The Author in his article takes up the topic of local crime prevention and concentrates on the role of specialized armed security formations (SUFO), which can and should fill in this subject. Commercial protection has a relatively short tradition in Poland. In 1989 the Government began to slowly withdraw from the area of security by giving a large part of it into private hands. One of the consequences of the statutory mandate of licensed security agency is the emergence of possibility of local crime prevention with the support of these agencies. Extracted human communities living in a small territory, more often cooperate with professional agencies of individuals and property protection. Protection of Individuals and Property Act, which was proclaimed in 1997, set a range of rights and obligations for firms performing the tasks of licensed operator of protection. It left however, undeveloped area of security. In early 90’s of the last century, private firms very quickly began to explore the field of physical protection of individuals and property. The author is of the opinion, that (from the perspective of local communities) satisfactory performing tasks of individuals and property protection, includes two basic elements. One of them is to see the possibilities of allies in the struggle for peace and order of our settlements. Second one concerns SUFO (Specialized Armed Security Formations) itself – their personnel has to have appropriate qualifications, both professional and ethical, which are supposed to be supported by proper organizational level and specialized technical equipment.

The article presents problems of protection of the private person and property in Poland, as well as a lack of sufficient degrees of public safety. The author discusses examples concerning private sector protection and shows the differences in private sector protection that gives protection to people and property in Poland citing the Vigor Act that came into force on 22 August 1997. The article looks closely at current regulations about the protection of people and property and the functioning of the private protection sector of people and property in Poland. The author presents a number of licensed private protection companies and the number of Polish employees in the private protection profession of licensed first and second degree bodyguards. In the article there is an introduction of data that point out the functioning of the protection of the private sector in Poland, and the proper manner and role played by the private sector security companies as seen overall. Polish citizens need to know the numerous benefits of the general safety system with guarantees for citizens to feel and understand that safety in the country is assured for the safety of all, including the maintenance of public sphere.

This paper presents the characteristics of community care workers, their working conditions and the currently applicable regulations concerning the protection of employees and property in Poland. Services which are presented in the article by performing their assignments influence to some extent public safety. The political transformation that took place in the 1990s led to the privatization of a number of areas in the sphere of security and public order in Poland. The author presents the responsibilities and privileges of qualified security personnel professionals who are bodyguards in Poland and the method by which they acquire their professional qualifications.
