Powiaty legnicki i jeleniogórski są szczególnie narażone na powodzie i podtopienia ze względu na położenie geograficzne, ukształtowanie terenu, przepływające rzeki. Podstawowe rodzaje zagrożeń występujące na obszarach tych powiatów to powodzie opadowe (głównie w okresie od maja do września), roztopowe (od drugiej połowy lutego do pierwszej dekady kwietnia) i powodzie zatorowe (styczeń, luty). Najbardziej narażone na powodzie i podtopienia w powiecie legnickim są gminy: Prochowice, Kunice i Krotoszyce. W ostatnich latach z powodzią powiat legnicki zmagał się w maju i czerwcu 2010 r. Największe straty poniosła gmina Prochowice. W powiecie jeleniogórskim wylewami rzek zagrożone są gminy: Piechowice (rzeka Kamienna), Janowice Wielkie i Jeżów Sudecki (rzeka Bóbr), Podgórzyn (rzeka Podgórzyn). Powódź i podtopienia nawiedziły powiat jeleniogórski na przełomie czerwca i lipca 2009 r. Podtopienia wystąpiły w 2010 r.

Legnicki and jeleniogórski counties are especially exposed to floods and flooding due to their geographical location, relief and flowing rivers. The basic types of the threats that occur within the area of these counties are rain floods (mostly from May to September), thaw floods (from the second half of February to the first decade of April) and ice – jam floods (January, February). In legnicki county, the communes that are subject to floods and flooding the most are: Prochowice, Kunice and Krotoszyce. In recent years, legnicki county struggled with the flood in 2010, in May and June. Prochowice commune that suffered the heaviest losses. In jeleniogórski county, the communes that are subject to river floods are: Piechowice (the Kamienna river), Janowice Wielkie and Jeżów Sudecki (the Bóbr river), Podgórzyn (the Podgórna river). Floods and flooding descended on jeleniogórski county at the turn of June and July 2009. Flooding occurred in 2010.
