The article discusses four theses regarding the attitude of Germany to the Western Balkans: 1. The main motive for Germany’s commitment to expanding the EU to Western Balkans is to complete the unification of Europe and the transfer of prosperity and stability. Germany treats enlargement policy as a test of the EU’s credibility and its ability to act extensively; 2. Without Germany, the process of enlargement to Western Balkans would not be possible; Germany gives him critical mass; 3. The unstable position of Germany regarding the date of accession of the Western Balkan states to the EU results from the necessity to take into account other priorities in European policy (reform of the euro zone) and from adverse internal conditions showing a significant potential for paralyzing EU enlargement policy (refugee crisis, changes in the German party system); 4. The current increasing EU action for the Western Balkans results from the conviction – both of the European Commission and Germany – that this is necessary in the face of the growing involvement of Russia and China.

W artykule przedyskutowano cztery tezy dotyczące stosunku Niemiec do Bałkanów Zachodnich: 1. Głównym motywem zaangażowania Niemiec na rzecz rozszerzenia UE o Bałkany Zachodnie jest dokończenie jednoczenia Europy oraz transfer dobrobytu i stabilizacji. Niemcy traktują politykę rozszerzenia jako sprawdzian wiarygodności Unii i jej zdolności do działania zewnętrznego; 2. Bez Niemiec proces rozszerzania na Bałkany Zachodnie nie byłby możliwy; Niemcy nadają mu masę krytyczną; 3. Zmienne stanowisko Niemiec w sprawie terminu przystąpienia państw Bałkanów Zachodnich do UE wynika z konieczności uwzględnienia innych priorytetów w polityce europejskiej (reforma strefy euro) oraz z niekorzystnych uwarunkowań wewnętrznych, wykazujących spory potencjał paraliżowania polityki rozszerzania UE (kryzys uchodźczy, zmiany w niemieckim systemie partyjnym); 4. Obecne zwiększające się działania UE na rzecz Bałkanów Zachodnich wynikają z przeświadczenia zarówno Komisji Europejskiej, jak i Niemiec, że są one konieczne w obliczu zwiększającego się zaangażowania Rosji i Chin.
Przeprowadzono analizę wybranych zagadnień importu i eksportu roślin ozdobnych na obszarze Unii Europejskiej w 2003 i 2006 roku. Pojęcie importu i eksportu roślin ozdobnych na obszarze Unii Europejskiej obejmuje wewnętrzny import pomiędzy 15 krajami (2003) i 25 krajami (2006) będącymi członkami tej struktury. Badaniami objęto import i eksport roślin ozdobnych, zgodnie z ujęciem statystycznym przyjmując siedem grup produktów kwiaciarskich. Są to rośliny doniczkowe, kwiaty cięte świeże, kwiaty cięte preparowane, rośliny szkółkarskie, cebule i bulwy kwiatowe, zieleń cięta świeża i preparowana oraz sadzonki. Analizowano poziom i dynamikę zmian importu i eksportu roślin ozdobnych na obszarze Unii Europejskiej w ujęciu wartościowym oraz strukturę geograficzną wewnętrznego handlu na obszarze Wspólnoty.

This work presents an analysis of selected issues in the European Union’s internal trade in 2003 and 2006. The analyses concern imports and exports of ornamental plants and distinguish, according to the statistical classification, seven group of ornamental horticultural products. These are pot plants, cut flower fresh, treated cut flowers, ornamental nursery seedlings, flower bulbs, corms and tubers dormant, foliage fresh or treated, cuttings and young plants. The analyses show that the Union’s ornamental plants external trade is dominated by old members of the European Union. New members’ accession did not bring significant changes in the turnover of ornamental products. Most of the ornamental plants exported from the EU member states are directed to its old members. The main recipient in the Union’s market is Germany. This country received over 1/3 of the Union’s export of ornamental horticultural products counted by value. Only 3.17% of the Union’s exports of these products counted by value was directed to the biggest receivers of ornamental products among new members, i.e. Poland, Czech Republic and Hungary. The main ornamental plants providers in the European Union are also old members, especially the Netherlands and Italy. Poland, Czech Republic and Hungary supplied in 2006 to the Union’s market only 1.22% of ornamental plants counted by value.
The EU extension has a positive impact on Polish food sector development and companies’ activity in the area of creation and launching new products. Food market increases quickly and it’s participants introduce innovations that are introduced according to global trends. Indeed, the quality and uniqueness of food assortments will determine in the nearest future the competitiveness of Polish companies and their ability to stay in the market. Currently, the most important difficulties in increasing assortment attractiveness are low investments in R&D and marketing of new products and a limited access to knowledge and experience in creation and development of food products.

Rozszerzenie UE stymulująco działa na rozwój polskiego sektora spożywczego, w tym na działalność przedsiębiorstw w zakresie kreowania i wprowadzania nowych produktów. Rynek żywnościowy zwiększa się szybko a rodzime przedsiębiorstwa wprowadzają innowacje, które podążają za światowymi trendami. W najbliższej przyszłości jakość i unikalność oferty asortymentowej będzie determinowała konkurencyjność polskich przedsiębiorstw i zdolność przetrwania na rynku. Obecnym ograniczeniem zwiększania atrakcyjności wyrobów są niskie inwestycje w zakresie R&D2 i marketingu nowych produktów, ograniczony dostęp do wiedzy oraz niewielkie doświadczenia w kreowaniu i rozwoju innowacji żywnościowych.
Celem opracowania było wskazanie wpływu integracji z Unią Europejską na stan rynku wołowiny w Polsce. Analizę przeprowadzono w oparciu o dane dotyczące pogłowia bydła i produkcji żywca wołowego za lata 2004-2008, zmian w handlu detalicznym w latach 1991-2008 oraz zmian cen w okresie 2004-2008.

The aim of this paper was to show the impact of the European Union’s enlargement on the status of beef market in Poland. The analysis was performed on the basis of data on cattle population and production of cattle live weight for years 2004-2008, changes in the retail trade sector in years 1991-2008 and prices for the period of 2004-2008.
Integracja Polski z Unią Europejską miała duży wpływ na sytuację w rolnictwie, w tym na produkcję owczarską. Zmianom uległy wysokość i formy wsparcia. W okresie kilku lat po integracji ceny jagniąt były na podobnym poziomie, zaś wzrosły znacznie ceny środków do produkcji, takich jak nawozy mineralne i środki ochrony roślin. Opłacalność produkcji owczarskiej obniżyła się, co miało wpływ na pogorszenie się sytuacji ekonomicznej gospodarstw zajmujących się hodowlą owiec. Przyszłość produkcji owczarskiej należy wiązać z wyższym poziomem wsparcia unijnego lub krajowego, a także z promocją mięsa jagnięcego na rynku krajowym.

Influence of the Polish integration with the European Union on the economic situation of sheep breeding farms is presented. The research data used in the article were taken from publications by GUS, IERiGŻ-PIB and directly from farms in the Podlasie region. The predominating product from sheep farming in XXI century is meat. Reducing production to meat has caused a drastic reduction of sheep population. Decreasing population of sheep and production of lamb meat have a negative influence on the economic situation sheep farms. The main factors that could improve it are the lamb meat price and payments of a subsidy for sheep breeding from the EU and domestic budget. The cost of fodder has a big influence on profitability. The costs of fertilizers and of the means of chemicals plant protection are included in the costs of own fodder production. A big influence could have a growth of consumption of lamb meat in Poland. For proper organization of internal market farmers must create producers’ groups.
