Artykuł jest próbą opisu koncepcji szans rozwoju partnerstwa publiczno–prywatnego w krajach europejskich. Trudności gospodarcze państw Unii Europejskiej, a przede wszystkim finansowa zapaść sektora publicznego, skłaniają do zwrócenia uwagi na wartości organizacyjne, społeczne i ekonomiczne współpracy jednostek państwowych i samorządowych z przedsiębiorcami prywatnymi, która oparta byłaby na zasadzie pomocniczości.Zakres przedstawionej w artykule problematyki obejmuje poszukiwanie poprawnych relacji między przedsiębiorcami a strukturami państwowymi i samorządowymi, przy uwzględnieniu zasady subsydiarności.W artykule dokonano analizy ekonomicznej i socjologicznej, mającej charakter indukcji.Przeprowadzona analiza wskazuje, iż muszą istnieć klarowne reguły współpracy między trzecim sektorem a strukturami państwa, aby skutecznie realizować cele partnerstwa publiczno-prywatnego.

The article is an attempt to describe the concept of chances for development of the public and private partnership in European countries. Economic diffi culties of the European Union member states and, first of all, the financial collapse of the public sector, induce to pay attention to the organisational, social, and economic values of cooperation of state and self-governmental entities with private entrepreneurs, which would be based on the principle of subsidiarity.The scope of the problems presented in the article comprises seeking for correct relationships between entrepreneurs and the governmental and selfgovernmental structures taking into account the principle of subsidiarity. In his article, the author carried out an economic and sociological analysis of the nature of induction. The carried out analysis indicates that there must exist clear rules of cooperation between the third sector and the state’s structures to be able to effectively implement aims of the public and private partnership.
