Proceduralno-administracyjne aspekty uruchomienia funduszy polityki spójności UE w Polsce

Pytanie o termin uruchomienia środków unijnych w Polsce każą zastanowić się nad oprzyrządowaniem administracyjnym funduszy unijnych. Rozpoczęcie wdrażania programów operacyjnych wiąże się z koniecznością spełnienia wielu wymogów proceduralnych, co wymaga podjęcia decyzji o charakterze administracyjnym, jak i opracowania procedur ich realizacji. Celem artykułu jest krytyczna analiza dotychczas sformułowanych warunków proceduralno-administracyjnych uruchomienia w Polsce unijnych środków polityki spójności i próba sformułowania uwag adekwatnych do sytuacji w latach 2014-2020. Na postawie przeprowadzonych rozważań można stwierdzić, że uproszczenia przewidziane na lata 2014-2020 w systemie wdrażania środków unijnych w Polsce będą miały niestety ograniczony wpływ na praktykę realizacji programów operacyjnych.

Questions about the actual start date of the EU funds in Poland bid to reflect on the actual dimensions of the necessary administrative instrumentation of funds. Meanwhile, the start of the implementation of programmes associated with the fulfilment of a number of procedural requirements, what requires a decision of the administrative nature, develop procedures for the system implementation of operational programmes. The aim of this paper is, therefore, a critical analysis of the previously formulated procedural and administrative conditions for the mobilisation of the EU cohesion policy funds in Poland. Based on the considerations it can be concluded that the simplifications provided for the period 2014-2020 in the implementation system of EU funds in Poland will have a limited impact on the practice of implementation of operational programmes.

W artykule podjęto problematykę przygotowania studentów kierunku pedagogika przed-szkolna i wczesnoszkolna do zagadnień związanych z programowaniem we wczesnej edukacji dziecka. W związku ze zmianami w zapisach podstawy programowej konieczne stało się meryto-ryczne i metodyczne doskonalenie w tym zakresie, zarówno przyszłych, jak i aktywnych już za-wodowo nauczycieli.

The paper discusses issues related to preparing students of pre-school and early school educa-tion to deal with issues related to programming in early childhood education. Due to recent chang-es in provisions of the core curriculum, it has become necessary for teachers, those already in the profession and those entering it, to develop their skills and competencies.

Nowa podstawa programowa z dnia 14 lutego 2017 r. wprowadza naukę programowania już od I etapu edukacji. Z tego powodu wielu nauczycieli uczących na tym etapie edukacji poszukuje nowych rozwiązań umożliwiających realizację tej części podstawy programowej. W artykule zaprezentowane zostały nowatorskie platformy, które mogą z powodzeniem być zastosowane do nauki podstaw programowania wśród dzieci z klas I–III szkoły podstawowej.

The new core curriculum from February 14, 2017 introduces learning programming in the first stage of education. For this reason, many teachers who are teaching at this stage of education are looking for new solutions enabling the implementation of this part of the core curriculum. The article presents innovative platforms that can be successfully used to learn the basics of program-ming among children from grades I–III of primary school.
