The authors of the article describe the impact of the International Labour Organization on the functioning of the labour markets – in Poland and elsewhere. Due to the changing realities of the world, Organization faces new challenges that require appropriate responses. Technological changes can result in significant adjustments in the economy that will leave many people out of the labour market. At the end of the paper, the authors present reform proposals regarding the quality of work and the functioning of the labour market. Although labour market indicators in Poland are constantly improving, but the attention is shifted to other aspects, for example from fighting unemployment to increased promoting labour force participation and employment.

Autorzy artykułu opisują wpływ działalności Międzynarodowej Organizacji Pracy (MOP) na funkcjonowanie rynku pracy. Jego wskaźniki w Polsce nieustannie się poprawiają, ale uwaga przenoszona jest na inne aspekty, przykładowo z bezrobocia na aktywność zawodową. Zmieniające się realia panujące na świecie stawiają jednak przed organizacją nowe wyzwania, które wymagają odpowiedniej reakcji. Zmiany technologiczne mogą spowodować wielkie zmiany, które pozostawią wiele osób poza rynkiem pracy. Autorzy na końcu artykułu przedstawiają propozycje reform dotyczące jakości pracy oraz funkcjonowania rynku pracy.

The subject of this article is the dissociation of dependencies between labour taxation and the development of the welfare state. On the one hand, we are dealing with the emergence of various types of non-standard work and forms of remuneration with reduced taxation. On the other hand – with an increase in entitlement to appropriate (in terms of type and amount) social benefits, determined on the basis of general human and social rights, including various rights not related to work and employment. There is no coordination between the two sides, as evidenced by successive reforms; both in the labor market and in social security systems. These reforms are indicated in the text and their limited effectiveness in reconciling the new labour market with the desired scope of the welfare state has been assessed. This is linked to the currently most expensive public sectors: health care, education and pensions.

Przedmiotem artykułu są rozważania na temat rozchodzenia się związku między opodatkowaniem pracy a rozwojem welfare state. Z jednej strony mamy bowiem do czynienia z pojawianiem się różnych rodzajów pracy niestandardowej i form wynagradzania ze zredukowanym opodatkowaniem pracy. Z drugiej – ze wzrostem uprawnień do odpowiednich (pod względem rodzaju i wysokości) świadczeń społecznych określanych na podstawie praw ogólnych oraz różnych uprawnień niezwiązanych z pracą i zatrudnieniem. Między obiema stronami nie ma koordynacji, czego dowodzą kolejne reformy tak na rynku pracy, jak i w systemach zabezpieczenia społecznego. Zostały one w tekście wskazane i oceniona została ich ograniczona skuteczność w godzeniu nowego rynku pracy z pożądanym zakresem państwa opiekuńczego, obejmującego współcześnie najdroższe jego segmenty: ochronę zdrowia, edukację i zabezpieczenie na okres starości.
