The aim of this paper is to describe and assess the political parallelism pertinent to the post-communist Lithuanian mass media; and to show potential risk (for democracy, civil society) of the absence of the political parallelism. Referring to the concepts, communicative democracy is defined as free, open and democratic communication organized around three equally legitimate public sphere actors – politicians, journalists and public opinion, and populism is understood as good, entertaining and effective communication with people, eroding basic functions of the political parties (institution- alization of ideological confl icts) and politicians (representation). The paper provides insights about the dangers to quality of democracy which the free mass media might present when it gets utterly away from political parallelism. Special attention is placed on the tendencies of media personnel to be active in the political life. Th e (universal) contemporary mass society phenomenon, coupled with the (post- communist regional) ill-structured of the post-communist political field and (local) specific traditions of the Lithuanian political culture and public sphere, gave birth to the peculiar absence of the mass- media and politics parallelism in the country. In the conditions of the relative absence of foreign ownership of the mass-media outlets in Lithuania, the local media barons are able to produce and impose their own public-agenda, which hampers development of the civic-minded public sphere and definition of the social and professional responsibilities of the journalism as a profession and as a so- cial category. The Lithuanian mass-media and government relations evolve along the lines of the zero-sum game: they seek to control each other, and at the same time try to avoid being controlled by the other, while any other pattern of inter-relations does not appear as viable and appropriate.
Celem niniejszego studium przypadku regionalnego Radia Wrocław jest analiza uwarunkowań paralelizmu politycznego w kontekście profesjonalizmu i niezależności dziennikarzy. Zakładano, iż wpływy polityczne Prawa i Sprawiedliwości po 2015 roku znajdują istotne odzwierciedlenie w funkcjonowaniu publicznego Radia Wrocław, a zasady stanowiące o profesjonalizmie zawodowym dziennikarzy tej rozgłośni, w tym klasyczne postawy bezstronności i obiektywizmu, są zagrożone. Istotnymi zmiennymi zależnymi były wartości, z jakimi utożsamiają się dziennikarze (m.in. sukces zawodowy i niezależność), oraz mechanizmy polityki kadrowej. Metody badań: badania ilościowe, przeprowadzone przez autorkę w latach 2011–2012 i 2020 metodą ankietową na dwóch próbach celowych. Analizą objęto także badania fokusowe zrealizowane w 2015 roku przez wrocławską pracownię BEELINE Research & Consulting. Wyniki i wnioski: zmiany wprowadzane w Radiu Wrocław w latach 2016–2019 miały wszechstronny charakter. W kontekście politycznym szczególnie istotne były te dotyczące kadry zarządzającej oraz linii programowej redakcji po 2017 roku. Badania empiryczne przeprowadzone w 2020 roku ukazują konsekwencje tych zmian, w postaci spadku słuchalności oraz pojawienia się nowych – w stosunku do badań z lat 2011–2012 – preferencji w hierarchii wartości dziennikarzy (związanych ze światopoglądem chrześcijańskim). Oryginalność i wartość poznawcza: próba diagnozy zjawiska paralelizmu politycznego w regionalnym radiu publicznym może stanowić cenne wprowadzenie do problematyki komunikowania politycznego z udziałem mediów publicznych. W procesie budowy kapitału społecznego kluczowe znaczenie mają orientacje zawodowe dziennikarzy, stanowiące istotny komponent wiedzy na temat wykorzystania mediów publicznych w zarządzaniu partycypacyjnym. The study aims to analyze the determinants of political parallelism in the context of professionalism and independence of journalists in Radio Wrocław. It was assumed that the political influence of the Law and Justice party [Pol. Prawo i Sprawiedliwość] after 2015 has been significantly reflected in the functioning of the public Radio Wrocław, and the principles determining the professionalism of journalists of this station, including the attitudes of impartiality and objectivity, are at risk. Significant dependent variables were the values with which journalists identify themselves (including professional success and independence) and the mechanisms of the personnel policy. Research methods: quantitative research, conducted by the author in 2011–2012 and 2020 using the survey method on two samples. The analysis also included focus studies carried out in 2015 by the Wrocław-based BEELINE Research & Consulting. Results and conclusions: the changes introduced at Radio Wrocław in 2016–2019 were of a comprehensive nature. In the political context, those concerning the management staff and the editorial program line after 2017 were particularly important. Empirical research carried out in 2020 shows the consequences of these changes, in the form of a decrease in listenership and the emergence of new––compared to the research from 2011-2012––preferences in the hierarchy of journalists’ values (related to the Christian worldview). Cognitive value: an attempt to diagnose the phenomenon of political parallelism in the regional public radio may be a valuable introduction to the issue of political communication with the participation of public media. In the process of building social capital, the professional orientation of journalists is of key importance, as they constitute an important component of knowledge about the use of public media in participatory management. The results of the analysis of this issue may help in formulating recommendations regarding legislative and strategic solutions at the regional and national level.
W niniejszym artykule poddano analizie aktywność nadawców medialnych w trakcie trwania kryzysu migracyjnego w 2015 roku, którego apogeum przypadało na okres kampanii poprzedzającej wybory parlamentarne w Polsce. W tym kontekście, przy silnych afiliacjach politycznych tygodników opinii działających na polskim rynku prasy, można było oczekiwać silnej ekspozycji problematyki związanej z kryzysem migracyjnym, który stał się jednym z wiodących tematów w kampanii parlamentarnej. W niniejszym opracowaniu poddano analizie 207 wydań następujących tygodników opinii: „Newsweek”, „Polityka”, „wSieci” oraz „Do Rzeczy” – w celu określenia medialnej rangi tematyki migracyjnej oraz stopnia i charakteru paralelizmu politycznego badanych mediów (politycznego/aksjologicznego lub partyjnego profilowania przekazów medialnych). W badaniach wykorzystano metodę analizy zawartości, z odwołaniem do koncepcji framingu.

Within the article activity of media broadcasters during the migration crisis of 2015 has been analysed – the crisis whose peak coincided with the period of political campaign preceding the parliamentary elections in Poland. In this context, strong emphasis on issues related to the migration crisis, which had become one of the leading themes of the parliamentary campaign, could have been expected in Polish press market, especially taking into consideration strong political affiliations of weekly opinion magazines existing in the said market at the time. In the presented article, 207 issues of the following opinion weeklies have been analysed: “Newsweek”, “Polityka”, “wSieci” and “Do Rzeczy”, in order to determine the media importance of migration-related themes and of the level of political parallelism of the studied media (political/axiological or party profiling of media releases). The study used the content analysis method with reference to the concept of framing.
