Badanie współczesnego stanu i tendencji rozwoju wielu krajów i regionów w warunkach transformacji politycznej, socjalnej i gospodarczej pozwala wnioskować, że w przypadku większości transformujących się krajów można obserwować istotne negatywne czynniki prowadzące do pogorszenia warunków życia, ograniczenia praw i wol-ności, zmniejszenia możliwości rozwój gospodarczego i obniżenia satysfakcji z zaspokojenia potrzeb z bardziej zaawansowanych w kierunku podstawowych. W artykule analizowane są ukraińskie i zagraniczne doświadczenia w zakresie polityki państwa wobec prowadzenia biznesu. Zaprezentowane zostały wyniki analizy najważniejszych wskaźników dotyczących MŚP na Ukrainie. Oceniony został również wpływ polityki państwa na kształtowanie aktywności przedsiębiorczej na Ukrainie. Na podstawie przeprowadzonej analizy przedstawiono propozycje poprawy klimatu gospodarczego w celu zagwarantowania wzrostu sektora małej i średniej przedsiębiorczości.

A study of the current state and tendencies of development of many countries and re-gions in terms of transforming the political, social and market environment leads to the conclusion that most of the territories and their population at the turn of 2015-2016 years is subject to significant influence of negative factors, leading to a deterioration in living conditions, violation of rights and freedoms, reduction of diverse opportunities and redistribution aspirations to meet the needs of the more advanced the most simple. Foreign and home experience of public policy is investigated in relation to doing busi-ness. Results over of analysis of dynamics of indexes of small and middle business of Ukraine entities are brought and influence of public policy is estimated on forming of enterprise activity in a country. On the basis of the conducted research suggestions are given in relation to the improvement of enterprise climate with the purpose of providing of height of sector of small and middle enterprise.

The peculiarities of the legał and institutional mechanisms of cooperation between Ukrainę and the EU in the stage of the formation of the State of Ukraine’s Euro integration policy are analyzed in this paper. The conclusion is made about the naturę o f cooperation between Ukrainę and the EU before the end of the period of formation of Ukraine’s state policy towards European integration.

This article analyzes various aspects of the development of political institutions and processes that play an important role in the geopolitical development of modern Ukraine. It proves that consistent and effective implementation of European standards (as the Polish example shows) can become an effective mechanism for further sustainable economic development and modernization of our state, an updated strategy for reforming all key areas of government policy in order to really improve the living standards of Ukraine and implement our strategic goal of gaining full membership in the European Union.

W artykule zostały przeanalizowane różny aspekty instytucji politycznych i procesów, które odgrywają ważną rolę w geopolitycznym rozwoju nowoczesnej Ukrainy. Udowadnia się w nim, że stopniowe i efektywne wdrażanie standardów europejskich ( jak pokazuje doświadczenie Polski) może stać się skutecznym mechanizmem dalszego ciągłego rozwoju i modernizacji naszego kraju, nową strategią reformowania kluczowych kierunków polityki państwowej w celu podniesienia poziomu życia i realizacji naszego najważniejszego marzenia: zdobycia równoprawnego członkowstwa w Unii Europejskiej.

This article aims to contribute to the growth of reflection in the area of theory of local governance and the research on the practices of the local governments in the era of the Polish- Lithuanian Commonwealth. The issue at hand has been analysed from two research perspectives. Under one view – naturalistic – the local government is seen as a social phenomenon and as an institution whose primary function is to represent the society. Under the other – state-related approach – the local government is a construction rooted in the state’s legal doctrine. The article uses a historical outlook to discuss the evolution of the aristocratic governmental institutions. At the same time, when the theoretical and praxeological perspective is adopted, the role of the local government in the structure of the state is discussed, with its diversified attitudes towards the identification of sources for development of the government with its dynamics, and helps observe decentralization processes taking place. The issues scrutinized in the article have been approached from the historical, sociological, political and systemic perspectives. The author takes into account the changes taking place in local government and in the state-level government of the Polish-Lithuanian Commonwealth. The narrative of the article employs the problem-oriented, chronological method. Temporal divides introduced in the article are justified by the series of systemic, legal, social, economic and cultural changes, which significantly influenced the rise, functioning and the demise of the institution under analysis.
