting in local governments; doing so by force will have the opposite effect – lower efficiency (higher employment) and increased bureaucracy. This is due to its novelty and the lack of uniform standards in the methodology of performance budgeting. Also, national and foreign experience does not support the full effectiveness of this tool. In particular, selecting appropriate measures and indicators relating to the implementation of the planned tasks can be difficult. The current legal status does not help either: the performance budgeting which is being introduced now functions as a parallel budget. Nevertheless, it seems reasonable to implement elements of performance budgeting, if only because of its presentation function which will help to better understand the enormity of the tasks performed by local governments, but it ought to be done on a voluntary basis.
The objective of the article is to assess the consolidated expenditure plan in performance budgeting in the government sub-sector according to the criteria of the centres of responsibility for pro-effective management, and according to the criterion of economic expenditure groups of individual budget parts. In the introduction, the output of the economic and legal sciences has been discussed, of importance to improving the tools for modern management of public tasks. Strong links have been indicated between performance budgeting and internal control. The significance of human capital for effective public tasks management has been emphasised. A postulate has been formulated to assign objectives, expenditures and measurements with the main administrators who manage public tasks. On the basis of the expenditure structure of two ministries – in accordance with Article 124 of the law on public finance – namely the Ministry of the Interior and Administration and the Ministry of Science and Higher Education, two different opportunities have been presented as for using performance budgeting instruments. The article employs the desk research method and descriptive statistics.

Podsektor rządowy od wielu lat wykorzystuje narzędzia, które wspierają procesy zarządzania i gospodarowania środkami publicznymi, w tym budżet zadaniowy oraz kontrolę zarządczą. W artykule podjęto próbę oceny zadaniowego planu wydatków z punktu widzenia ich konsolidacji w ramach zadań oraz biorąc pod uwagę strukturę wydatków poszczególnych dysponentów zgodnie z przepisami art. 124 ustawy o finansach publicznych1 . Zagadnienia te mają istotne znaczenie dla jasności i transparentności tak skonstruowanego planu wydatków.
Ze względu na znaczenie i korzyści płynące z edukacji nie tylko dla jej indywidualnych uczestników, ale także dla społeczności (od skali lokalnej aż po wymiar globalny) władze państw przyjmują na siebie obowiązek jej pełnego lub częściowego finansowania ze środków publicznych, co nie wyklucza wydatków prywatnych. Kluczowym problemem ekonomiki edukacji jest analiza efektywności tego finansowania poprzez określenie relacji efektów do nakładów. Niniejsze opracowanie przedstawia zarys problematyki pomiaru efektywności finansowania usług edukacyjnych (szczególnie: ze źródeł publicznych) na podstawie krytycznego przeglądu literatury oraz wyników własnych dotychczasowych analiz. Autorka prezentuje oryginalną koncepcję badań nad efektywnością finansowania edukacji (planowane kierunki, zakres, hipotezy i metody), zapowiadając jednocześnie cykl publikacji dotyczący uwarunkowań jej pomiaru.

Due to the significance and benefits of education for individual participants and communities (both in the local and global dimension), state authorities commit themselves to full or partial public funding, which does not exclude private spending. The key issue for the economics of education is to analyse the efficiency of education funding by defining a relationship between effects and expenditures. This paper outlines the problems of measuring the efficiency of education funding (from public funds in particular) based on a critical literature review and the results of the author’s previous analysis. The author presents an original concept of research into the efficiency of education funding (intended direction, scope, hypotheses and methods), announcing a series of publications about the conditions for its measurement.
W artykule pojęta została problematyka związaną z potrzebą przemodelowania podejścia do zarządzania finansami z metody, w której wydatkowanie środków publicznych jest celem samym w sobie, na metodę efektywnego doboru zasobów (w tym finansowych) do wyznaczonych celów i zadań. Wskazano również na problemy związane z partycypacją społeczną w procesie planowania i oceny budżetu państwa. Budżet zadaniowy, mający poprzez swoją konstrukcję zapewnić większą transparentność alokowania środków publicznych, może stanowić efektywny instrument społecznej kontroli ośrodków władzy. Autor wskazuje, że budżet zadaniowy może się przyczynić do większej partycypacji społecznej w procesie określania priorytetów wydatkowania środków publicznych, jak i do zmniejszenia asymetrii informacji pomiędzy centrami generowania wydatków a ośrodkami kontroli społecznej iinstytucjonalnej. Jednocześnie podkreśla rangę komunikacji i monitoringu jako tych elementów budżetowania zadaniowego, bez których wzmocnienia nie będzie możliwe zapewnienie wartości dodanej wynikającej z partycypacji społecznej.

