Purpose: The study concentrated on the process of evaluation of public programs currently implemented with the support of European Union funds in Poland. The aim was to show how the evaluation practice was adopted in the regional administration within programming and implementation of Regional Operational Programs 2007–2013 (ROP). The author analysed what types of decisions are primarily supported by evaluation and what functions evaluation serves. Methodology: The quantitative analysis was based on data drawn from documentation of the full population of ROP evaluations completed in 2007 to 2012, which was acquired from 16 ROP evaluation units. Findings: The practice of evaluation was well adopted in regional administration and has grown rapidly in recent years. 236 studies, costing more than 16 million PLN, were completed by the end of 2012. However, most studies were of limited value as they concentrated on the implementation process, not on the effects and justification of intervention. Implications: This study focused on quantitative aspects of the knowledge production process (evaluation reports). It omitted the question of actual evaluation use, which together with evaluation process quality and development of evaluation culture should be a subject of further investigation. Originality: This study was the fi rst review of ROP evaluations in Poland. It went far beyond the scope of data collected previously by the Ministry of Regional Development and proposed novel categorizations of evaluation subjects that may be useful for other than ROP evaluations.

Regional operational programmes provide support granted from EU funds for different projects implemented in individual voivodeships in Poland. The aim of the programmes is to improve the competitiveness of regions and to promote the sustainable development. The priorities of the regional programmes include inter alia transport, environmental protection and sustainable energy production. The aim of the article is to analyze the support provided from chosen regional operational programmes for projects in renewable energy in Poland. The projects aimed at increasing the amount of electricity or heat produced from renewable resources and included for example modernisation of hydroelectric power plants or the installation of solar thermal collectors. The article discusses the effects of the support and difficulties in implementation. The analysis included regional program documents and data on the support provided

The Supreme Audit Office of Poland has carried out an audit of the preparations of the structural policy implementation system for the years 2014–2020. The objective of the audit was to examine, among others, the regularity and effectiveness of the activities undertaken by the Minister of Infrastructure and Development, and the managements of all the 16 regions with regard to the development of the partnership agreement, as well as national and regional operational programmes. Before the audit, a panel of experts was organised, with the participation of scientists, representatives of the government and self-government administration, non-governmental organisations and a member of the European Parliament. The audit approach adopted was not a typical one, since the audit was carried out in the course of the development of the programming documents for the years 2014-2020, and it covered the period until the end of April 2014.

The article also discusses difficulties in renewable energy project implementation. The problems resulted from the uncertainty about regulations affecting the energy sector and about price of green certificates which renewable energy producers sell to electricity suppliers. The analysis includes experience from the 2007-2013 funding period. It is based on regional programme documents and data from National Information System for the monitoring of the use of EU funds in Poland.

W niniejszym artykule podjęto próbę określenia stopnia realizacji zasady partnerstwa w procesie wdrażania regionalnych programów operacyjnych (RPO) w Polsce w obecnej perspektywie finansowej (2014–2020). Przyjęto założenie, że instytucjonalnym sposobem realizacji zasady partnerstwa jest powołanie i funkcjonowanie komitetów monitorujących (KM). Analizą porównawczą objęto praktyczne aspekty działania komitetów w ramach RPO w trzech województwach: lubuskim, świętokrzyskim i kujawsko-pomorskim. Do celów porównawczych wykorzystano następujące parametry instytucjonalno-organizacyjne: liczba posiedzeń komitetów w perspektywie finansowej 2014–2020, liczba przeprowadzonych procedur głosowania obiegowego, udział partnerów społeczno-gospodarczych w ogólnej liczbie członków KM, poziom frekwencji, poziom aktywności w dyskusjach w trakcie obrad komitetów, liczba grup roboczych w ramach KM, a także liczba spotkań grup roboczych. Hipoteza badawcza przyjęta w niniejszym artykule zakłada, że działania regulacyjne wyrażające się przygotowaniem wytycznych dotyczących stosowania zasady partnerstwa w ramach RPO w perspektywie finansowej 2014–2020 okazały się niewystarczające do tego, by wykształciły się w ramach RPO partnerstwa rozwinięte.

