Pharmaceutical care in apublic pharmacy included by the legislature to the catalog of pharmacy services is aplane of cooperation of three parties: the doctor, the patient and pharmacist. Implementation of pharmaceutical care in the practice of pharmacy faces many obstacles. One of them is the adaptation of the expedition chamber to the needs of disabled people to the process of professional counseling can take place in aquiet and peaceful atmosphere, ensuring privacy and confidentiality of information. This article presents the assumptions of the program pharmaceutical care and conditions to be imposed on the person providing pharmaceutical services to effectively and efficiently fulfill the social mission within the general program of public health protection.

Introduction. Obesity is a significant health and economic problem, both for the patient and the health care system. An essential element in the prevention and treatment of each disease is the engagement of all groups of healthcare professionals. In our study, we performed an analysis of the real world data, obtained from a survey of the medical and socioeconomic problems associated with overweight and obesity. We aimed to identify the pharmacist’s role in the management of overweight and obese patients, including their individualized education in an outpatient setting. Material and methods. The study material consisted of responses obtained from a specially designed questionnaire. Our findings indicate that the study patients had easy access to a pharmacist’s professional knowledge, relevant to comprehensive treatment of obesity. In addition, our data indicates a lack of patient knowledge of a healthy lifestyle and an inability to implement such knowledge in practice. Results. The community pharmacist should actively provide support to patients with obesity (including the primary obesity and those who want to lose excessive body mass for health-related and also for aesthetic reasons) and the management of their weight. The results of our study should be considered as an introduction to further research to facilitate the understanding of problems and expectations of patients and to prepare pharmacists to perform pharmaceutical care (PC) in this regard. Conclusion. One of the potential options to protect society against the obesity epidemic is an education about the risks inherent to obesity and promotion of a healthy lifestyle.

Cel: Określenie faktycznej roli pełnionej przez organa samorządu zawodowego farmaceutów w działaniach systemu ochrony zdrowia, w szczególności w zakresie eliminowania patologicznych działań członków samorządu. Materiał i metody: Praca wskazuje zakres podejmowanych spraw i stosowanych kar przez wymienione organa w Okręgowej Izbie Aptekarskiej w Olsztynie na przestrzeni bieżącej i minionej kadencji. Wyniki: Uzyskane informacje wskazują na aktywne działania samorządu, które ograniczają niekorzystne społecznie zjawiska, mające wpływ na bezpieczeństwo zdrowotne społeczeństwa. Wnioski: Izby aptekarskie stanowią formą zrzeszenia zawodowego aptekarzy wykonujących zawód na terenie Rzeczypospolitej Polskiej, a przynależność do nich jest warunkiem uzyskania prawa wykonywania zawodu, które umożliwia podjęcie pracy w zawodzie zaufania publicznego. W zmieniających się okolicznościach gospodarczych i społecznych następuje przemiana roli i postrzegania zawodu, a organizacje samorządowe działające na podstawie Ustaw dają możliwość sprawowania kontroli i wsparcia we właściwym wykonywaniu zawodu. Działania realizowane przez farmaceutów powinny być zgodne z literą prawa oraz wskazówkami Kodeksu Etyki Aptekarza Rzeczypospolitej Polskiej. Aim: to determine the actual role of Pharmaceutical Chamber in the health care system, in particular in eliminating the pathological activities of the own members. Material and methods: the work indicates the scope of cases and penalties being applied by the above-mentioned bodies in the District Pharmaceutical Chamber in Olsztyn over the current and past tenure. Results: The obtained information points to the activity of the organization, which limits socially disadvantaged phenomena that have an impact on the health security of the society. Conclusions: Pharmaceutical chambers are a form of professional association of pharmacists performing profession in the Republic of Poland, and membership in them is a prerequisite for obtaining the right to practice, which allows you to work in the profession of public trust. In changing economic and social circumstances, the role and perception of the profession changes, and local government organizations acting on the basis of the Acts provide the opportunity to exercise control and support in the proper performance of the profession. Activities carried out by pharmacists should be in accordance with the law and guidelines of the Apothecary Code of the Republic of Poland. The Pharmaceutical chamber uses own bodies authorized to evaluate the activities of members of the Chambers such as the Pharmaceutical Court and the Professional Spokesman.