This article addresses the issues related to the need for remodelling the finance management approach, from a method where spending public funds is a goal in itself into a method of effective selection of resources (including financial ones) for the assumed targets and tasks.The article also addresses issues related to social participation in the process of state budget planning and assessment. Performance based budgeting, designed to provide higher transparency in allocating public funds, may constitute an effective instrument for the social control of government centres. The article emphasizes that performance based budgeting may contribute to higher social participation in the process of setting the priorities for spending public funds, as well as to decreasing the asymmetry of information between the centres of expenditure generation and the centres of social and institutional control. The significance of communication and monitoring has been emphasized as well as the elements of performance based budgeting that need to be reinforced in order to ensure the added value resulting from social participation.
Indicators are one of the most important elements in the appropriate structure of performance budgeting, because they allow to assess the degree of goal achievement through the tasks and activities performed. The aim of this study is to show differences in the quantification of culture expenditure in the budget of Poland and France. As a result, the research hypothesis is as follows: Due to the similar nature in the conduct of cultural policy, the same methods of quantifying tasks and programs should exist in the budget of Poland and France. We use as a research method the comparative descriptive analysis. The analysis of exemplary expenditures within the selected task and program is to show whether consistency in determining the measures has been preserved and necessary changes have been introduced to properly assess the objectives achievement. Due to different dates of the performance budget introduction in both countries, the analysis is for the years 2009–2016 in the case of Poland and for the years 2006–2016 in the case of France.

We właściwej konstrukcji budżetu zadaniowego mierniki stanowią jeden z najistotniejszych elementów, który warunkuje prawidłową ocenę stopnia osiągnięcia celu poprzez wykonane zadania i działania. Celem niniejszych badań jest pokazanie różnic w kwantyfikacji wydatków na kulturę w budżecie Polski i Francji. W efekcie hipoteza badawcza jest następująca: Ze względu na zbliżony charakter w prowadzeniu polityki kulturalnej w budżecie Polski i Francji powinny występować te same metody kwantyfikacji zadań i programów. W opracowaniu zastosowano metodę porównawczej analizy opisowej. Przeprowadzona analiza przykładowych wydatków w obrębie wybranego zadania i programu ma wykazać, czy zachowano konsekwencję w określeniu mierników, czy dokonano zmian koniecznych do właściwej oceny stopnia realizacji celów. Ze względu na różne daty wprowadzania budżetu zadaniowego w porównywanych krajach, przyjęty dla Polski okres badawczy przypada na lata 2009–2016, natomiast w przypadku Francji dotyczy lat 2006–2016.
The Polish labour market is characterised by parallel two maladies: on the one hand, a relatively low activity rate and, on the other hand, a relatively high unemployment. Both factors constitute a low, against the background of other countries of the European Union, level of the employment rate. The article analyses in this context the governmental programme “Generations’ Solidarity” whose basic aim is to raise the employment rate in the group of people aged 50+. This issue is considered against the background of the overall situation of public finances and the preferred directions of public spending. Though the programme, initiated in 2008, is well designed and managed, and the rate of employment of people aged 55-64 has apparently improved in the course of implementation thereof, nevertheless we must stress that the progress, still insufficient, has been achieved primarily owing to the legislation amendments forcing extension of the time-period of occupational activity, and not influenced by the positive stimuli contained in the programme.

