There is a class of programs that generate solutions to complex problems in a indeterministic way (quantitative progress), while unsatisfying the requirements of creativity beyond the structural boundaries of algorithm (the qualitative leap.) Only this class (qualitative progress) can be regarded as simulating the human creativity. I would assume, that a conceptual blending theory could be tool we need to reach that qualitative level of creativity.
