This article analyses the structure of heritage conservation in the national context of Portugal. It assesses the political context in which planning operates, and the place of conservation and heritage planning within the planning system. By exploring how heritage conservation discourses developed within the national planning framework it is possible to understand the emergence of conservation practices and to consider recommendations for improved efficiency. The World Heritage cities in Portugal inform this research, as its designation should stand for best historic practices, internationally recognized and thus also compliant to an internationally coherent approach towards conservation policies. The narrative unveils a regulatory legislative framework exposed in general considerations rhetorically formulated as policy, usually setting out objectives and requirements, but saying ‘very little about the methodologies to be followed in the preparation of the plans’ (Rosa Pires 2001, p. 185). The resulting overlapping and sometimes conflicting competences, aims and objectives, all at play in the management of the historic city, thus call for concerted strategies underpinned by appropriate organizational and institutional structures and consistent policy making, where inclusive participation of all key stakeholders involved is critical.

Autor od kilku lat, samodzielnie lub w zespołach badawczych prowadzi badania nad funkcjonowaniem przestrzeni publicznych miast Górnego Śląska. Poniższy tekst jest próbą przedstawienia refleksji, które zrodziły się podczas ich trwania. Autor skoncentrował się na problemie funkcji pełnionych przez przestrzenie publiczne w krajobrazie miast śląskich. W początkowej części tekstu podjęta została próba skonstruowania typu idealnego przestrzeni publicznej i wskazania na jej zasadnicze właściwości. Omówione zostały też funkcje przestrzeni publicznych, które nie ograniczają się tylko do funkcji związanych z istnieniem wspólnoty politycznej. Przedstawienie typu idealnego oraz typologii funkcji (za Lyn Lofland) przestrzeni publicznej posłużyło autorowi do analizy funkcjonowania przestrzeni publicznych dwóch śląskich miast – Katowic i Rybnika. Autor podjął próbę oceny stopnia wypełniania poszczególnych funkcji przez przestrzenie centralne obu miast oraz tamtejsze malle. Dzięki temu możliwe okazało się określenie roli, którą spełniają wybrane przestrzenie publiczne w badanych miastach.

The author, individually or in work teams, for a few years now, has been conducting research into functioning of public space in Upper Silesia towns. The text is an attempt to present reflections which arose as a result of these studies. The author concentrates on the problem of functions fulfilled by public space in a scenery of Silesian towns. Firstly, he attempts to reconstruct an ideal type of public space and indicate its basic qualities. Secondly, functions of public space, not limited to these connected with political community, are discussed. The author presents an ideal type and a typology of public space functions (following Lyn Lofland) to analyse the functioning of public space in two Silesian locations – Katowice and Rybnik. He evaluates a degree of functions fulfilled by central spaces in both locations and shopping centres located there. In the light of these evaluations, it is possible to define/determine the role played by the chosen public spaces in the investigated locations.

W artykule postawiono problem instytucjonalnej zmiany w sferze publicznej miasta oraz zależności między upowszechnieniem partycypacji a tworzeniem się grup interesów. Postulat upowszechnienia działań partycypacyjnych, jako „nowego otwarcia” w relacji władza – obywatele, formułują coraz aktywniejsze ruchy miejskie przeciwstawiające się dominującej dotąd regule omnipotencji władzy w przestrzeni publicznej. Analizę współczesnych ruchów miejskich przeprowadzamy przede wszystkim w oparciu o aparat pojęciowy teorii strukturacji i konceptualizację działania społecznego Anthony’ego Giddensa. Argumentujemy, że utrwalenie się nowego wzoru instytucjonalnego, to jest przejście od omnipotencji władzy do partycypacji obywatelskiej, zależy nie tyle od mocy kreowanego dyskursu i działań aktywistów miejskich, ile od zdolności zwykłych mieszkańców do podejmowania działań kontrolujących przestrzeń publiczną w ramach zorganizowanej grup(y) interesu. Dlatego w warunkach narastającego dyskursu obywatelskiego uwagę skupiamy na ocenie potencjału mieszkańców do stawania się stroną w tym procesie.

This article addresses the institutional changes in the public realm of the city and examines the relationship between the promulgation of the idea of civic engagement and the formation of interest groups in the city. Social urban movements, which are becoming more and more active, tend to make demands promoting stronger civic participation, which is seen as a “new opening” in mutual relations between the municipal authorities and citizens. Thus, social urban movements are contesting the omnipotence of local authorities, which has so far dominated in the public realm. In our analysis of current urban social movements we employ Anthony Giddens’ theory of structuration and collective action. We argue that the consolidation of a new institutional pattern, i.e. a transition from authorities’ omnipotence towards civic engagement, depends more on the capacity of inhabitants to form interest groups and take up regular activities aimed at controlling the public realm than on the power of the discourse created by the social movements. Our main goal is to assess, using empirical data, the capacity of inhabitants to become a meaningful party in the process of this institutional change.
