asada neutralności służby cywilnej stanowi jeden z filarów funkcjonowania służby cy-wilnej w Polsce i winna być bezwzględnie przestrzegana przez jej członków. Problem często stanowi samo rozumienie słowa „apolityczność” i stosowanie tej zasady zarówno w życiu służbowym jak również prywatnym przez członków służby cywilnej. Celem ar-tykułu jest omówienie prawnych w szczególności konstytucyjnych regulacji neutralności politycznej służby cywilnej w Polsce oraz przybliżenie problemu granic lojalności służby cywilnej wobec aparatu państwowego oraz granic ingerencji państwa w służbę cywilną.Weryfikacja tezy badawczej poparta będzie badaniami opierającymi się na niereaktyw-nych metodach badawczych. Poza analizą literatury wykorzystana zostanie metoda dogmatyczno-prawna pozwalająca na zbadanie aktów prawnych regulujących neutralność polityczną służby cywilnej w Polsce.

The principle of neutrality of the civil service is one of the pillars of the functioning of the civil service in Poland and should be strictly observed by its members. The problem is often the very understanding of the word “apoliticality” and the application of this principle in both official and private life by members of the civil service. The purpose of the article is to discuss legal, in particular, constitutional regulations of political neu-trality of the civil service in Poland and to present the problem of the limits of the loy-alty of the civil service to the state apparatus and the limits of state interference in the civil service. The verification of the research thesis will be supported by research based on non-reactive research methods. In addition to literature analysis, a dogmatic and le-gal method will be used to examine the legal acts regulating the political neutrality of the civil service in Poland.
