Public libraries and lifelong learning

This paper reports on the results of an empirical study of public librarians’ conception of how public libraries support lifelong learning, as well as the role of information literacy in relation to lifelong learning. Lifelong learning has become essential to all people in today’s information society as a result of easy and free access to information. A basic understanding of the concept is ‘learning throughout life, either continuously or periodically’. This implies that learning is not restricted to educational institutions, but can also take place in for example the public library. Public libraries thus may play an important role in supporting the learning process not the least because lifelong learning is characterised by the inclusion of informal elements of learning, flexible learning opportunities, and a shift towards selfdirected learning. This self-directed learning promotes active citizenship and employability, thereby enabling people to participate in all spheres of social, political and economic life. Therefore, how do the public librarians conceive the learning responsibility and their own role in supporting lifelong learning? Furthermore, how do public librarians become better at teaching? The study reports on data from 12 interviews of purposely selected public librarians and a large-scale e-mail survey (questionnaire). The e-mail survey contained 28 questions and was sent to all staff members in public libraries in Denmark, and resulted in 986 responses. The results show that the public librarians consider the public library to be an important place for learning. The results also show how the public librarians find that they could become better at teaching and facilitating learning. This could in turn affect the sharing of knowledge and collaboration.

The idea of non-formal education in the public library environment allows to pursue the process of updating the knowledge, skills and social and personal competence of readers, which gives them a sense of agency, creates the so-called „educational fashion”, encourages lifelong learning, allows minimization of the problem of discrepancy between the ability to and the responsibility for shaping the future. Analysis of sample cultural and educational forms reveals that public libraries, beyond the traditional activities related to access to the collections and the provision of information, are involved in the promotion of the values of cultural personalities.

In the years 1919, 1929-1939, the Polish Librarians’ Association together with the Public Library of the Capital City of Warsaw published a professional and popular periodical under the titles: „Bibliotekarz” and „Bulletin of the Public Library of the Capital City of Warsaw”. In he text presents the origins of the magazine, difficult beginnings (1919), then an uninterrupted 10-year history (1929-1939). The formal features of the magazine (circulation, format, frequency, volume, price) were discussed in detail. In the full chronological perspective, covering 11 years, the transformations of writing, its profile, internal composition, composition, including the most important sections, are shown. The content of the magazine was analyzed, which made it possible to characterize the texts in terms of subject, geographical and personal range. Although oriented towards librarians, the ’librarian’ had ambitions to reach other circles as well, or at least draw librarians’ attention to the various fields of knowledge represented in the library. This is evidenced by bibliographic lists of books from various scientific disciplines. „The Librarian” (1919, 1929-1939), as convinced by the detailed analysis carried out, is still today a valuable source of information about Polish librarianship in the interwar period.

The objective of this paper is to demonstrate the use of elements of sustainable design in public buildings in the context of contemporary architectural design solutions and zero-energy standards for newly designed buildings in California, USA. The paper presents a detailed overview of the main task of the “Architecture at Zero 2020” international architectural competition, organised by the American Institute of Architects California – a design of the San Benito County Public Library in Hollister, CA. The paper also features a detailed analysis of the competition’s outcome, with a specific focus on Andrzej Kaczmarek’s design, which was given the merit award in the competition’s student projects category. The competition resulted in the presentation of the library’s design alternatives, each suited to context-specific environmental and climate determinants and optimised in terms of energy. Andrzej Kaczmarek’s design met these requirements, as demonstrated via calculations performed using eQuest 3–64 software. The design was recognised not only because of its optimised energy balance, but also the excellence with which it satisfied the needs of local citizens and how it reflected a thorough understanding of the site’s place-based character. The library was successfully blended in with its historical context via its simple form that was partially embedded underground. The building was designed to feature an array of advanced engineering solutions intended to secure it against earthquakes and optimise its heat balance, including kinetic façades and retractable glazed roof elements, photovoltaic panels, wind turbines and Pavegen floor surfaces.

