Zasady zrównoważonego rozwoju, opisane w dokumentach, manifestach, literaturze tematu a także w regulacjach ustawowych państw UE, podkreślają rolę rewitalizacji obszarów zdegradowanych i rozwoju wewnątrz obszarów zurbanizowanych jako istotny element polityki zrównoważonego rozwoju miast. W dokumentach polityki rozwoju Warszawy, rozwój zrównoważony jest wymieniony jako cel polityki przestrzennej. Zgodnie ze stanem wiedzy, podkreśla się w nich konieczność rewitalizacji, ponownego zagospodarowania terenów poprzemysłowych i nieużytków miejskich a także kształtowanie wielofunkcyjnych dzielnic i realizację lokalnych centrów usługowych. Pomimo słusznych założeń polityki rozwoju wystąpiły jednak negatywne przekształcenia terenów poprzemysłowych w koncentracje miejsc pracy biurowej (degradująca rewitalizacja), nie podjęto działań sprzyjających rozwojowi dzielnicowych śródmieść na terenach nieużytków miejskich (brak rewitalizacji), a równocześnie przyzwolono na budowę wielkopowierzchniowych centrów handlowych i rozwój monofunkcyjnych obszarów mieszkaniowych na terenach porolnych (rozwój degradujący). Wnioski z analizy współczesnych przemian Warszawy wskazują na konieczność zmian legislacyjnych, umożliwiających rewitalizację i zrównoważony rozwój miasta.

The principles of sustainable development described in documents, statements, literature on the subject matter, and EU countries’ legislation underline the role of degraded area revitalization and the development on urban lands as essential elements of urban sustainable development policies. The Warsaw sustainable development documents refer to sustainable development as the goal of spatial policy. According to the status of knowledge, the policy makers emphasize the necessity of revitalization, reuse of postindustrial areas and abandoned urban land, as well as shaping of multi-functional boroughs and provision of local centres of services. Despite correct assumptions adopted in the development policies, negative transformations of post-industrial areas into office facility concentrations occurred (degrading revitalization), and no actions were taken to support the development of borough centres on abandoned urban lands (no revitalization). At the same time, permits were issued for the construction of large floor area shopping centres and the development of mono-functional residential areas on post-agricultural lands (degrading development). The conclusions drawn from the present-day transformations of Warsaw indicate the necessity to implement legislation favouring revitalization and sustainable development of the city.
