Universities are the source of useful knowledge in contemporary economies, therefore they are a subject State’s policy impact. All this happens according to the assumption that properly chosen incentives might increase the competitiveness within scientific environment. The increased competitiveness is about to affect positively both the scientific productivity of universities and scientific quality. The main tools used by States are financing methods. The academic activities are mainly funded by public sources. Therefore the method of their allocation is important. The goal of the article is to show the dependence between the method of public funds allocation and the scientific productivity of universities.
