The purpose of this text is to present the situation in Polish education after the changes introduced on September 1, 2017, with particular emphasis on the status of the teacher as an employee. The new regulations became the essence of the conflict between education workers and the government, leading to a nationwide strike of education staff, which took place in April and May 2019. The article discusses the changes and problems that the directors of educational institutions and teachers had to face in the context of new regulations in the education system, principles of employing and remunerating teachers and operating trade unions representing teachers’ employee interests. The article presents the causes of the conflict that led to the strike action, discusses its course, presents the stages of the negotiations and attempts to assess the consequences of the strike. The collected and structured information can be especially valuable for people who are not professionally related to education. They will allow anyone interested to get to know the inside out problem and will be helpful in objectively assessing teachers’ requests. The study mainly used press publications on the teachers’ strike, normative acts, commentaries on acts, and also made use of own research.

Celem niniejszego tekstu jest przedstawienie sytuacji w polskiej oświacie po zmianach wprowadzonych 1 września 2017 roku, ze szczególnym uwzględnieniem statusu nauczyciela jako pracownika. Nowe regulacje stały się istotą konfliktu między pracownikami oświaty i rządem, doprowadzając do ogólnopolskiego strajku kadr oświaty, który miał miejsce w kwietniu i maju 2019 roku. W artykule omówiono zmiany i problemy, z którymi zmuszeni byli zmierzyć się dyrektorzy placówek oświatowych oraz nauczyciele w kontekście nowych regulacji w systemie edukacji, zasad zatrudniania i wynagradzania nauczycieli oraz działających organizacji związkowych reprezentujących interesy pracownicze nauczycieli. W artykule przedstawiono przyczyny konfliktu, który doprowadził do akcji strajkowej, omówiono jej przebieg, przedstawiono etapy negocjacji oraz podjęto próbę oceny skutków strajku.Zebrane i uporządkowane informacje mogą być szczególnie cenne dla osób, które nie są związane zawodowo z oświatą. Pozwolą każdemu zainteresowanemu poznać problem „od podszewki” i będą pomocne w obiektywnej ocenie żądań nauczycieli. W pracy wykorzystano przede wszystkim publikacje prasowe dotyczące strajku nauczycieli, akty normatywne, komentarze do ustaw, posiłkowano się także własnymi badaniami.
As argued by the literary critic Margaret Russett, Percival Everett “unhinges ‘black’ subject matter from a lingering stereotype of ‘black’ style [and] challenges the assumption that a single or consensual African-American experience exists to be represented.” The author presents such a radical individualism in his most admired literary work published in 2001. In Erasure, Thelonious ‘Monk’ Ellison, the main character and narrator of the book, pens a stereotypically oriented African American novel that becomes an expression of “him being sick of it;” “an awful little book, demeaning and soul-destroying drivel” that caters for the tastes and expectations of the American readership but, at the same time, oscillates around pre-conceived beliefs, prejudices, and racial clichés supposedly emphasizing the ‘authentic’ black experience in the United States. Not only is Erasure about race, misconceptions of blackness and racial identification but also about academia, external constraints, and one’s fight against them. The present article, therefore, endeavors to analyze different forms of resistance and protest in Percival Everett’s well-acclaimed novel, demonstrating the intricate connections between the publishing industry, the impact of media, the literary canon formation and the treatment of black culture.
The article analyzes the attitude of the Bulgarian population against immigrants, which is expressed in its protest activities, in the media, scientific and other public appearances of celebrities. Furthermore, analyzes attitudes towards the problems with immigrants of the main Bulgarian political parties
On every TV channel news are showed in different way, even if they are simply the same. Depending on the channel, informations are given to a recipient in neutral way or underline their opinion.The Polsat News showed the news without its point of view, but The TVN stations did it from the citizens approval. Opposite side of an opinion had the TVP channel. TV TRWAM focused its attention on the anniversary of the introduction of martial law. Every TV Station uses different methods of presenting informations.
W niniejszym tekście przedstawiono przegląd wybranych badań opisujących polityczne znaczenia estetyki karnawału. Celem artykułu było wskazanie możliwych konsekwencji karnawalizacji protestu, począwszy od stosowania karnawałowego repertuaru w celu generowania zainteresowania mediów i mobilizowania uczestników, a skończywszy na efekcie osłabienia politycznej wymowy tych ruchów społecznych, które wykorzystują opisywane w tekście taktyki. Zdaniem autora w wielu przypadkach niemożliwe jest oddzielenie stosowanej taktyki od przesłania ruchów społecznych, dlatego też badanie skuteczności stosowania karnawalizacji protestu powinno uwzględniać także przeobrażenia tożsamości zbiorowej i celów definiowanych przez protestujących.

