The article presents the results of research on the international distribution of power in the Middle East and North Africa (MENA). Applying the synthetic formal powermetric model, the international distribution of power (IDP) in three vectors (perspectives): economic, military and geopolitical has been obtained. The pole structure of IDP system in these three dimensions and its main determinants were defined. The research area covers the MENA states, as well as the United States and the Russian Federation as the external actors. The research results are relevant to the decisionmaking process of the political system of states directly or indirectly involved in international security in MENA.

W artykule przedstawiono wyniki badań dotyczących międzynarodowego rozkładu potęgi w krajach Bliskiego Wschodu i Afryki Północnej (MENA). Stosując syntetyczny formalny model potęgometryczny, uzyskano międzynarodowy rozkład potęgi (IDP) w trzech wektorach (perspektywach): ekonomicznym, wojskowym i geopolitycznym. Określono strukturę biegunową układu IDP w tych trzech wymiarach i określono jego główne determinanty. Obszar badawczy obejmuje państwa MENA, a także Stany Zjednoczone i Federację Rosyjską jako podmioty zewnętrzne. Wyniki badań odnoszą się do procesu decyzyjnego systemu politycznego państw bezpośrednio lub pośrednio zaangażowanych w bezpieczeństwo międzynarodowe w MENA.

Artykuł prezentuje własny model pomiaru potęgi państw (jednostek politycznych). W odróżnieniu od wielu innych propozycji, ma on charakter dedukcyjny i wysoce syntetyczny. Kolejną jego cechą jest możliwość kalkulacji wielkości pochodnych, opisujących parametry jakościowe mierzonej potęgi. Autor przywołuje też dwa odmienne modele sprzed kilkudziesięciu lat, które miały duże znaczenie w trakcie budowy własnego. Prezentowany model obejmuje następujące zmienne: zdolność do działań zbiorowych reprezentowana przez Produkt Krajowy Brutto (PKB), liczbę ludności, wielkość terytorium, wydatki wojskowe oraz liczbę żołnierzy w służbie czynnej. Pozwala on szacować trzy rodzaje potęgi: potęgę gospodarczą, potęgę militarną oraz potęgę geopolityczną. Obliczenia te mają na celu identyfikację i ocenę międzynarodowego układu sił – w przeszłości, teraźniejszości oraz w przyszłości. W celach ilustracyjnych zamieszczono wyniki obliczeń wielkości, oferowanych przez model. Całość rozważań mieści się w zakresie potęgometrii – nauki zajmującej się modelowaniem i pomiarami potęgi państw (jednostek politycznych).

This article presents the author’s own model for measuring the power of states(political units). Unlike many other proposals, it is deductive and highly synthesized. It also enables the calculation of the quantities of the derivatives referring to the quality parameters of the power under measurement. The author also refers to two different models first introduced several dozen years ago, which were of great importance to creating his own. The presented model includes the following variables: the capacity for collective action represented by Gross Domestic Product (GDP), population, size of territory, military expenditure, and the number of active-duty soldiers. It enables the estimation of three types of power: economic, military, and geopolitical. The resulting calculations are designed to identify and assess the international balance of power – past, present and future. For illustrative purposes, the products of these quantity calculations are presented within this article. All of the considerations fall within the scope of powermetrics, which is the science concerned with modeling and measuring the power of states (political units).

Artykuł przedstawia układ sił pomiędzy Organizacją Traktatu Północnoatlantyckiego a Organizacją Układu Bezpieczeństwa Zbiorowego w odniesieniu do interesów geopolitycznych obu sojuszy polityczno-wojskowych. W badaniach potęgi gospodarczej, wojskowej i geopolitycznej wykorzystano metody polskiej szkoły potęgometrycznej. Prezentowane wyniki badań oparto na aktualnych danych empirycznych. Konkluzje wskazują na ilościowe i jakościowe dysproporcje w układzie sił oraz oceniają ich wpływ na realizację interesów geopolitycznych obu organizacji

The paper examines the balance of power in relation to the security interests of the North Atlantic Treaty Organization (NATO) and the Collective Security Treaty Organization (CSTO). The economic, military (conventional) and geopolitical power of these two military alliances as well as their permanent member states are calculated according to the powermetric methodology and actually available data. It refers to a powermetrics as the applied science dealing with measurements, assessments and evaluation of public life participant’s (actors) power, particularly of states, and the modeling, simulation and forecast of relationship between them in global, regional and local dimension. Studying the ratio of power it has been estimated the abilities of the alliances to achieve their security interests.
