Polskie ustawy dotyczące gospodarki przestrzennej, opracowane i uchwalone w okresie transformacji ustrojowej (1994 i 2003) nie przyczyniły się, wbrew zamierzeniom, do tworzenia ładu przestrzennego i zapewnienia uporządkowanego rozwoju zagospodarowania kraju. Kolejne projekty i nowelizacje ustaw, wskazane skrótowo w artykule, nie przyniosły spodziewanej poprawy w tej dziedzinie. Stan ten był przedmiotem krytyki zarówno ze strony samorządów terytorialnych, jak i części środowiska fachowego. Należący do tej drugiej grupy autor uważa, że główną przyczyną peryferyzacji polskiej przestrzeni w ramach UE był i jest brak nawiązania w regulacjach ustawowych dotyczących gospodarki przestrzennej do doświadczeń i ustawodawstwa, funkcjonującego od ponad pół wieku w państwach „starej” UE, oraz ignorowania polityk dotyczących gospodarki przestrzennej formułowanych przez Komisję Europejską. Te ostatnie artykuł skrótowo przedstawia. Dla przełamania występujących tendencji do narastania chaosu w polskiej przestrzeni autor uznaje za niezbędne sformułowanie nowej ustawy. Obejmują one około 40 kluczowych zagadnień oraz zarysowują podstawowe tezy dotyczące każdego z nich; powinny one stać się przedmiotem dyskusji. Artykuł wskazuje również krytyczne kierunki przygotowania projektu nowej ustawy. Wybrana bibliografia obejmuje około 40 pozycji.

The Polish spatial economy regulations, prepared and approved during the period of systemic transformations (in 1994 and 2003) failed to contribute, contrary to expectations, to the development of spatial order and the assurance of the country's ordered economic development. Subsequent drafts and amendments of the laws, indicated briefly in the paper, did not improve the situation either. The current legal status became the object of criticism by both local governments and some experts. The author, who belongs to the latter group, thinks that the main reason of the peripheral nature of the Polish space within EU was and has been in the Polish regulations on spatial economy lack of reference to the experiences and laws that have been operating for over fifty years in the "old EU" countries, not to mention ignorance of the spatial economy policies formulated by the European Commission. The latter are briefly presented in the paper. To overcome the tendencies of increasing chaos in the Polish space, the author recognises that it is indispensable to formulate a new law. His proposals include about forty key issues and indicate basic premises for each of them for further discussions. The paper also points out critical directions of the new bill preparation. Selected bibliography contains about forty items.