The article provides an overview of selected studies describing the political significance of carnival aesthetics. The purpose of the article was to identify the possible consequences of carnivalization of protest such as: the usage of carnival repertoire for gathering media attention and participants mobilization, the effect of reduction of the political meaning with using the carnival tactics. According to the author, it is impossible to derive the tactics from the political meaning of social movements, hence the study of the efficacy of protest carnivalization should also consider the transformation of collective identity and goals defined by the protesters.
The article is an attempt to present the growing importance of feud politics as an area beyond institutional politics. The issue discussed in the article seems to be up to date, especially in the context of modern day representative democracy crisis. It is possible to say that contestation policy is a connection of sorts between institutional politics and the society and it is a sign of taking public action parallel to traditional politics. The validity of this thesis is dependent, though, on the acceptance of the specific definition of politics itself, as well as definitions of feud and protest politics. The most accurate approach in this matter seems to be the subjectoriented one. It can be said without doubt that contestation politics is becoming an important part of institutional politics which cannot be omitted. This can be seen not only in the growing number of contestation actions, but also in the engagement of the country in this kind of politics. It seems that the perspective accepted in the article allows for further analysis of the subject, which would include such elements as: political behavior and actions, political process, or some models of group politics.
Globalną falę protestów i rewolucji, której punktem kulminacyjnym był rok 2011, można uznać za zjawisko o wielorakich konsekwencjach geopolitycznych, społecznych i kulturowych. Celem artykułu jest analiza głównych przyczyn mobilizacji, celów protestujących oraz mechanizmów globalnego rozprzestrzeniania się podobnych repertuarów kontestacji, ram interpretacyjnych, symboli, i sloganów. Refleksja zawarta w artykule obejmuje elementy analizy porównawczej, której celem jest uchwycenie głównych mechanizmów przyczynowych. W procesie wyjaśniającym odwołuję się do koncepcji dyfuzji, kultury światowej oraz analizy ramowej. Efektem są generalizacje historyczne na temat głównych mechanizmów dynamiki współczesnej mobilizacji globalnej.

Global wave of protests and revolutions, which climaxed in 2011, can be considered as the phenomenon of multiple geopolitical, social and cultural consequences. The purpose of the article is to analyze the main causes of the mobilization, goals of the protesters and mechanisms of the global spread of similar repertoires of contestation, interpretative frames, symbols and slogans. Reflection presented in the paper includes elements of the comparative analysis, the aim of which is to capture the major causal mechanisms. I referred to the concept of the diffusion, the world culture and frame analysis. Historical generalizations about the main mechanisms of the dynamics of contemporary global mobilization is the result.

