Russian federation has a lot of special technologies for applications of extinguishing agents. Modern approaches include aerial firefighting technology, explosives, chemical agents inducing raining etc. Military industry continues to develop new resources, which are later adjusted to rescue and emergency purposes. Forest fires are very often fought by specialized technologies including special terrain vehicles, aircrafts using water bags with fire retardants which are very effective in stopping the fire spread.

In 2016, there were 80 accidents, seven fatalities and 97 injured persons for each 1,000 kilometres of public roads on average, while 206 accidents (2.5 times more), 36 fatalities (five times more) and 296 injured persons (three times more) – for each 1,000 kilometres of motorways and dual carriageways. The bigger number of accidents and their casualties on motorways and carriageways should be attributed, primarily, to more intense traffic on this type of roads. What is more, on these roads there are frequently accidents in which many persons and vehicles are affected. Therefore, the network of fast roads requires an effective rescue system necessary to provide assistance to victims and persons suffering from accidents.

The article characterizes the essence of cooperation and dependence between the National rescue and fire extinguishing system and the crisis management system. The study indicates the origin of the indicated systems, the legal basis for their functioning, and the administration bodies performing the tasks. The purpose of the publication is to describe the structure of the rescue and firefighting system and crisis management together with the presentation of their common elements. The author describes, amongst other features, the operating phases of individual systems, taking into account convergent and corresponding elements. The postulates that the systems complement each other, and the primary objective of their functioning is to act for the benefit of citizens’ and state security.

Systemy ratownictwa gwarantują bezpieczeństwo oraz właściwy poziom ochrony ludności. Jednym z przedsięwzięć ukierunkowanych na rozwój systemów ratownictwa jest ich ciągłe doskonalenie oraz wzbogacanie przez wykorzystanie specjalistycznych metod i narzędzi. Odpowiedni dobór nowych metod i narzędzi powinien być poprzedzony wnikliwą analizą obecnie funkcjonujących systemów w kraju i na świecie. Celem artykułu jest przedstawienie wybranych zagranicznych rozwiązań w zakresie ratownictwa, które zdaniem autorów warto włączyć do krajowego systemu ratownictwa. Wskazane rozwiązania są rekomendowane na podstawie analizy krajowego systemu ratownictwa i systemów działających w innych krajach.

Rescue systems determine safety and guarantee it is provided at an adequate level. One aspect of the development of rescue systems is their continuous improvement and enrichment through the application of specialised tools and methods. Selection of these tools and methods should be preceded by an analysis of currently operating systems both in country and globally. This article presents solutions used outside of Poland which the authors believe could be implemented in Poland’s national rescue system. They base their indication on the analysis of the national rescue systems in Poland and elsewhere.
