The study focuses on the evaluation of the relative efficiency of Czech grammar schools (‘gymnázium’) at preparing their graduates for admission to university programmes, taking into account the relative demand for the programmes, grammar school endowments, and a number of other relevant external factors. The authors argue that a comparison of secondary schools based exclusively on university acceptance rates or other direct measures of study achievements might be misleading, given that such approaches ignore many aspects related to the educational process, such as differences in the level of non-cognitive skills of students, family background, overall living standards in a region, and the specific focus of the given secondary school. The authors derive novel indirect measures of grammar school efficiency that take into account relative demands for university study programmes. Relying on high-quality panel data that cover the period 2000–2004, and using the stochastic frontier methodology commonly applied in efficiency evaluation in a wide number of sectors, including education, the study also argues that the divergence between selected direct measures of school performance and indirect indicators has been increasing over time.

A mathematical model of a multiserver open queueing network in heavy traffic is developed. This model is that of a multiserver computer system network in heavy traffic. A limit theorem for the length of the queue has been presented.

Cloud technologies are a very considerable area that influence IT infrastructure, network services and applications. Research has highlighted difficulties in the functioning of cloud infrastructure. For instance, if a server is subjected to malicious attacks or a force majeure causes a failure in the cloud’s service, it is required to determine the time that it takes the system to return to being fully functional after the crash. This will determine the technological and financial risks faced by the owner and end users of cloud services. Therefore, to solve the problem of determining the expected time before service is resumed after a failure, we propose to apply Markovian queuing systems, specifically a model of a multi-channel queuing system with Poisson input flow and denial-of-service (breakdown).

This contribution discusses the usefulness of (max, +) algebra as a mathematical framework for a class of manufacturing systems. This class can be described as dynamic and asynchronous, where the state transitions are initiated by events that occur at di screte instants of time. An event corresponds to the start or the end of an activity. Such systems are known as discrete event systems (DES). An overview of the concepts of modelling and analysis using the (max, +) algebra approach to DES has been given. Also, examples of manufacturing systems have been provided to illustrate the potential of this approach. The type of production process used, such as serial line, assembly line, etc., influences the modelling of different basic manufacturing systems. We have also presented the impact of the capacity of interoperable buffers. Based on an analytical model, effectiveness and performance indexes have been evaluated.

The paper presents the issue of assessment of efficiency and effectiveness in organisations operating for public benefit. Taking into consideration the important role of those entities in the economy and specific conditions in which they operate, a new type of evaluation tools is needed. Therefore, the main aim of this paper is to propose such a new assessment instrument based on outranking multi-criteria decision aiding (MCDA) methods. The procedure proposed is used in a real-life scenario connected with the appraising process of eleven Public Benefit Organisations (PBOs) from Lodz Voivodeship in Poland, operating in the field of ‘Ecology, animals and heritage protection’, and eleven charities from Western Australia whose main activity is ‘Animal Protection’. Rankings obtained as a result of the presented approach can serve a potential donor as a pointer for making better decisions regarding financial support.

This paper is aimed at designing, constructing and performance evaluation of a solar still. The solar still is design and constructed with locally source materials for rural dwellers. The still absorber plate is constructed with 2 mm galvanised plate painted black with an area of 2 m2 to absorb solar radiation effectively. The side wall and the base is constructed with concrete. Sawdust and felt is used between the retaining wall and base to resist heat transfer from the system to the surrounding vice-versa. The top cover of the still is constructed with transparent glass pane of 4 mm housed in an aluminium frame. The catch basin that collects the condensate is constructed with PVC pipe channel of 50 mm. The performance of the still was evaluated with; Overall yield (sum of daily yield and over-night yield) at a different water depth of (20, 40, 60 mm), (5127 ml/m2/hr, 4558 ml/m2/hr, and 3852 ml/m2/hr). The efficiency of the system at different water depth (20, 40, 60 mm) 51.27 %, 45.58 %, and 38.52 %. The water analysis before and after distillation was certified safe and portable for human consumption.

Albanian efforts to fulfill European standards and norm in its Public Administration and service delivery, are becoming a research argument for academics and practitioners as well. Even if significant efforts have been made in this direction there is still a gap in analyzing the link between the communication process which creates and delivers the public service, effect of the used tools in service provision and delivery, the performance evaluation of this sector and the future of the sector itself affected by the intersection of these factors. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro huge progresses which have affected the systems, the relations between pairs which not necessarily are being expressed in standards. There is no sustainable change or improvement, if they aren’t built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those progresses. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. Tools by which strategies have been applied, seems to affect the process as well as affect pairs perception of fairness, justice and low conformity. This oblige us investigate about effects and impacts they have had during the service proceedings. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s its influence in trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which is a strong indicator of the evolution of public administrations in Albania, showing how the way public services are being delivered and how much the public itself is actually ruling through a careful reading of the communications hold between them and public administrations.

