Tekst ten został poświęcony europejskiej polityce regionalnej, nazywanej także polityką spójności, będącej drugą pozycją wydatków budżetowych Unii Europejskiej oraz najważniejszym źródłem transferów finansowych na rzecz Polski. Polityki i budżet Unii Europejskiej są programowane w wieloletnim horyzoncie czasowym, obecny dotyczy lat 2007-2013, a na temat rozwiązań kolejnego rozpoczynającego się po roku 2013 okresu prowadzony jest ożywiony międzynarodowy dialog profesjonalno-naukowy. W opracowaniu przedstawiono: dotychczasowy przebieg dyskusji nad polityką regionalną Unii Europejskiej po roku 2013, rosnące znaczenie wymiaru terytorialnego, który obok wymiaru gospodarczego i społecznego zyskuje rangę traktatową, najważniejsze tezy przedstawionej przez Komisję Europejską jesienią 2008 roku Zielonej Księgi w sprawie spójności terytorialnej, wpływ kryzysu społeczno-gospodarczego na reformę europejskiej polityki spójności, a także inne ważne tematy dotyczące reformy europejskiej polityki regionalnej, takie jak zmiany klimatyczne, przebieg procesów demograficznych czy konsekwencje globalizacji.

The paper concerns European regional policy, called also cohesion policy, which constitutes the second largest items of the EU budgetary spending and is the major source of financial transfers benefiting Poland. The Union’s policies as well as its budget are both long-term planned, with the current time span of 2007-2013. A heated debate is underway now, involving both scientists and professionals so as to develop solutions for the period of time after 2013. The research paper thus presents: the so-far course of discussion on the EU regional policy after 2013, growing importance of regional issue that along with economic and social ones are gaining importance to be covered by treaties, major theses in the Green Charter presented by the European Commission in autumn 2008 regarding regional cohesion, the impact of socio-economic crisis on reforming the European cohesion policy as well as other important matters concerning the European regional policy, such as: climate change, nature of demographic processes and consequences of globalisation.
