This paper presents the results of a study that investigated the attitudes of civil servants in public administration units in Slovenia regarding corruption at work. The results show that civil servants employed in public administration units take corruption seriously. The employees' perceptions of corruption and their willingness to report the offender are closely connected to their opinion on how others - their colleagues - perceive it (i.e., how serious they find corruption and whether they are willing to report the offender). There are important gender differences regarding the perceptions of corruption, as well as differences in the function they have and their membership in organizational units. The authors conclude that it is necessary to develop and strengthen the feelings of the employees' security and increase the link between perceiving corruption and one's own judgment of the seriousness of corruptive behaviour, as well as to decrease the tolerance regarding corruption.
Sprawne i skuteczne zarządzanie edukacją w organizacji stanowi jeden z podstawowych wyznaczników jej efektywności. Zasoby ludzkie organizacji postrzega się jako źródło przewagi konkurencyjnej oraz podstawowy składnik jej aktywów. Aktualnie pracowników funkcjonujących w jednostkach administracji publicznej, w tym szczególnie samorządowej powinna cechować samodzielność i innowacyjność; tak istotna w zmiennym bądź burzliwym otoczeniu. Pojawia się zapotrzebowanie na kompetencje coraz bardziej złożone o dużej dynamice zmian. Wzrastają zatem wymagania wobec funkcji edukacji i rozwoju w jednostkach administracji publicznej. Artykuł ten zawiera podstawowe elementy składające się na zarządzanie edukacją w organizacji oraz ich opisy umożliwiające opracowanie procedury zarządzania edukacją w dowolnej jednostce administracji publicznej. Punkt wyjścia (pierwszy etap) stanowi holistycznie ujęta analiza potrzeb edukacyjnych; obejmująca sprecyzowanie celów, analizę potrzeb edukacyjnych w odniesieniu do całej organizacji, zespołu i jednostki oraz charakterystykę metod analizy potrzeb. Metody analizy rozpatruje się tu w aspekcie operacjonalizacji planów strategicznych a także przeglądu efektów i rozwoju oraz analizy stanowisk pracy, ról i zakresów kompetencji. Analizy te prowadzą do opisów warunków nauki adresowanych do konkretnego pracownika (indywidualizacja kształcenia). Kolejny etap, programowanie procesów edukacyjnych i rozwoju zawiera konkretne wskazówki umożliwiające sterowanie tymi procesami, w tym rodzaje programów edukacyjnych, podstawowe procesy uczenia się i metody szkolenia. Ostatni etap, ocena szkolenia jest syntetycznym przedstawieniem czterech poziomów oceny szkoleń wraz z ich zastosowaniami w nowoczesnych organizacjach.

This article presents the basic components of education management in an organisation and their descriptions, which help to work out procedures of education management in any public administration unit. The starting point (the first step) is a holistic analysis of educational needs, which comprises: defining goals, analysing educational needs with reference to the whole organisation, team and individual, and characterising methods of needs analysis. The methods of analysis are considered in the aspect of operationalization of strategic plans, effect review and development and the analysis of job positions, roles and scopes of competence. These analyses lead to the description of learning conditions addressed at a particular worker (individualization of training). The next step, programming educational processes and development, comprises concrete instructions for controlling the processes, including types of educational programmes, basic processes of learning and methods of training. The last step, training evaluation, is a synthetic presentation of four levels of training assessment and their applications in modern organisations.
