Określanie i wdrażanie priorytetów tematycznych w polityce naukowej i innowacyjnej w Polsce po 1989 roku

W artykule poddano analizie działania związane z określaniem i wdrażaniem priorytetów tematycznych w krajowej polityce naukowej i innowacyjnej po 1989 roku. W okresie tym opracowanych zostało kilkadziesiąt krajowych i regionalnych dokumentów strategicznych, w których przyjmowano różne założenia co do sposobu identyfi kowania i formułowania priorytetów tematycznych. W dokumentach tych wskazywano kilka lub kilkanaście priorytetów głównych (bardzo ogólnych), a w ramach każdego z nich – kilka lub kilkanaście priorytetów szczegółowych. Tak szerokie listy priorytetów rodzą wątpliwość co do istoty i celu priorytetyzacji. Przy defi niowaniu priorytetów posługiwano się różnymi kategoriami: od dziedzin nauki i technologii oraz sektorów przemysłowych po konkretne problemy badawcze lub rozwiązania technologiczne. Do porównania priorytetów tematycznych wykorzystano narzędzie EYE@RIS3 opracowane przez Instytut Perspektywicznych Studiów Technologicznych z siedzibą w Sewilli. Mimo różnych podejść do identyfi kowania i defi niowania priorytetów, analizowane dokumenty wskazywały te same lub zbliżone obszary tematyczne. Słabością priorytetyzacji był brak lub niski poziom środków przeznaczonych na fi nansowanie zidentyfi kowanych obszarów priorytetowych, stąd ich wyróżnienie miało głównie walor informacyjno-deklaracyjny.

The article presents the activities related to the identifi cation and implementation of the thematic priorities in the science and innovation policy in Poland after 1989. There were developed dozens of national and regional strategic documents indicating the thematic priorities in science and innovation during this period. The documents were based on various assumptions about the identifi cation and formulation of these priorities. They pointed out over a dozen of general priorities and related to them many specifi c priorities. The thematic priorities were defi ned at different levels of aggregation: from the fi elds of science and technology as well as industrial sectors to the specifi c research or technological areas and problems. To analyze these priorities the EYE@RIS3 tool developed by Institute for Prospective Technological Studies in Seville was used. Despite the different approaches, the analyzed documents indicate the same or similar thematic priorities. From the perspective of implementation, due to the lack or low level of resources allocated to their funding, most of them played mainly informational and declarative role.
