Revitalization activities have become an important component of contemporary urban policy. The author assumes that their beginning was marked by transformational changes at the turn of the 1980s and 1990s, resulting in an increase in the powers of municipal authorities. However, the very beginnings of revitalization were far from the correct understanding of the essence of this process, and the tasks performed consisted mainly in technical and renovation tasks. The evolution of the understanding of revitalization, aiming at perceiving it as a multi-stage process, long-term and serving primarily to improve the quality of life, enabled the author to distinguish three turning points in its history. The first was the systemic transformation, creating the framework for a modern urban policy. The second one was Poland’s accession to the European Union, which enabled a wide use of EU funds to improve the parameters of urban life. The third is the implementation of the revitalization act: a document defining the tasks of the participants on the one hand, and the objectives of revitalization programs on the other. Although at present this activity is still subject to various restrictions, progress is visible in many already implemented activities.

Działania rewitalizacyjne stały się ważnym składnikiem współczesnej polityki miejskiej. Autor przyjmuje, że ich początek wyznaczyły przemiany transformacyjne z przełomu lat 80. i 90. ubiegłego stulecia, skutkujące zwiększeniem uprawnień władz samorządów miejskich. Same początki rewitalizacji odległe były jednak od poprawnego pojmowania istoty tego procesu, a realizowane zadania opierały się głównie na zadaniach o charakterze techniczno-remontowym. Ewolucja pojmowania rewitalizacji, zmierzająca do postrzegania jej jako procesu wieloetapowego, wieloletniego i służącego przede wszystkim podnoszeniu jakości życia, umożliwiła autorowi wydzielenie trzech punktów zwrotnych w jej historii. Pierwszym była transformacja systemowa, tworząca ramy dla nowoczesnej polityki miejskiej. Za drugi uznano wstąpienie Polski do Unii Europejskiej, umożliwiające szerokie korzystanie z funduszy unijnych dla poprawy parametrów życia miejskiego. Trzeci stanowi wdrożenie ustawy rewitalizacyjnej, stanowiącej dokument określający z jednej strony zadania uczestników, z drugiej cele programów rewitalizacji. Choć aktualnie aktywność ta nadal podlega różnym ograniczeniom, to jednak widoczny jest postęp w wielu zrealizowanych już działaniach.