"The aim of the paper is to examine the level of application of the partnership rule in the process of implementing regional operational programmes (ROP) in Poland in 2014–2019. It has been assumed that the Monitoring Committees (MC) operate as the institutional manifestation of the partnership principle. The scope of comparative analysis includes practical aspects of the functioning of MCs within ROPs in three voivodships: Kujawsko-Pomorskie, Lubuskie and Świętokrzyskie. The analysis focused on five institutional factors: number of Committee meetings in the financial perspective 2014–2020, number of circular voting events, percentage of socio-economic partners in the total number of Committee members, number of working groups within the MCs, as well as the number of meetings of working groups. The research hypothesis adopted in this article assumes that the regulatory activities expressed in the preparation of guidelines for the application of the partnership principle under the regional operational programs in the 2014–2020 financial perspective turned out to be insufficient for disseminating developed partnerships under ROPs.

W lipcu 2017 r. powołano do życia instytucję Rzecznika Funduszy Europejskich, który ma być odpowiedzialny za usprawnienie i ulepszenie procesu realizacji zadań związanych z wydatkowaniem środków unijnych. Rzecznik Funduszy Europejskich poprzez kontakt zarówno z wnioskodawcami, beneficjentami, jak i innymi podmiotami zainteresowanymi wdrażaniem funduszy europejskich ma za zadanie monitowanie i sygnalizowanie poszczególnym instytucjom systemu wdrażania propozycji ułatwień związanych z realizacją krajowych i regionalnych programów operacyjnych. Autorka w artykule dokonuje charakterystyki Rzecznika Funduszy Europejskich oraz jego zadań, jak również na podstawie rocznych raportów przeprowadza analizę działalności Rzecznika powołanego w Ministerstwie Inwestycji i Rozwoju oraz Rzeczników powołanych przez instytucje zarządzające regionalnymi programami operacyjnymi.

The institution of European Funds Officer was established in July 2017 to assume responsibility for improving and streamlining the process of performing tasks related to spending EU funds. The task of the European Funds Officer is to monitor and inform individual institutions about the system of implementing proposed improvements in the fulfilment of national and regional operational programmes through his contact with the applicants, beneficiaries and other entities interested in implementing European funds. The article describes the European Funds Officer and his tasks; and presents an analysis of the activities of the Officer at the Ministry of Investment and Development, as well as the Officers appointed by the regional operational programme managing authorities, on the basis of their annual reports.

The article examines the evolution of functions of evaluation systems. It is based on the comparison of evaluation studies conducted in eight evaluation systems in the Polish regional administration in two periods: 2007–13 and 2014–20. The findings are to some extent contradictory to the expectations formed on the basis of the existing literature of the subject. Although the analysed systems were established in response to external pressures, they support accountability as well as learning. These systems do not focus on procedural issues only, and generation of strategic knowledge increases over time. Numerous regulations imposed on the analysed systems suggest, however, that the use of evaluation in the analysed systems may be symbolic in nature.

Autor analizuje, jak ewoluowały funkcje systemów ewaluacji. Bazuje na porównaniu badań ewaluacyjnych realizowanych w ośmiu systemach ewaluacji w polskim samorządzie województwa w dwóch okresach: 2007–2013 i 2014–2020. Uzyskane wyniki podważają w pewnym stopniu oczekiwania wynikające z dotychczasowej literatury przedmiotu. Choć badane systemy powstały w odpowiedzi na zewnętrzną presję, to wspierają zarówno rozliczanie, jak i uczenie. Systemy nie koncentrują się tylko na zagadnieniach proceduralnych, a produkcja wiedzy strategicznej wzrasta w czasie. Liczne przepisy regulujące sposób funkcjonowania sugeruje jednak, że wykorzystanie ewaluacji w badanych systemach może mieć charakter symboliczny.

The purpose of the following article is to analyze the implementation of structural funds in the arts and culture sector of in Poland in the years 2007 – 2013. The subject of the study consists of 980 contracted projects implemented in 2007 – 2013 in 16 provinces. We have selected only those that have been co-financed from the structural funds, namely the European Regional Development Fund (ERDF), from which 4.93 billion PLN funding had been acquired for the mentioned 980 projects. The largest number of investments was realized in the Silesian province – 135, and the least in the Lubusz – 10. The largest share in the disbursement of structural funds was in the Mazovian province – 797.2 million PLN.
