Autor w pracy przedstawia potencjał głównych systemów ratowniczych odpowiedzialnych za ogólne bezpieczeństwo państwa. W dwóch rozdziałach opisał dwa współdziałające systemy: krajowy system ratowniczo-gaśniczy i Państwowe Ratownictwo Medyczne. Rozdział pierwszy zawiera opis krajowego systemu ratowniczo-gaśniczego, zasady jego organizacji i działania, pokazuje zadania systemu, definiuje kluczowe pojęcia, a przede wszystkim pokazuje jego potencjał z wyszczególnieniem sił i środków zawartych w systemie. Rozdział drugi charakteryzuje Państwowe Ratownictwo Medyczne, definiuje kluczowe pojęcia, określa specyfikę systemu. Określa również siły i środki wchodzące w skład systemu oraz najważniejsze zadania. Praca została oparta na aktach prawnych regulujących funkcjonowanie systemów i materiałach uzyskanych z Komendy Głównej Państwowej Straży Pożarnej oraz Ministerstwa Zdrowia.

The author presents in his work potential of the principal emergency systems, responsible for general security of the state. In the two sections two interacting systems are described: a national system of rescue-fire fighting and national medical emergency. The first chapter contains a description of the national rescue-fire fighting, established rules for its organization and operation, shows the tasks of the system, defines key concepts, and above all shows his potential, listing the number and strength of the measures included in the system. The second chapter is characterized by the State Emergency Medical Services System, defines key concepts, determine the specificity of the system and its rules. It also specifies the powers and resources included in the system, and the most important tasks. Work has been based on the legal acts regulating the functioning of the systems and the materials obtained from the Headquarters of the State Fire Service and the Ministry of Health.
