Artykuł zawiera dwie perspektywy ubóstwa i wykluczenia: globalną i polską. W perspektywie globalnej ubóstwo i wykluczenie dotyka wprawdzie całe regiony i kontynenty, ale jego ofiarami są: mniejszości, ludzie marginesu, ludzie pozbawieni wykształcenia i instrumentów zaradności psychicznej i rzeczowej. Cenną wartością poznawczą jest konstatacja, że ubóstwo i wykluczenie dotyka te kraje i regiony, które poddały się dyktatowi ideologii neoliberalnej. Polska, niestety, także ugrzęzła w okowach tej chorej ekonomicznie i społecznie strategii rozwoju. Na domiar złego mamy bardzo niewydolny system pomocy społecznej i opieki socjalnej. Rezultatem takich okoliczności jest to, iż polscy ludzie marginesu i ubóstwa są pozbawieni szans i będą dziedziczyć swoje wykluczenie i ubóstwo przez pokolenia. Źródłem i skutkiem takiej sytuacji jest to, iż największą grupą ubogich są w Polsce dzieci.

This paper deals with the issues of poverty and poverty-related exclusion on two levels: the global and the Polish. Even though on the global scale poverty and social exclusion afflict large areas and whole continents, the worst affected are generally found among members of various minority, disadvantaged and marginal groups, people with minimal or no formal education as well as the ones lacking in mental and material resourcefulness. It seems a valuable insight to point out that poverty and social exclusion afflict these countries and regions that yielded to the dictate of a neoliberal ideology. Poland, unfortunately, found herself among the countries under the stranglehold of this hapless strategy of economic and social development. On top of that we are smitten by a rather ineffective social welfare and security system. As a result of these factors in Poland those who may be counted among the members of marginalised and impoverished groups see themselves bereft of opportunities and will pass down poverty and social exclusion from generation to generation. Primary source as well as effect of this condition is the fact, that the most numerous group of impoverished persons in Poland are children