From the Arab Spring to the Umbrella Revolution, the last cycle of citizen protests has widely shared the strategy of occupying public spaces through the settlement of protest camps. Although one might imagine a homogeneous unity amongst the protesters, these encampments have been the scenario of multiple inner conflicts in relation with different vectors of oppression. This article discusses the conflicts faced and the coalition-building developed by queer activists in different encampments, with a focus on the relation between the occupation of queer spaces and the space of the protest as a whole. The Foucauldian concept of heterotopia is used here as a guide in order to understand the ambivalences and inner tensions of the space of the protest without losing, nor idealizing, the utopian impulse of these movements.
Artykuł rozpoczyna się od rekonstrukcji dyskursu o kryzysie demokracji i reakcji wywoływanych przez ten rodzaj narracji. Następnie omówiono ideę protestu miejskiego, wskazując na dwoiste oblicze obywateli miasta i ambiwalentne reakcje miast na zjawisko dekapilaryzacji władzy. Aby ukazać złożoność i różnorodność opisywanego zagadnienia, autor przywołuje przykłady miejskiego populizmu i reakcji na to zjawisko (między innymi w miastach Polski, Kanady, Włoch, Holandii, Niemiec). Autor w tekście wskazuje, że odpowiedź miast na populizm i kryzys demokracji wzmacnia lub osłabia tendencje autorytarne, zarówno w przypadku działań instytucjonalnych (związanych z tworzeniem i realizacją lokalnej polityki), jak i pozainstytucjonalnych (związanych ze sferą aktywizmu mieszkańców).

In the article, a reconstruction of the crisis of democracy discourse and the reactions to this narration is laid out. Based on this reconstruction, the idea of urban protest is discussed. The dual face of the urban citizenry and ambivalent reactions of cities to the phenomenon of decapillarisation of power are discerned. Several case studies of urban populism (from the cities in Poland, Canada, Italy, Netherlands, Germany) and reaction to it are presented and analyzed in order to demonstrate the complexity and diversity of the problem. The author stipulates that the response of cities to populism and the crisis of democracy may strengthen or weaken authoritarian tendencies both at the level of institutional activities (related to the creation and implementation of local policies) and at the non-institutional level (related to the sphere of activism).
Artykuł dotyczy protestu organizowanego przez rodziców, opiekunów, osoby z niepełnosprawnościami i ich sympatyków w gmachu Sejmu RP w 2018 roku. Trwał on 42 dni i był wspierany regularnie przez „mniejsze” protesty organizowane przed budynkiem Sejmu oraz sporadycznie w kilku miastach Polski. Był to drugi ogólnopolski protest ruchu rodziców osób niepełnosprawnych (RON) w polskim parlamencie – pierwszy odbył się w 2014 roku (artykuł również odnosi się do tego wydarzenia). Opracowanie ma na celu przedstawienie i omówienie zjawiska protestu w 2018 roku na dwóch płaszczyznach. Na poziomie mikro zrekonstruowano znaczenie protestu dla jego uczestników i sympatyków. Przedstawiono indywidualne motywacje, postawy wobec protestu, subiektywne postrzeganie całej akcji oraz jej miejsca w życiu uczestników i sympatyków. Na drugim poziomie (zbiorowym) protest ulokowano wśród innych działań prowadzonych przez formalne i nieformalne grupy oraz organizacje osób niepełnosprawnych lub działające w ich imieniu. Zidentyfikowano także zyski i straty protestu, zwłaszcza z subiektywnej perspektywy uczestników. Zastosowano podejście jakościowe, które obejmowało przeprowadzenie indywidualnych pogłębionych wywiadów z uczestnikami i sympatykami protestu. Uczestnicy badania zostali wybrani według celowego schematu doboru próby. Ogólny przegląd wyników pokazuje, że chociaż nie ma znaczących różnic w opiniach opiekunów na temat konieczności protestu, to różne są opinie na temat jego przebiegu. Protest pokazał, że środowisko opiekunów osób z niepełnosprawnościami jest heterogeniczne. Krótki przegląd literatury nie wyjaśnia, czy był to protest rodziców, czy osób niepełnosprawnych. To zamieszanie pokazuje, że mimo protestów nadal istnieje tendencja do postrzegania rodziców (opiekunów) i osoby z niepełnosprawnością jako nierozłącznej całości.