Polski rynek pracy charakteryzują dwa negatywne zjawiska: z jednej strony relatywnie niska stopa aktywności zawodowej, a z drugiej strony – relatywnie wysokie bezrobocie. Czynniki te składają się na niski, na tle innych krajów Unii Europejskiej, poziom wskaźnika zatrudnienia. Artykuł analizuje w tym kontekście rządowy program „Solidarność Pokoleń”, którego podstawowym celem jest podniesienie wskaźnika zatrudnienia w grupie osób w wieku ponad 50 lat. Zagadnienie jest rozpatrywane na tle ogólnej sytuacji finansów państwa i preferowanych kierunków wydatków publicznych. Choć program, zainicjowany w 2008 r., jest dobrze zaprojektowany i zarządzany, a wskaźnik zatrudnienia osób w wieku 55-64 lata wyraźnie w trakcie jego realizacji się poprawił, to jednak trzeba mieć na uwadze, że postęp ten, ciągle zresztą niewystarczający, został osiągnięty przede wszystkim dzięki zmianom legislacyjnym wymuszającym przedłużenie okresu aktywności zawodowej, a nie pod wpływem bodźców pozytywnych zawartych w tym programie.
When analysing the conditions of establishing indicators to reflect the fiscal policy implemented it is important whether and to what extent it is due not only to the decisions, but also to the methods of public funds management that support these decisions. When discussing finance management in the context of public tasks performance on the basis of objectives, measured with appropriate indicators, it is most often assumed that in Poland it is related to, in the first place, the performance budgeting concept. Especially to the budgeting method (or methods for supporting budgeting) that consists in linking the results with projected allocations of the state budget and other public finance sector governmental units. This approach, which emphasises the primacy of performance budgeting, would be justified due to the primary role stemming from the formalised functional designation of this tool that was set already at the initial stage of its establishment in Poland, so as to fulfil the conditions of the method implementation which is referred to in the international nomenclature as performance budgeting or performance-based budget. The key role in performance-based planning with regard to the effectiveness and efficiency examination in the public sector was reinforced with the provisions of the law on public finance, and executive provisions included in the regulations by the Minister of Finance. Such approach to the issue would still be simplified, and would significantly reduce the perspective of the analysis, disregarding the actual variety of practices and advancement of the previous Polish achievements, stemming from the system transformation, which were later intensified during the endeavours to adopt the output focused management culture promoted by the European Union with regard to the public sector (it mainly refers to preparing for public tasks implementation thanks to the use of the EU operational programmes funds and the related evaluation practices and evaluation culture). The role of the state, which has been increasing due to the crisis of the years 2007–2008 and the COVID-19 pandemic, calls for creating the most effective methods of involvement that lead to social and economic development. An important role in the process is played by properly selected public management instruments, thorough which the individual functions of the state are realised. In her article, the author attempts to discuss the issues related to the growing scale of its impact on economic processes, and to refer to performance budgeting matters.

Rosnąca w ostatnich dziesięcioleciach rola państwa, spowodowana kryzysem w latach 2007−2008 oraz pandemią COVID-19, wymaga wypracowania skutecznych metod zaangażowania, służących rozwojowi społeczno-gospodarczemu. Istotną rolę w tym procesie odgrywają właściwie dobrane instrumenty zarządzania publicznego, za pośrednictwem których następuje realizacja poszczególnych funkcji państwa. W artykule starano się przedstawić zagadnienia dotyczące coraz większej skali jego oddziaływania na procesy gospodarcze oraz odnieść się do kwestii związanych z budżetem zadaniowym. Praktyczne wskazówki dotyczące usprawniania tego narzędzia nie mogą jednak przesłaniać głównego wniosku, zgodnie z którym nie należy poprzestawać w dążeniach do podniesienia efektywności wykorzystania zasobów publicznych. Podejmowane działania trzeba jednak dostosowywać do realiów danego kraju, ponieważ nie ma nic bardziej błędnego niż wykorzystywanie wzorców, które sprawdzają się na świecie, ale w żaden sposób nie dadzą się inkorporować do polskiego systemu społecznego, jak również tradycji, nawyków i kultury.
The history of performance budgeting in the United Kingdom, as an element of public management, dates back to 1998 when the “Expenditure Review” White Paper was elaborated. Within each department established in the state, an obligation was introduced to sign specific contracts for public services. The article also discusses the way for implementing the “value for money” directive and the documents that now provide the framework for effective public funds management. The main criteria that have an impact on the so called public value have been grouped within four pillars that constitute the framework. The areas indicated should be subject to consecutive analyses before budgetary money spending. The article also presents the paper of the Treasury of May 2021 entitled Managing Public Money, which contains, among other, a checklist with questions that should be answered before projects financed with public funds are implemented.