Społeczeństwa Europy, w tym także Polski, starzeją się, a to zwiększa popyt na wydatki w sferze zdrowia. Wzrastać też będą ceny nowych leków i technologii medycznych. Fundusze na ubezpieczenia zdrowotne nie będą mogły w pełni pokryć rosnącego popytu na świadczenia medyczne. Państwa będą się wycofywały z ponoszenia odpowiedzialności za zdrowie obywateli. Będzie wzrastał udział pacjentów za płacenie za usługi medyczne. Zwiększy się zainteresowanie dbałością o własne zdrowie, także samoopieką. Zmieni się rola aptek na rynku. Jako placówki z sąsiedztwa będą służyły pomocą, opieką farmaceutyczną. Wsparciem dla pacjentów będzie wiedza dostępna w mediach społecznościowych, także w różnych aplikacjach na telefony. Pomocne będzie korzystanie z osiągnięć ekonomii behawioralnej dla wspierania zdrowia pacjentów.

European societies, including Poland, are aging, and this increases the demand for health spending. The prices of new medicines and medical technologies will also increase. Health insurance funds will not be able to fully cover the growing demand for medical care. States will disclaim responsibility for the health of citizens. The proportion of patients paying for medical services will increase. There will be an increased interest in managing your own health, including self-care. The role of pharmacies in the market will change. As neighborhood facilities, they will be of assistance, providing pharmaceutical care. Patient support will be available in social media, as well as in various mobile applications. It will be helpful to use the achievements of behavioral economics to support the health of patients.

Granting a pharmacy a special legal status by recognizing it as a public health facility where authorized persons provide pharmaceutical services, as well as a place of pharmaceutical care and professional tasks by pharmacists, places this enterprise in the sphere of significant influence of the state and its authorities. It also requires the use of different criteria for assessing the activity of this category of entrepreneurs, and not only limiting ourselves to the profit criterion. The change that took place in connection with the entry into force of the Act on the Pharmacy Profession, relating to the scope of services and benefits provided by generally accessible pharmacies, confirmed the role and tasks of the pharmacy as a public health facility, filling the gap in the health care system and responding to its needs related to shortages of medical personnel and overload of the healthcare system. It is therefore justified to ask whether the guarantees of patient safety have been provided at a satisfactory level.

Nadanie aptece szczególnego statusu prawnego poprzez uznanie jej za placówkę ochrony zdrowia publicznego, w której osoby uprawnione świadczą usługi farmaceutyczne, a także za miejsce sprawowania opieki farmaceutycznej oraz wykonywania zadań zawodowych przez farmaceutów, sytuuje to przedsiębiorstwo w sferze istotnego oddziaływania państwa i jego organów. Nakazuje również stosowanie odmiennych kryteriów oceny działalności tej kategorii przedsiębiorców, a nie jedynie ograniczanie się do kryterium zysku. Zmiana, jaka dokonała się w związku z wejściem w życie ustawy o zawodzie farmaceuty, odnosząca się do zakresu usług i świadczeń zdrowotnych udzielanych przez apteki ogólnodostępne, wzmocniła rolę i zadania apteki jako placówki ochrony zdrowia publicznego, wypełniając lukę w systemie ochrony zdrowia i odpowiadając na jego potrzeby związane z deficytami personelu medycznego oraz przeciążeniem systemu ochrony zdrowia. Tym samym uzasadnione jest pytanie o to, czy bezpieczeństwo pacjenta w tym obszarze zostało zapewnione na odpowiednim poziomie.