The paper tackles the phenomenon of a protest organized by parents, care providers, persons with disabilities, and supporters in the building of the Polish Parliament in 2018. It was held for 42 days and supported regular protests organized in front of the building as well as, occasionally, in several Polish cities. It was the second nationwide protest by the movement of parents of people with disabilities in the Polish Parliament, and the first one took place in 2014. The article also refers to those events. The paper aims at presenting and discussing the protest phenomenon in 2018 at two levels. At the micro-level, we reconstruct the protest’s meaning for its participants and supporters. Here, we present individual motivations, attitudes toward the protest, and the subjective perception of the whole action, as well as its place in the participants’ and supporters’ lives. At the second level (collective), we locate the protest among other activities carried out by formal and informal groups and organizations of people with disabilities, or acting on their behalf. We also identify gains and losses of the protest, especially from the subjective perspective of the participants.
Spory wokół „siły liczb” demonstracji ulicznych przekraczają granice akademickich rozważań o sukcesie lub porażce frekwencyjnej. Zaniżanie lub zawyżanie liczby demonstrantów należą do stałego repertuaru narracji wokół polityki protestu. Równoczesność demonstracji, rozgrywających się w wielu miejscowościach i przestrzeniach zmienia charakter tych dyskusji i wymaga nowego ujęcia. W pierwszej części artykułu przywołano koncepcje teoretyczne, w których istotne są parametry frekwencji i liczebności. Autor wprowadza pojęcie demonstracji równoczesnych, wskazując na ich cechy: spontaniczność, konwergencję, integrację, multiplikację i multiskalarność. W odniesieniu do protestów przeciwko zaostrzeniu prawa aborcyjnego w Polsce, w 2020 roku, autor wskazuje możliwe sposoby badania demonstracji równoczesnych, odwołując się do danych z województwa zachodniopomorskiego. Dane te wskazują, że siła liczb nie oznacza wyłącznie frekwencji w skali miasta, ale jest sumą wynikającą z multiplikacji demonstracji w różnych lokalizacjach i niekwantyfikowanych cech, takich jak „nowość” roszczeń w przestrzeni miejscowości. Całość dopełnia dyskusja, w której przedstawiono kwestie nierozwiązane w dotychczasowych badaniach.

The argument about street demonstrations that the ‘power is in numbers’ in common not only inside the academy. Opinions on the success or failure, the under- or over-estimation of demonstrators, are part of the popular narratives around the politics of contention. The simultaneity of demonstrations, taking place in multiple locations, changes these discussions significantly. In the first part of the article the theoretical conceptualizations of turnout and numbers in protests are recalled. The author introduces the concept of simultaneous demonstrations, pointing to their features such as spontaneity, convergence, integration, multiplication and multiscalarity. Taking the case of the protests against restrictive abortion law in Poland, in autumn 2020, the author indicates possible ways of studying simultaneous demonstrations. The data from Zachodniopomorskie voivodeship show that ‘power in numbers’ does not mean only the turnout, but also refers to the multiplication of demonstrations and to non-quantified features, such as the ‘novelty’ of the claims. In the conclusions, the issues unresolved in previous research are discussed.
Celem artykułu jest określenie roli organizacji założonych przez opozycję parlamentarną na Euromajdanie. Opozycja polityczna podczas Euromajdanu utworzyła Sztab Sprzeciwu Narodowego oraz Zjednoczenie Ogólnoukraińskie „Majdan”. W perspektywie długofalowej miały one stać się narzędziem opozycji w nadchodzących wyborach prezydenckich. Z kolei w perspektywie krótkofalowej miały koordynować działania protestujących podczas Euromajdanu w całej Ukrainie. Dla osiągnięcia celu badawczego zostały zastosowane następujące metody: historyczna, systemowa, studium przypadku.

