Opracowanie zawiera próbę spojrzenia na problem kwalifikacji organów wykonawczych jednostek samorządu terytorialnego z punktu widzenia historyczno-prawnego. Autor postawił sobie zadanie poddania analizie prawnej pozycji ustrojowej wójta z punktu widzenia wymogów kwalifikacyjnych w okresie międzywojennym, gdzie obowiązywały określone w przepisach prawa wymogi formalne i w obowiązującym stanie prawnym, gdzie nie występuje żaden wymóg formalny posiadania kwalifikacji w postaci określonego poziomu wykształcenia.

The Author has analyzed the legal acts relating to legal and formal qualifications of a candidate for a village-mayor in legal and comparative aspect. As a starting point the Author assumes solutions from the interwar period in Poland and refers it to current binding legislative solutions. The Author presents the opinion that the villagemayor, who manages in the rural borough issues and administers the heads of administrative rural borough units, in which in the vast majority the requirement of certain level of education is obligatory should also have certain level of formal and practical preparation.
