One of the important matters, in accordance with the act regulations from the date 13th September 1996 about keeping the communities clean and in order, is the duties issue which a legislator laid, in the range, upon the property owners. Having its theoretical as well as practical meaning in mind, it will be elaborated on within the framework of this article. The publication was constructed considering changes which are in effect for the date of 1st January 2012 and applied in the analysed range regulations of the communal law as well.

Jednym z istotnych zagadnień objętych regulacją ustawy z 13 września 1996 r. o utrzymaniu czystości i porządku w gminach, jest problematyka obowiązków, jakie ustawodawca nałożył w tym zakresie na właścicieli nieruchomości. Z uwagi na teoretyczne, jak i praktyczne jej znaczenie, zostanie ona rozwinięta w ramach niniejszego artykułu. Publikacja została skonstruowana z uwzględnieniem zmian, które obowiązują od dnia 1 stycznia 2012 r., jak i stosownych w analizowanym zakresie regulacji prawa wspólnotowego.

One of the essential matters covered by the 13th September 1996 Act about maintain cleanliness and order in municipalities is the problem of duties which a legislator laid, in this respect, upon property owners. Having its theoretical as well as practical meaning in mind, it will be elaborated on within the framework of this article. The publication was constructed in a manner including changes which have been in effect since the 1st January 2012 and applied, within the analysed scope, regulations of the communal law as well.