Budżet zadaniowy w Wielkiej Brytanii, będący elementem nowego zarządzania publicznego, przez ostatnie 25 lat przeszedł kilka istotnych przeobrażeń. Celem opracowania jest analiza zmian, jakie zaszły w trakcie formowania obecnego modelu wydatkowania środków publicznych i sposobu kontroli wykonania budżetu zadaniowego. Zjednoczone Królestwo przyjęło wiele inspirujących rozwiązań, zachęcających do refleksji nad wprowadzeniem podobnych w Polsce.
Działalność jednostek samorządu terytorialnego (JST) polega na wykonywaniu zadań dla mieszkańców. Jednak władze lokalne i regionalne nie powinny skupiać się tylko na organizacji i finansowaniu zadań oraz na utrzymaniu ciągłości ich realizacji. Bardzo ważna pozostaje kwestia, czy dzięki wykonaniu zadań osiągnięto zakładane efekty. Ujawnia się zatem potrzeba pomiaru skuteczności JST w realizacji zadań finansowanych ze środków zgromadzonych w jego budżecie. Celem artykułu jest ocena, czy budżet zadaniowy jest narzędziem pomiaru skuteczności działania JST. Oceny dokonano w aspekcie teoretycznym (założenia budżetowania zadaniowego), jak i empirycznym (w oparciu o dane dla badanych jednostek). Przeprowadzono krytyczną analizę literatury i przegląd aktów prawnych, uchwał, zarządzeń, sprawozdań JST. Opracowano też studia przypadku dla wybranych JST, które wdrożyły budżet zadaniowy (gmina Dębno, powiat stargardzki, Kraków i Warszawa). Otrzymane wyniki pozwoliły na pozytywną ocenę budżetu zadaniowego w ujęciu teoretycznym. Jej potwierdzenie empiryczne zależało od rozwiązań przyjętych przez badane samorządy w zakresie sporządzania, realizacji i kontroli wykonania budżetu zadaniowego w części sprawnościowej (cele i mierniki). Warunkiem pomiaru skuteczności działania JST przy pomocy budżetu zadaniowego jest bowiem precyzyjne sformułowanie celów zadań, poprawna identyfikacja efektów zakładanych przy ich osiągnięciu oraz wybór i zdefiniowanie mierników efektów poszczególnych celów. Warto zauważyć, że pomiar skuteczności działania często przekłada się na wzrost poczucia odpowiedzialności władz JST przed społecznością lokalną za efekty uzyskiwane w wyniku wydatkowania ograniczonych środków publicznych na realizację zadań.

The activity of local government units (LGUs) consists in performing tasks for their community. However, local and regional authorities should focus not only on organizing and financing tasks, but also control whether the planned effects of these tasks were achieved. It reveals the problem of the LGUs effectiveness in implementing tasks financed from public funds in local budgets. The aim of the article is to assess if the performance budget is a tool for measuring the effectiveness of LGUs – in the theoretical aspect (assumptions of performance budgeting), and empirically (based on data for the Dębno municipality, Stargard county, Kraków and Warsaw cities). To accomplish the indicated goal, the author carries out a critical analysis of literature, a review of legal acts and LGUs’ reports as well as case studies for the mentioned LGUs. The obtained results allow for a positive assessment of performance budget in theoretical terms. Its empirical confirmation depends on the solutions adopted by the examined LGUs concerning their objectives and measures. The conditions for measuring the LGUs effectiveness in performance budget are: precise formulation of the objectives for the tasks, correct identification of the effects assumed for the tasks, as well as the selection and definition of performance measures for individual objectives. It is worth noting that measuring the LGUs effectiveness often translates into their greater sense of responsibility against local community for the effects obtained as a result of spending limited public funds for tasks implementation.