The aim of this article is to define the role of the organisations established by the parliamentary opposition during the Euromaidan. The political opposition created the National Resistance Headquarters and the All-Ukrainian Union “Maidan” at that time. In the long term, they were supposed to become a tool for the opposition in the upcoming presidential elections. In the short term, in turn, they were to coordinate the actions of protesters during the Euromaidan throughout Ukraine. In order to achieve the research objective, the historical, systemic, and case study methods were used.
The purpose of this article is to determine the political conditions of the amendments introduced to the Constitution of Ukraine regarding the modification of the form of rule: 1) to establish the motives of political subjects that aimed at introducing amendments to the Ukrainian Constitution; 2) to grasp the specific political situation in which the modification of the form of rule in Ukraine took place. The following thesis has been examined: 1) that it were the presidents Leonid Kuchma (1994-2005) and Viktor Yanukovych (2010-2014) who had particular aspirations to modify the semi-presidential form of rule introduced in 1996 in Ukraine; 2) that introducing amendments to the Constitution of Ukraine regarding the modification of the form of rule was the result of a political compromise made between the government and the opposition during the socio-political protest in 2004 (the so-called Orange Revolution) and the mass anti-government protest in 2014 (Euromaidan).

Celem artykułu jest określenie uwarunkowań politycznych dokonywania zmian Konstytucji Ukrainy w zakresie modyfikacji formy rządów: 1) ustalenie motywów podmiotów politycznych dążących do wprowadzenia zmian do Konstytucji Ukrainy; 2) ujęcie specyfiki sytuacji politycznej, w której modyfikowano formę sprawowania rządów na Ukrainie. Sformułowane zostały następujące założenia: 1) szczególne aspiracje w zakresie modyfikacji półprezydenckiej formy rządów wprowadzonej na Ukrainie w 1996 r. wykazywali prezydenci Leonid Kuczma (1994-2005) oraz Wiktor Janukowycz (2010-2014); 2) wprowadzenie zmian do Konstytucji Ukrainy w zakresie modyfikacji formy rządów było efektem kompromisu politycznego zawartego pomiędzy władzą a opozycją podczas protestów społeczno-politycznych w 2004 r. (tzw. pomarańczowa rewolucja) oraz w trakcie masowych antyrządowych protestów w 2014 r. (Euromajdan).
Celem artykułu było ustalenie głównego zadania, jakie zamierzali zrealizować liderzy opozycji parlamentarnej uczestniczący w negocjacjach z władzą podczas Euromajdanu. Podczas przeprowadzenia badania zostały zastosowane następujące metody: historyczna, analiza danych zastanych, case study. W podsumowaniu udało się ustalić, że głównym zadaniem, które stawiała przed sobą opozycja parlamentarna w negocjacjach z władzą, było przywrócenie redakcji Konstytucji z 2004 r., która ograniczała kompetencje prezydenta wobec władzy wykonawczej i zwiększała w tym zakresie uprawnienia parlamentu.

Książka Sivy Vaidhyanathana "Antisocial Media. Jak Facebook oddala nas od siebie i zagraża demokracji" z pewnością posiada swoje wady, jest ich jednak mniej niż oczywistych plusów. Należy do nich precyzyjne wypunktowanie szkód, które Facebook wprowadził w życie społeczne i polityczne. Ta lista zostaje zaprezentowana w siedmiu rozdziałach: Machina przyjemności, Machina inwigilacji, Machina uwagi, Machina dobra, Machina protestu, Machina polityki, Machina dezinformacji, które recenzja omawia, skupiając się na wybranych, najważniejszych zdaniem autora, problemach.
We analyse the activities of the Agrounia movement using the resource mobilization theory. Using Protest Event Analysis as research method we test the assumption that one of the main resources of rural social movements is the nature of leadership, and structural factors are an important constraint on resource mobilization. Geographical data on protests are processed on two levels of administrative divisions. Agrounia located its protests in locations with two features. First of all, they were important from the point of view of communication routes. Secondly, the participants, as a result of structural mobilization opportunities, live and work relatively close to the place of action.

