W Europie Środkowej jednym z ponadgranicznych, urbanizowanych obszarów funkcjonalnych może stać się teren wyznaczony umowną linią łączącą Kraków, Częstochowę, Opole, Ostrawę, Bielsko-Białą, Kraków. Jego centralną część zajmuje aglomeracja górnośląska. Ten policentryczny obszar nazwano Śląsko-Krakowskim Obszarem Współpracy (Krakow-Upper Silesia (KRUS) Cluster). Zasadniczym celem wyróżnienia KRUS Cluster jest wsparcie i rozwijanie ponadnarodowej i ponadregionalnej współpracy, prowadzącej do zwiększenia konkurencyjności gospodarki oraz zrównoważonego rozwoju wchodzących w jego skład miast. Dla rozwoju poszczególnych miast i całego systemu KRUS Cluster szczególne znaczenie ma współpraca w czterech obszarach: transport, gospodarka, kapitał ludzki oraz ochrona środowiska.

The area delineated by the conventional line connecting Kraków, Częstochowa, Opole, Ostrava, Bielsko-Biała may become one of the trans-border, functional, urban areas in Central Europe. Its central part is occupied by the Upper Silesian Metropolitan Area. That polycentric region has been called the Krakow-Upper Silesia (KRUS) Cluster. The goal of distinguishing the KRUS Cluster was to support and develop trans-national and supraregional co-operation leading to the increase of economic competitiveness and sustainable development of the region's towns and cities. Co-operation in four areas: transportation, economy, human capital and environmental protection is of special importance for the development of particular towns, cities and the whole KRUS Cluster system.
