Samoobrona powszechna to szczególny rodzaj samoochrony ludności w sytuacjach zagrożenia. W zdecydowanym zakresie przedsięwzięcie to ukierunkowane jest na okres zewnętrznego zagrożenia bezpieczeństwa państwa i wojny. Nie przekreśla się jednak zastosowania form samoobrony powszechnej w przypadku zagrożeń czasu pokoju. Zważywszy na stwierdzenie wskazujące, iż zagrożenia, jakie niosą dla współczesnych społeczeństw katastrofy i awarie techniczne, klęski żywiołowe i skażenie środowiska, są równe skutkom wojny. Współcześnie bezpieczeństwo narodowe, obrona narodowa obejmują w coraz większym stopniu – oprócz siły militarnej – zdolność ochrony i ratownictwa ludności, substancji materialnej i środowiska przed zagrożeniami niemilitarnymi. Samoobrona powszechna może być odpowiedzią społeczeństwa na występujące obszary braku bezpieczeństwa, których nie chcą lub nie mogą zagospodarować podmioty państwowe.

General self-defense is a special type of self-protection of the population in the emergency situations. It is a reaction at the time of external threat to national security and the war. However, this does not rule out the use of general forms of self-defense in the event of threat in peacetime. The past assumptions in this area should be extended. Especially that the threats to modern society: disasters and technical failures, natural disasters and environmental pollution – are equal to the effects of war. Today, national security and national defense increasingly include – besides the military strength – the ability to protect and rescue people, material assets and the natural environment from non-military threats. General self-defense may be a response to the emerging public insecurity, which is not (or cannot be) provided for by the state authorities.