Działalność ruchu Agrounia analizujemy przy użyciu teorii mobilizacji zasobów. Zakładamy, że jednym z głównych zasobów wiejskich ruchów społecznych (WRS) jest charakter przywództwa, a czynniki strukturalne stanowią ważne ograniczenie w mobilizacji. Stosowaną metodą badawczą jest analiza wydarzeń o charakterze protestu (Protest Event Analysis). Ujęcie geograficzne pokazuje, że rozproszenie ludności wiejskiej stanowi ważne ograniczenie w mobilizacji. Dane geograficzne na temat protestów analizujemy na poziomach wojewódzkim i powiatowym. Swoje protesty Agrounia lokowała w punktach posiadających dwie cechy. Po pierwsze, musiały to być istotne miejsca z punktu widzenia szlaków komunikacyjnych. Po drugie, uczestnicy powinni mieć względnie blisko do miejsca akcji i jest to warunek wynikający ze strukturalnych możliwości mobilizacyjnych.
The International American Studies Association is dismayed to see the explosion of anger, bitterness and desperation that has been triggered by yet another senseless, cruel and wanton act of racialized violence in the United States. We stand in solidarity with and support the ongoing struggle by African Americans, indigenous peoples, ethnic minorities, migrants and the marginalized against the racialized violence perpetrated against them. As scholars of the United States, we see the killing of George Floyd and many before them as acts on the continuum of the history of the powerful committing racialized violence against the powerless in the United States from before the birth of that country to the here and now of the present day. This continuum stretches from the transatlantic slave trade, the genocide of the indigenous population, the denial of rights and liberties to women, through the exploitation of American workers, slavery and Jim Crow, to the exclusion and inhumane treatment of the same migrants who make a profit for American corporations and keep prices low for the U.S. consumer. As scholars of the United States, we are acutely aware of how racialized violence is systemic, of how it has been woven into the fabric of U.S. society and cultures by the powerful, and of how the struggle against it has produced some of the greatest contributions of U.S. society to world culture and heritage. The desperate rebellion of the powerless against racialized violence by the powerful is in turn propagandized as unreasonable or malicious. It is neither. It is an uprising to defend their own lives, their last resort after waiting for generations for justice and equal treatment from law enforcement, law makers, and the courts. In too many instances, those in power have answered such uprisings with deadly force-and in every instance, they have had alternatives to this response. We are calling on those in power and the people with the guns in the United States now to exercise their choices and choose an alternative to deadly force as a response to the struggle against racialized violence. You have the power and the weapons-you have a choice to do the right thing and make peace. We are calling on U.S. law makers to listen and address the issues of injustice and racialized violence through systemic reform that remakes the very fabric of the United States justice system, including independent accountability oversight for law enforcement. We are calling on our IASA members and Americanists around the world to redouble their efforts at teaching their students and educating the public of the truth about the struggle against racialized violence in the United States. We are calling on our IASA members and Americanists around the world to become allies in the struggle against racialized violence in the United States and in their home societies by publicizing scholarship on the truth, by listening to and amplifying the voices of black people, ethnic minorities and the marginalized, and supporting them in this struggle on their own terms. We are calling on all fellow scholarly associations to explore all the ways in which they can put pressure with those in power at all levels in the United States to do the right thing and end racialized violence. Unlike four decades ago, today-safe in our privilege-we, Poles, are allowed to protest. Irrespective of the brutality of the riot police and despite evident instances of the abuse of justice, the consequences of participation in peaceful demonstrations are incomparably less tragic than it was the case in the early 1980s. And yet it would be impossible not to notice the profundity of the yawning abyss between the palpable reality of desperate acts of self-immolation and the safety of Facebook-based philippics, between the individual tragedies of dying hunger strikers and the “intimate revolts” of those who-having much too much to lose-speak out against the collapse of essential values in the serene sanctuary of their homes. The tragedy of the irony of the self-fashioned righteousness seems to match the irony of the real tragedies: the (post)modern hamartia seems to be well illustrated by the difference between two musical interpretations of Ernest Bryll’s disconcerting protest song “I Still Carry My Poems,” first arranged and performed in the 1980s by Tomek Opoka, and then reinterpreted and reinvented in 2009 by the Banana Boat, whose version was included in an album created by Piotr Bakal in memory of the blind bard. The present reflections, therefore, address the phenomenon of the ironic protest, in which self-made heroes thrive, and tragic protesters become invisible, their humanity transformed into an icon.
