The goal of this article is to analyze microblog service Twitter, from the perspective of its signifi cance in the political communication. Thanks to its popularity, politicans have a chance to avoid traditional media gatekeeping and to directly reach followers with the most important information.
W drugiej – sprawność i elastyczność administracji w stosowaniu instrumentów polityki publicznej, niezależnie od podstawowych założeń wyznaczających granice i naturę władzy publicznej.

ver the past dozen years, the notion of responsiveness has made an impressive career in political studies. Initially used as one of theoretic criteria widening the narrow, procedural understanding of democracy, it soon became one of the most important operational criteria for good governance. On the ground of democratic theory, it refers to the ability of political elites to address social demands and moods. On the ground of public management theory, however, its tenor is rather different, stressing the public administration's capacity to identify and react to emerging problems and dilemmas of governance. The dual character of the notion - used both as an ideological and purely technical demand - is worth noting, as each of the two perspectives (and there are more than these two) elicits a different set of conditions that the public administration has to meet to earn the name of "responsive". The first emphasises the interaction between the system of public administration and civil society. The second - on the administration's efficiency and resilience in the use of public policy instruments, regardless of the principles determining the nature and the limits of government. The article concentrates on the first of these perspectives. It presents the genesis of the present meaning of "responsiveness" in the debate on good governance and discusses findings referring to the state of public-social partnership in Poland, treated as one of the fundamental conditions of the responsive state.

The main purpose of the paper is to propose a dynamic approach to human who is a participative and responsive being (1). By modifying the well-known sentence of Gottfried W. Leibniz, the author wants to show that the question about the meaning of being (co-being) belongs to the eidetic sphere of human (2). The attempt to capture the spirit of postmodernity is based on the thesis of fluid modernity and technoscience (3). Both of these properties are conditioned, however, by a specific interpretation of being (co-being) (4). The crisis in postmodernity has mainly axiological nature and nevertheless it constitutes an opportunity for a civilizational turnaround (5) which can be achieved through a spiritual revolution (6). This revolution is possible thanks to the six-armed “star of freedom” which is a specific (inspired by the concept of Franz Rosenzweig) metaphysical – cognitive model. This model is also a description of the path leading towards potential wisdom (7).
