Prognoza skutków finansowych uchwalenia miejscowego planu zagospodarowania przestrzennego powinna stanowić element wspomagający proces decyzyjny w zakresie gospodarki przestrzennej w gminie. Prognoza ta powinna odpowiadać przede wszystkim na podstawowe pytanie: czy realizacja ustaleń miejscowego planu zagospodarowania przestrzennego jest rentowna ekonomicznie z punktu widzenia budżetu gminy? Oprócz prognozowanych wpływów i wydatków gminy w ww. zakresie prognoza powinna przedstawiać bilans skutków finansowych, który jest kluczowym elementem tego dokumentu. Co do okresu czasowego prognozowania nie istnieją żadne wytyczne. W praktyce można spotkać prognozy skutków finansowych obejmujące okres 3, 5 roku, jak i 10, czy nawet 20 lat, co w ocenie autora jest okresem za długim. W niniejszym artykule przedstawione zostały rozważania nt. przyjmowania odpowiedniego okresu czasowego prognozowania skutków finansowych uchwalenia miejscowego planu zagospodarowania przestrzennego, w oparciu m.in. o analizę praktyki sporządzania prognoz skutków finansowych.

The forecast of the financial consequences of the adoption of the local spatial development plan should be an element supporting the decision-making process in the area of spatial management in the commune. This forecast should primarily answer the basic question: is the implementation of the local spatial development plan economically viable from the point of view of the commune's budget? In addition to the forecasted receipts and expenses of the municipality in the above the forecast should present a balance of financial consequences, which is a key element of this document. There are no guidelines for the time period of forecasting. In practice, you can see forecasts of financial consequences covering the period of 3, 5 years, as well as 10 or even 20 years, which in the author's opinion is a period too long. This article presents considerations on the adoption of an appropriate period of time forecasting the financial consequences of the adoption of a local spatial development plan, based, inter alia, on o analysis of the practice of preparing financial forecasts.
