W opracowaniu przedstawiono dane dotyczące poziomu finansowania WPR na lata 2021-2027, w porównaniu do obecnej perspektywy finansowej. Na WPR planuje się przeznaczyć 365 mld euro, z tej kwoty 265,2 mld euro na płatności bezpośrednie i 78,8 mld euro na rozwój obszarów wiejskich. Dopłaty bezpośrednie będą oparte na formule ryczałtowej dla małych gospodarstw rolnych (płatności ograniczające), zaś dla jednostek uzyskujących duże poziomy płatności będzie wprowadzona zasada degresywności. Dopłaty bezpośrednie i rozwój obszarów wiejskich przyjmą postać rodzajów interwencji, w ramach krajowych planów strategicznych WPR. Przyjęte zasady pomocniczości nadały państwom członkowskim więcej kompetencji i uczyniły odpowiedzialne za stosowanie rodzajów interwencji WPR. Jednocześnie malejący wkład EFRROW z 63,6% do 43,0%, spowoduje wzrost zaangażowanie państw członkowskich.

The study presents data on the level of CAP funding for 2021-2027, compared to the current financial perspective. It is planned to allocate EUR 365 billion for the CAP, of which EUR 265.2 billion for direct payments and EUR 78.8 billion for rural development. Direct payments will be based on a flat-rate formula for small farms (restrictive payments), while the degressive principle will be introduced for units receiving high levels of payment. Direct payments and rural development will take the form of types of intervention as part of the CAP’s national strategic plans. The subsidiarity principles adopted have given Member States more competence and have been responsible for applying the types of CAP intervention. At the same time, the decreasing EAFRD contribution from 63.6% to 43.0% will increase the involvement of Member States.
