The demand for the care services in Poland is bound to grow in the foreseeable future. Therefore, the creation of the coherent system of the services for the dependent persons is considered an important point in the political agenda. The insight into some successful strategies applied in other countries might be helpful, as the construction of national policy in the long-term care is in the early phase of the development. The French model of long term care seems particularly interesting for the Polish policy makers, experts and scholars. It is a complex and coherent system, which combines the stimulation of the demand-side of the market with the intervention on the supply-side. In the paper, we present the key components of the system and we assess the effectiveness of the French policy in the field of the Elderly care.

Problem dostępności usług opiekuńczych dla osób niesamodzielnych staje się coraz istotniejszym problemem społecznym w Polsce. Dlatego zapoznanie się z doświadczeniami innych krajów, które zbudowały względnie efektywne systemy świadczenia usług w tym zakresie, wydaje się interesujące ze względu na potencjalną użyteczność tych rozwiązań dla osób odpowiedzialnych za prowadzenie polityki społecznej w Polsce. Model francuski wydaje się ciekawy dla polskich polityków i naukowców ze względu na jego wieloaspektowość: jest to kompleksowy system, oddziałujący zarówno na stronę popytową, jak i podażową. W naszym opracowaniu przedstawione zostaną zarówno podstawowe elementy tego systemu, jak i podjęta zostanie próba oceny jego efektywności.

Poland, like most developed countries, faces an aging population. The dynamic growth in the number of the oldest seniors (the so-called double aging) and their problems in the coming decades will most probably dominate the discourse concerning seniors, and one of the most common topics will be the problem of effective care, both formal and informal. The aim of this study is to identify the needs in formal and informal care over the oldest persons (aged 75). The source of the presented data will be the results of the NCN grant (B1411200000556000) "Care for seniors from the perspective of two generations - providing support and supported. Implications for the elderly care system". The starting point of the analysis was an examination of households with people over 75 years of age. The results of the study made it possible to recognize the current situation in the care of the oldest seniors in Poland and to make a diagnosis of people providing support and supported seniors. The role of foreigners in the care and support of seniors was also pointed out.

Polska, jak większość krajów rozwiniętych, staje w obliczu starzenia się populacji. Dynamiczny wzrost liczby najstarszych seniorów (tzw. proces podwójnego starzenia się) i ich problemy w najbliższych dekadach zdominują prawdopodobnie dyskurs dotyczący seniorów, a jednym z najczęściej pojawiających się tematów będzie problem skutecznego sprawowania opieki tak formalnej, jak i nieformalnej nad osobami starszymi. Celem artykułu jest zidentyfikowanie potrzeb w zakresie opieki formalnej i nieformalnej nad najstarszymi osobami (w wieku 75 lat). Źródłem prezentowanych danych będą wyniki grantu NCN (B1411200000556000) pt. Opieka nad seniorami z perspektywy dwóch pokoleń - udzielających wsparcia i wspieranych. Implikacje dla systemu opieki nad osobami starszymi. Punkt wyjścia analizy stanowiło badanie gospodarstw domowych z osobami po 75. roku życia. Wyniki przeprowadzonego badania pozwoliły na rozpoznanie bieżącej sytuacji w zakresie opieki nad najstarszymi seniorami w Polsce i dokonanie diagnozy osób udzielających wsparcia i osób wspieranych. Wskazano również na rolę cudzoziemców w systemie opieki i wsparcia seniorów.