Celem artykułu było ukazanie sposobów wykorzystania elementów projektowania zrównoważonego we współczesnych budynkach użyteczności publicznej, w kontekście architektonicznych rozwiązań projektowych i standardów zeroenergetycznych przewidzianych dla nowo projektowanych budynków w Kalifornii. Przedmiotem szczegółowych prac był projekt biblioteki publicznej hrabstwa San Benito w Hollister w Kalifornii, stanowiący zadanie w międzynarodowym konkursie architektonicznym „Architecture at Zero 2020”, organizowanym przez American Institute of Architect California. W artykule przeanalizowano wyniki tego konkursu, a w szczególności projekt autorstwa Andrzeja Kaczmarka, który zdobył równorzędną nagrodę w kategorii prac studenckich. Efektem konkursu było uzyskanie alternatywnych rozwiązań biblioteki dopasowanych do uwarunkowań środowiska naturalnego i klimatu, a przede wszystkim zoptymalizowanych pod względem energetycznym. Projekt Andrzeja Kaczmarka spełnił jego wymagania, co wykazano, przeprowadzając obliczenia za pomocą programu eQuest 3-64. Projekt ten został nagrodzony nie tylko za zoptymalizowanie bilansu energetycznego, ale również za znakomite spełnienie potrzeb mieszkańców i zrozumienie charakteru miejsca. Dobre wkomponowanie biblioteki w historyczne otoczenie uzyskano, nadając budynkowi prostą formę̨ i zagłębiając go częściowo pod ziemię. W obiekcie zastosowano wiele zaawansowanych rozwiązań technicznych mających na celu zabezpieczenie budowli przed trzęsieniami ziemi i prowadzących do optymalizacji bilansu ciepła, w tym: kinetyczne fasady i ruchome oszklone dachy, panele fotowoltaiczne, turbiny wiatrowe i posadzki typu Pavegen.

The macroeconomic efficiency of a public library in a small town near Warsaw has been calculated in the form of benefit/cost ratio. The benefits have been estimated by the method of contingent valuation of the library services and by the revealed preferences expressed by the costs of travel to and from the library as well as the costs of library deposit fees. The macroeconomic costs have been assumed equal to the microeconomic costs, except for labour costs which have been estimated as social opportunity costs of labour and therefore corrected downwards because of the persistent unemployment in town. The BCR ratio turned to be far below zero (depending on assumptions varied between 0.37 and 0.76). However only the direct benefits accruing to the library customers have been included.

The authoress describes the course of relocation of book collections gathered by writers to public library archives using the example of four such collections that made their way to the Pomeranian Library in Szczecin, whose previous owners were: Stefan Flukowski, Zbigniew Herbert, Ludmiła Marjańska and Andrzej Kuśniewicz. The intent of the writers or their heirs was finding a proper place for each particular collection in order to ensure its preservation and further use. The librarians responsible for establishing public collections hoped that the books would be accompanied by manuscripts, personal mail or other keepsakes; or, should that not be the case − that they would bear dedications, autographs, handwritten notes or other signs of the writers’ use. The author analyses the contents of these four donations with regard to the aspects mentioned above.

W 44 bibliotekach publicznych województwa dolnośląskiego (biblioteka wojewódzka, biblioteki miejskie, miejsko-wiejskie, wiejskie) przeprowadzono badaniasatysfakcji użytkownikówprzy użyciu ujednoliconej ankiety i procedury badawczej. Badania zostały zorganizowane i koordynowane przez członków Zespołu SBP ds. badania efektywności bibliotek. Wynikiem badań było wyznaczenie wskaźnika „Satysfakcja Użytkownika”, który wraz z innymi wskaźnikami funkcjonalności, opracowanymi w ramach projektu „Analiza Funkcjonowania Bibliotek”, stanowi system kompleksowego pomiaru efektywności biblioteki.

A user satisfaction survey was conducted in 44 public libraries in Lower Silesian Voivodeship (a provincial library, urban libraries, urban-rural libraries and rural libraries), with the use of a uniform questionnaire and an examination procedure. The survey was organized and coordinated by the members of the Polish Librarians' Association's Library Effectiveness Investigation Team. The survey aimed at establishing the “User Satisfaction” index which, along with other functionality indices developed due to the project “The Performance Analysis for Polish Libraries”, is a system of complex measurement of library effectiveness.
