Podstawy organizacji pomocy społecznej oparte zostały na zasadzie pomocniczości państwa. Zasada ta rozumiana jest jako zapobieganie, a w razie wystąpienia sytuacji uzasadniających korzystanie z pomocy społecznej, wspieranie osób i rodzin w wysiłkach zmierzających do zaspokojenia niezbędnych potrzeb i umożliwienia im życia w warunkach odpowiadających godności człowieka. Pierwsza część artykułu dotyczyć będzie zasady pomocniczości w pedagogice społecznej oraz etapów rozwoju pomocy społecznej. Następnie przedstawione zostaną podstawowe funkcje pomocy społecznej oraz subsydiarne ukonstytuowanie struktury organizacyjnej pomocy społecznej. Pomocniczość zakłada, iż to przede wszystkim jednostka (rodzina) jest obarczona koniecznością zapewnienia sobie odpowiednich warunków socjalno-bytowych i zabezpieczenia wszystkich swoich potrzeb. Państwo (organy pomocy społecznej) powinno wkraczać dopiero w sytuacji takiej dysfunkcji jednostki lub rodziny, w której podmioty te nie są w stanie samodzielnie zapewnić sobie warunków pozwalających na życie w określonych standardach, przyjętych w danym społeczeństwie. Ponadto postulowane jest, aby pomoc ze strony organów systemu pomocy społecznej skupiała się nie tylko na działaniach ratowniczych, lecz również na aktywizacji osób jej potrzebujących, aby mogły powrócić do samodzielnego funkcjonowania w społeczeństwie (usamodzielnienia).

Bases of the organization of the welfare were based on the subsidiarity of the state. This principle is understood as the prevention, and in the time withdrawal of situations justifying using from the welfare, supporting persons and families in efforts aiming satisfying the essential needs and enabling them to live in answering conditions human dignities. The first part of the article will concern the principle of subsidiarity in the social pedagogy and of stages of the development of the welfare. Next basic functions of the welfare will be described and subsydiarne constituting the organizational structure of the welfare. The subsidiarity is assumes, that above all individual (family) is burdened with the need to provide appropriate conditions social and welfare for oneself and to protect all its needs. State (institutions of the welfare) should act only in the situation of such a dysfunction of the individual or the family, in which these entities aren’t able independently to provide for oneself of permitting conditions for life in determined standards, accepted in the given society. Moreover it is being called for so that the aid on the part of organs of the system of the welfare focuses not only on rescue efforts, but also on the mobilization of persons for her needing so that can return to independent functioning in the society (of becoming independent).
