Zmiany kierunków użytkowania gruntów ze szczególnym uwzględnieniem użytków rolnych w miastach powiatu poznańskiego w latach 2010 i 2020

The investment pressure observed in Poland contributes to changes in urban land use, which is particularly evident in the loss of agricultural land. In the literature, there are examples of studies carried out in this field in large cities in Poland, but in the case of smaller towns there is a lack of research. An important problem is to identify these changes in smaller towns. The aim of the study is to analyse the changes in the land use with a particular emphasis on the agricultural land in the cities of Poznan county in 2010 and 2020. In this period, the biggest changes occurred in Luboń, Swarzędz and Mosina. The area of agricultural land in these towns decreased by 17.5%, 10.0% and 9.5% respectively.

Obserwowana  w  Polsce  presja  inwestycyjna  przyczynia  się  do  zmian w użytkowaniu gruntów w miastach, co przejawia się zwłaszcza ubywaniem gruntów rolnych. W literaturze istnieją przykłady badań prowadzonych w tym zakresie na terenie dużych miast w Polsce, jednak w przypadku mniejszych miast badań brakuje. Ważnym problemem jest rozpoznanie tych zmian w mniejszych miastach. Celem opracowania jest analiza zmian w użytkowaniu gruntów ze szczególnym uwzględnieniem gruntów rolnych w miastach powiatu poznańskiego w latach 2010 i 2020. W tym okresie największe zmiany zaszły w Luboniu, Swarzędzu i Mosinie. Powierzchnia gruntów rolnych w tych miejscowościach zmniejszyła się odpowiednio o 17,5%, 10,0% i 9,5%.

Over the past dozens of years, due to the introduction of a new socio-economic system, the following changes have taken place and continue to take place within settlement units in suburban areas of large cities: land ownership, sustainability, type, size and shape of buildings, assurance of social and technical infrastructure as well as local social ties. New types of investments and economic activity have also emerged, which has ultimately contributed to the creation of new jobs.The aim of this paper is to present the changes taking place in rural districts of Poznan at the tum of the 20th and 21st centuries as a result of suburbanization. It has been noted that the transformations take place mainly in the morphology of rural settlements, in their spatial and compositional layout, however, the physiognomy of villages is also undergoing changes. Detailed research was conducted in the suburban area of the city of Poznan and it was centered around the countryside of Tarnowo Podgórne. Such a multi-scale approach (macro and micro) provides a fuller picture of changes in the spatial structure of rural units which are under the influence of a large urban center. The study includes selected aspects of the urbanization processes that have taken place in the district of Poznan in the years 1990-2007. Apart from issues related to the shaping of the population, the subject of the analysis also includes the changes in the surface of the built-up areas (building developments, service buildings, industrial buildings), which have been considered one of the most important manifestations of the processes of urbanization.

Przedmiotem analiz są przemiany, jakie dokonują się na obszarach wiejskich powiatu poznańskiego (szczególnie w obrębie wsi) na przełomie XX i XXI w. w wyniku procesu suburbanizacji. Badania przeprowadzono w strefie podmiejskiej miasta Poznania, koncentrując się na wsi Tarnowo Podgórne. W opracowaniu uwzględniono wybrane aspekty przebiegu procesów urbanizacyjnych, które dokonały się na terenie powiatu poznańskiego w latach 1990-2007. Poza zagadnieniami związanymi z kształtowaniem się liczby ludności, przedmiotem analizy były także zmiany w zagospodarowaniu przestrzennym.

Świadczą o tym tworzone w ostatnich latach trasy, jak również działania regionalnej organizacji – GEOpyry oraz nastawienie mieszkańców. Do przygotowania opracowania wykorzystano analizę literatury, źródeł internetowych związanych z geocachingiem oraz wyniki badań własnych zrealizowanych na potrzeby pracy magisterskiej za pośrednictwem kwestionariusza ankiety na próbie 355 mieszkańców powiatu poznańskiego, w okresie od października 2016 r. do marca 2017 r.

Postmodernizm ukazuje, że każda jednostka ma prawo do wartościujących sądów rzeczywistości. Jednocześnie żadna z nich nie posiada pewności prawdy. Spostrzeganie cechuje dokonywanie swego rodzaju uproszczeń oraz wydawanie na tej podstawie ocen. Podobnie jest w przypadku nauczycieli, którzy zwłaszcza podczas lekcji mają sposobność dostrzeżenia uczniów przejawiających postawę przedsiębiorczą. Wcześniej jednak nauczyciele muszą przyjąć określony katalog cech, aby bez trudu rozpoznać dobrze rokujących wychowanków. W wyniku badań poznano wizerunek ucznia przedsiębiorczego w poznańskich szkołach średnich. Dodatkowo ukazano, że przedsiębiorczość zawiera w sobie składowe, które oczekiwane są przez potencjalnych pracodawców.

Postmodernism shows that all individuals are entitled to value judgments of reality. At the same time, none of them can be certain of the truth. Perceiving is characterized by making some kind of simplifications and issuing opinions on this basis. The same applies to teachers, who have the opportunity to see pupils displaying an entrepreneurial attitude, in particular during classes. Before that, however, teachers must adopt a specific catalogue of features in order to recognize promising children without difficulty. The research revealed the image of an entrepreneurial pupil in Poznań secondary schools. Additionally, it was shown that entrepreneurship contains components that are sought after by potential employers.

The aim of the article is assessment of Poznan poviat local governments’ activity in obtaining the EU funding over the years 2004–2008. An attempt has been made to diagnose the role of the resources attainable within the Integrated Operational Programme of Regional Development in executing assignments undertaken by gminas. Analysis of the projects’ structure and an attempt of assessment of the activity, efficiency and effectiveness of the gminas’ authorities in Poznan poviat in obtaining financial aid within the IOPRD been made. IOPRD has been the most important device of regional policy in the first years of Poland’s membership in the European Union. What is more, the period of IOPRD’s functioning for local authorities has been a time of learning applying for the EU funding.

Celem artykułu jest ocena aktywności jednostek samorządu terytorialnego w powiecie poznańskim w zakresie pozyskiwania funduszy unijnych w latach 2004–2008. Podjęto próbę określenia roli środków, które można było pozyskać w ramach Zintegrowanego Programu Operacyjnego Rozwoju Regionalnego (ZPORR) w realizacji zadań podejmowanych przez gminy. Dokonana została analiza struktury projektów oraz próba oceny aktywności, skuteczności i efektywności władz gmin powiatu poznańskiego w pozyskiwaniu wsparcia finansowego w ramach ZPORR, który był najważniejszym instrumentem polityki regionalnej w pierwszych latach członkostwa Polski w Unii Europejskiej. W analizie zwrócono również uwagę na fakt, że okres funkcjonowania tego programu był dla władz samorządowych ważnym etapem nabierania doświadczeń w zakresie aplikowania o środki unijne.
