The text evaluates the behavior of political parties in adopting major reforms in setting the parameters of direct state subvention to political parties through the analysis of draft amending acts, steno-protocols from their discussion and voting on them. The analysis of legislative changes and the process of their adoption is framed by the phenomenon of cartelization of the party system so that in connection with the adoption of legislative changes the behavior of a political party and its representatives can be described as cartel-based or not. The analysis shows that political parties always strive to increase the revenue side of their budgets and act as rational actors for their own profit. Consequently, they do not approach the possibility of regulating direct state funding from a constructivist point of view and do not seek the greatest possible fulfillment of the constitutional imperatives of separation political parties from the state.

Článek hodnotí prostřednictvím analýzy návrhů novelizačních zákonů, stenoprotokolů z projednávání těchto návrhů a hlasování o nich chování politických stran při přijímání velkých reforem při nastavování parametrů přímého státního financování politických stran, respektive příspěvku na činnost. Analýza legislativních změn a procesu jejich přijetí je rámována fenoménem kartelizace stranického systému tak, aby v souvislosti s přijímáním legislativních změn u přímého státního financování bylo možné chování politické strany a jejich představitelů označit za kartelizační, či nikoliv. Z provedené analýzy plyne, že politické strany se za každých okolností snaží o navýšení příjmové stránky svých rozpočtů a chovají se jako racionální aktéři, kterým jde o vlastní zisk. K možnosti regulace přímého státního financování tedy rozhodně nepřistupují z konstruktivistického hlediska a nesnaží se o největší možné naplnění ústavních imperativů stran oddělení politických stran od státu.
