At the moment endogenous growth theory has become increasingly popular in the world of science, particularly in developed countries. This article aims to show, for two regions case, the needs and sense of applying this theory in the polish regions. Due to the low level of economic development of many Polish regions, they are unable to growth in a comparable rate as regions in developed countries. This explains the economic divergence between polish regions and the highly developed regions of Europe and the World. Stimulating economic growth is insufficient in such cases, because of the weakness of its internal factors. Therefore it is important to strengthen an external impact to keep internal development. It means that the endogenous growth theory is no reason to exist, in conditions of poor polish regions. Without external inputs there can’t be convergences processes. Therefore, the economic development of the Polish regions should be based on the exogenous growth theory.

W rozwój gospodarki wiedzy silnie wpisują się ośrodki innowacji, które pełnią rolę katalizatora przepływu wiedzy. Celem artykułu jest określenie ich roli w budowie potencjału innowacyjnego województwa pomorskiego. Analizą objęto parki technologiczne, inkubatory technologiczne, centra transferu technologii i pozostałe ośrodki świadczące usługi proinnowacyjne. Opracowanie bazuje na literaturze przedmiotu, informacjach uzyskanych w wywiadach bezpośrednich, raportach PARP i Stowarzyszenia Organizatorów ośrodków Innowacji i Przedsiębiorczości w Polsce, danych Eurostatu i Banku Danych Lokalnych oraz stronach internetowych ośrodków. Metody badawcze wykorzystane w artykule to analiza danych statystycznych i analiza studiów przypadków. Rezultaty badania potwierdziły, że poziom innowacyjności regionu nie jest satysfakcjonujący. System ośrodków innowacji jest stosunkowo dobrze rozwinięty. Świadczą one szerokie spektrum usług proinnowacyjnych, bardzo często w oparciu o współpracę z innymi (IOB). Wśród barier w transferze technologii ośrodki często wymieniają brak zaufania klientów, uwidaczniający się w procesach negocjacyjnych, oraz niską skłonność do podejmowania ryzyka. Poprawa potencjału innowacyjnego regionu wymaga m.in. usieciowienia usług świadczonych przez różne instytucje i systemowego wsparcia ze strony władz regionalnych.

Innovation centres are involved in the development of knowledge-based economy acting as a catalyst of knowledge transfer. The aim of the article is to assess their role in building innovative potential of the Pomeranian Voivodeship. The analysis includes technology parks, technology incubators, technology transfer centres and other centres providing pro-innovative services. The paper is based on the literature, information submitted in direct interviews, reports of the Polish Agency for Enterprise Development and the Association of Organizers of Innovation and Entrepreneurship Centres in Poland, the Eurostat data and the CSO Local Data Bank data and websites of the centres. The research methods used in the paper are analysis of statistical data and case studies analysis. The results confirmed that the level of innovation of the region is not satisfactory. The system of innovation centres is relatively well developed. Said centres provide a wide range of pro-innovative services, very often on the basis of co-operation with other business support institutions. As far as technology transfer barriers are concerned, the centres often point to the lack of trust observable in negotiating processes and low risk taking. Improvement of innovation capacity of the Pomeranian Voivodeship requires, among others, networking of services provided by different institutions and systemic support by regional and local authorities.