The traditional performance measurement literature has attempted to distinguish security selection, or stock-picking ability, from market-timing, or the ability to predict overall market returns. However, the literature finds that it is not easy to separate ability into such dichotomous categories. Some researchers have developed models that allow the decomposition of manager performance into market-timing and selectivity skills. The main goal of this paper is to present modified versions of classic market-timing models with Fama and French’s spread variables SMB and HML, in the case of Polish equity mutual funds.

The purpose of this paper is to verify the hypothesis assuming that appraisal evaluation in companies is overestimated, especially in the case of male IT professionals. Although a valid and reliable evaluation and assessment method exists, and the Development Center method could be mentioned in this context, competences are not assessed properly enough in business. To achieve this goal, the authors analyzed a competence profile relevant to labour market regarding interns graduated from the Polish-Japanese Institute of Information Technology (P-JIIT). The authors explored the results of competence assessment conducted with the Development Center method, as well as the results of performance evaluation upon the completion of a three-month internship in the leading IT companies. The analysis of differences with respect to gender was made basing on the two sources of information on competences. It is preceded by an introduction outlining the main competence-related issues, the Development Center and the performance evaluation principles and errors, as well as the project for IT graduates carried out in the P-JIIT. The findings of the study show that in terms of the performance women in IT industry are evaluated by employers lower than men. This, however, is not the case when we take into consideration reliable scores of assessment conducted by objective assessors during the processes of Development Center.

Research background: The value of clusters in developing advanced technology products and services as well as promoting regional growth is acknowledged by many policymakers and researchers (Lee et al., 2012). Hence, clusters are identified as enablers of the circular economy and resource efficiency in this study. Companies aim to enhance competencies and create competitive advantages in global competition and this can be achieved through pulling from a common and accessible pool of resources, information and demand for innovation which means that companies can profit from belonging to a cluster. Purpose of the article: The main aim of the article is to overview the scientific literature that addresses the circular economy, identify clusters and their role in the circular economy and suggest how small and medium enterprises could engage in a circular economy through clusters' performance development. Methods: Bibliometric literature analysis enables identifying the latest trends in scientific articles regarding a circular economy and clusters. The analytical hierarchy process (AHP) allows for composing the scheme of the cluster?s competitive advantage within circular economy. Findings & Value added: The findings suggest that resource efficiency is considered to be one of the most important ambitions and clusters can work as enablers of a circular economy for small and medium enterprises (SMEs), gaining a competitive advantage at the same time. Clusters can encourage and provide conditions in which SMEs would turn to a circular economy. The scheme of Cluster's competitive advantage proposed by the author can help cluster's coordinators, policymakers and all the concerned parties to verify the importance of clusters' involvement in the circular economy.

Artykuł jest poświęcony wykorzystaniu metod wielowymiarowej analizy porównawczej do pomiaru dokonań jednostek gospodarczych. Dokonania są złożoną kategorią ekonomiczną i obejmują wielkości o różnym charakterze, co rodzi określone problemy związane z ich pomiarem, zwłaszcza na potrzeby kompleksowej oceny dokonań. Tradycyjne mierniki dokonań odnoszą się bowiem do szczegółowych dokonań i nie mają charakteru syntetycznego. Jednym ze sposobów wyeliminowania tego niedostatku jest wielowymiarowa analiza porównawcza, której metody umożliwiają skonstruowanie mierników syntetycznych na podstawie zestawu mierników cząstkowych. Ważne jest, że mierniki cząstkowe mogą być wyrażone w odmiennych jednostkach miary. Ich agregację umożliwiają metody wielowymiarowej analizy porównawczej, ukierunkowane na pomiar złożonych zjawisk ekonomicznych, a takimi są dokonania.

The paper addresses the use of multidimensional comparative analysis methods for measuring the performance of companies. Company performance is a complex economic category comprising a broad set of widely dissimilar values, which adds to the complexity of performance measurement tasks, particularly those produced for the purpose of comprehensive performance evaluations, since the traditional performance measurement instruments relate to specific feats and clearly lack a synthetic perspective. One of the ways to eliminate this shortcoming is the use of multidimensional comparative analysis. This type of analytical evaluation offers methods that can be used in the design of synthetic measures based on sets of partial metrics. It is worth noting that the partial metrics employed may be expressed in dissimilar units of measurement, as the multidimensional comparative analysis methods are designed to address exactly this type of problems in the measurement of complex phenomena such as company performance.
